HSPD-12 SECURITY PROCEDURES

LONG TERM:

Please note that there are two types of security clearances that your team may utilize - Short Term (less than 6 months) and Long Term (greater than 6 months).

Enclosed is the long-term process and forms for contractors working more than six months on a GSA contract. For this type of contractor the Department of Homeland Security-FPS on behalf of GSA completes a NACI investigation which includes an NCIC "QH" criminal history index query, state criminal history record, FBI number, name, fingerprint check, terrorist watch list and OPM security/suitability index. In addition, OPM will request written inquiries for education, residence, and personal preferences. This is equivalent to 5 CFR part 731 for federal employees.

To begin this process, a CIW form must be completed and emailed the project sponsor (GSA Requesting Official). Once review has been completed, the forms will be forwarded to the GSA security office at r10securityem@gsa.gov.

The CIW:

The GSA Requesting Official will complete Sections 2 (contract information), 3, 4, and 5 of the Contractor Information Worksheet (CIW). The CIW is provided to the contract company/ contractor by the GSA Requesting official (ex. property manager, project manager, contracting officer, etc.).

The employee of the Prime Contractor or Subcontractor completes all of Section 1 of the Contractor Information Worksheet (CIW). The Prime Contractor or Subcontractor Security Official completes the following blocks in Section 2, "Name of Company" which currently lists the Prime Contractor, and "If Sub, Name of Prime", "Company Point of Contact (POC) Name", "POC Phone Number (Day)", and "POC Email Address". See instruction for the CIWC for additional details. The contractor completes the remaining portions of the CIW and submits as instructed by the GSA Requesting Official. This form may be required to be submitted back to the requesting official or directly to the GSA Security Office.

The submittal to the GSA Security Office will initiate the security clearance process, and the Federal Protective Service will email the applicant an invitation to enter e-QIP (OPM’s secure portal for security clearances). The applicant will then fill out the SF85 through e-QIP, print out

A notification of adjudication result is provided within 8 business days of an "accepted" suitability packet from Homeland Security, FPS.

SHORT TERM:

Enclosed is the short-term process and forms for contractors working less than six months on a GSA contract (i.e. task orders). GSA receives the authority to complete a suitability determination based on the contract. For this type of contractor the Department of Homeland Security-FPS on behalf of GSA completes a NAC investigation which includes an NCIC "QH" criminal history index query, state criminal history record, FBI number and fingerprint check. The CIW for a task order will be updated by the task order project manager/task order Contracting Officers Representative at or shortly after task order award. For those who already have an active clearance under the base contract, only the updated CIW will be needed which shows the task order information and building information.

Those who have not received a long-term clearance will need to go through the entire process as identified below:

Packet requirements:

• Contractor Information Worksheet (CIW)

• OF306 Declaration of Federal Employment

• Addendum to the OF 306, Item 16

Presently GSA has no fees with this level of suitability, however for a short-term contractor there is no clarification or appeal process; any results are final. A contractor with an unfavorable finding may not work on a GSA contract and will not be permitted into any GSA controlled federal space.

Note: an escort is defined by GSA as a GSA contractor who has received a favorable initial suitability determination. If a customer agency has an escort requirement for any contractor processed with a favorable suitability determination then they are responsible for providing the escort and/or any associated costs.

Applicants may utilize the free GSA Livescan Fingerprints service in Auburn by appointment at 253.804.4725 or they may schedule an appointment with their local law enforcement agency or a professional fingerprinting service. These may have a nominal fee.

Process Time: The GSA Requesting Official should provide this packet information to the contract company/contractors approximately 14 days prior to their start work date on the contract. Please allow 5-8 business days for process and adjudication time from date GSA Security Office receives the completed packet. This clearance will be good for six months only from the adjudication letter date. A building badge may be required after clearance in order to work in a federal facility.

*If contractor requires GSA network access a NACI investigation must be completed. Refer to long-term suitability instructions.
