Northwest/Arctic Region
Solicitation: 47PL0018R0001
1.0 Highest Technically Rated with Fair and Reasonable Price Table of Evaluation Factors
VolumeTitleStandard for EvaluationSubmittal RequirementsEvaluation ProcessReview Step
0Scoring TableNot scoredOfferors to complete Vendor Scoring TableCover sheet for all volumesCover sheet
IIDIQ RequirementsThis factor establishes the minimum requirements that an offeror must meet in order for the proposal to progress to the next stages of the evaluation process.Offerors are instructed to use the format in EXHIBIT 8, tab VOL I - IDIQ REQUIREMENTS. Provide supporting documentation in the same order as listed on the attachment. If an item does not pertain to an Offeror, such as Contractor Teaming Arrangements, then the Offeror shall note that the section as not applicable.Acceptability Review (Pass/Fail)1
IIProject ExperienceOfferors are instructed to refer to the standards and minimum requirements described in the Scope of Work when selecting projects for this evaluation factor. Projects submitted for this evaluation factor may be the same projects submitted for Section III - Past Performance. The offeror has sole discretion to choose any project in response to this evaluation factor. Project experience should be relevant and recent to warrant an assessment of the firms' current abilities in design and construction projects. Project experience will be considered relevant if the submitted project is commercial design and construction, completed for private or federal clients, and demonstrates the project delivery methods included in this contract as defined in the scope of work. In order to be considered recent, the project must have physically started construction and achieved CCD between the years 2014 to the close date of the solicitationThe minimum project templates to submit are two (2) projects for each PDM. A02 A maximum of two (2) project templates for each PDM is allowed. The Project Experience template may reference attached documentation such as actual project deliverables. Offerors are required to provide supporting documentation that will demonstrates the assessed score. The information must be verifiable by the Government. The Government will evaluate the documentation submitted and will independently score each offeror based upon the project documentation submitted.Initial pass/fail, then verification3
To receive maximum points the proposal must demonstrate the requirements below for each project delivery method. Evidence of each element is required. Offerors are advised that merely having relevant project experience is not the same has having the best project experience, therefore Offerors should provide the best examples for these elements. Not all elements apply to all project delivery methods
IIIPast PerformanceThe Government will evaluate the relative merits of each offerors past performance as an indicator of future performance. The Government reserves the right to consider all aspects of an offerors performance history. All projects must be for commercial construction.Offerors must submit at least five (5) but no more than eight (8) projects. Projects must be submitted using the PPQ template. Offerors with past performance evaluation ratings less than a summary score of three are strongly encouraged to provide a discussion of that particular project(s), specifically addressing what actions the firm has taken to mitigate the same/or similar contributing factors to below standard performance.Initial pass/fail, then verification4
IVPrice ProposalThe Government will evaluate the indirect rates based upon current data for the same or similar geographic areas from the Bureau of Labor Statistics (BLS). Proposed profit rates will be evaluated based on comparison to the proposals that are selected as the top six (6) highest scoring proposals. If the Government is unable to assess both price elements as fair and reasonable, then the proposal will not be eligible for further evaluation or contract award regardless of the total point score.Offerors are instructed to complete the price schedule provided in Exhibit 8 Vendor Proposal Workbook. Offerors are to include clear and convincing data to support the price proposal. Proposals that lack supporting documentation or do not sufficiently explain the Offerors approach to the price proposal may be evaluated as non-responsive to the requirements of the solicitation. Offerors should submit supporting audit information and/or statements from accounting firms regarding the proposed rates as evidence that the rates are typical and customarily used by the Offerors, not just for this proposal.Price analysis; competitive comparison, comparison to publicly posted labor rates, contractor furnished supporting documentation2
