For example, if a routine work request were initiated at 3:45PM on a Friday, would completion by 3:45PM the following Monday (provided Monday is not a holiday) be considered timely? Please clarify. | Weekends are not considered to be part of the 24-hour response time for routine calls | |

The initial frequency of the Re-Tuning is semi-annually.” Has any Re-Tuning been conducted under the current contract, and if so, when has it been performed? | No, See amended SOW C.35.4. Ongoing Commissioning / Re-Tuning: RESERVED |
| 9. On page 88 of the RFP, H.7 has a statement that seems to either be missing words or have additional words: “The Contractor shall accumulate GSA Form 139 (Record of Time of Arrival and Departure from Building) or other designated form for use in recording presence each calendar week, certify in writing on each form that the information shown is true and correct and, and within thirty (30) calendar days of week’s end, and shall be submitted with monthly submittal to the CO or designee.” Additionally, the intent of “within thirty (30) calendar days of week’s end” is unclear. | 12. Section L goes from L.4 on pages 176 and 177 to L.6 on page 177. Is L.5 missing? Please clarify. | L.5 is reserved. |
| 13. The List of Documents on page 3 of the summary indicates that Exhibit J7a contains WD 2015-5641. Page 137 of the RFP also states that it is to be WD 2015-5641. However, the Exhibit actually contains WD 2015-5609. Please clarify which wage determination is intended. | WD 2015-5641 was incorrect and it should be WD 2015-5609. |
| 14. PWS L.2.1 at the bottom pf page 168 states “The use of hyperlinks in quotes is prohibited.” Please clarify what is meant by “quotes” in this context. Some hyperlinks are contained within a typical Word document, such as subject headings used to build tables of contents, and captions with figure and table numbers from which are used to build lists of figures and tables. Are these not permissible? Please clarify. | Hyperlinks - a short cut link to the other location is prohibited when submitting the quotes/proposals. |
| 15. PWS L.3.2.1.a states in the first paragraph (on page 175) “The offeror shall complete Attachment B (Price Schedule) of this solicitation.” However, the third paragraph (on page 176) states “The offeror shall also submit and (sic) Excel format proposal using the template provided by the Government with this solicitation – Attachment B, Price Schedule.” Is the same thing being requested twice, or is the second version to somehow be different? Please clarify. | Offeror shall submit Attachment B – Price Schedule (Excel Format) - provided by the Government with this solicitation. |
| 16. PWS page 169, in the table at the top of the page, lists the SF 1449 as being before Attachment B in the offeror’s Price Proposal. However, L.3.2.1, on pages 175-176, lists the SF 1449 as being after Attachment B in the Price Proposal. Which is it? Please clarify. | Offeror shall submit both Attachment A – SF-1449 and Attachment B – Price Schedule (Excel Format) for the Volume II – Price Proposal. |
| 17. PWS L.6 on page 177 states, with underscoring, “If applicable, include a copy of the Joint Venture documentation in Volume I: General Company Information of the proposal package, 4 Page Max.” What is meant by JV “documentation”? If it refers to the JV agreement, please realize that an 8(a) Joint Venture Agreement must be approved by the Small Business Administration, and the information the SBA requires in a JVA typically runs to well over four pages. Please clarify. | In addition to the 8(a) Joint Venture Agreement approved by the Small Business. |
JVs/Partnerships shall provide the following information:
• Written certification to the Contracting Officer signed by all parties in the JV/Partnership stating that the parties have entered into a JV/Partnership that complies fully with the requirements under 13 CFR125.8(b). Please contact the SBA for guidance or instructions on the content.
• The letter shall contain the statement that the parties shall perform the contract in compliance with the JV/Partnership agreement and with the performance of work requirements set forth in 13 CFR 125.8(c).
• The JV must be registered in the System for Award Management (SAM).
18. Can the On-site Supervisor (PWS C.8.1) be the same person as the Chief Engineer under the CBA?
| Depends on the CBA; the SOW does not required two separate persons. | ||
| 19. PWS page 15 and Attachment B both state “The Standard Coefficient is the markup (percent of cost) to be applied to the total cost of the O&M services in the base and option years of the contract,” and “The standard coefficient is not to be applied to work being classified as a repair.” However, this is contradicted by the facts that 1) there is no formula in Attachment B to multiply the O&M amount by the Standard Coefficient; and 2) the O&M line item has to include the cost of repairs for which the contractor is liable, for the simple reason that there is nowhere else to put those costs. In addition, PWS C.41.1, Repairs, General, states “No mark up or coefficient shall be applied to any labor costs, parts, materials, or supplies.” The Government seems to be saying that contractors cannot charge G&A and profit on all repairs, and possibly on “any labor costs, parts, materials, or supplies.” Please clarify what mark-ups are permitted where, and what is subject to the Standard Coefficient and what its purpose is. | There is no contradiction; the standard coefficient can be applied to the overall cost of the contract and be used for additional services orders, but not repairs, per GSA policy. | |
| 20. The section of Attachment B labeled ENGINEER/TECHNICIAN HOURLY RATES for O&M and ADDITIONAL SERVICES HOURLY RATES, O&M, list four different job titles: Engineer, Stationary; Engineer, Utility; HVAC Technician; and General Mechanic. Only the first of these is listed on the CBA. While the second job title is sometimes listed in IUOE contracts, it is not listed in this one. How does the Government expect offerors to have a basis for this hourly rate? Please clarify. | The job titles may be SCA or CBA titles; the Contractor can use the rates for the titles they will use for the contract. | |
| 21. The section of Attachment B labeled ENGINEER/TECHNICIAN HOURLY RATES for O&M and ADDITIONAL SERVICES HOURLY RATES, O&M, list four different job titles: Engineer, Stationary; Engineer, Utility; HVAC Technician; and General Mechanic. The last two job titles are SCA job titles that would likely be in conflict with the CBA, so that they would have to be subcontracted on an occasional basis, and would likely have higher rates than in-house employees. Is this the Government’s understanding? Please clarify job titles for hourly rates. | The job titles may be SCA or CBA titles; the Contractor can use the rates for the titles they will use for the contract. | |
| 22. Solicitation L.1(j), page 167, requires a contractor to list its "Unique Entity Identifier," with its Electronic Funds Transfer (EFT) indicator being a suffix to the Unique Entity Identifier. SAM.gov does not provide a way to request a Unique Entity Identifier. Is it the DUNS number? Please clarify Unique Entity Identifier and EFT indicator and how they may be obtained. | No action is required at this time if you have already registered the DUNS in SAM. GSA is currently working on the transition from DUNS to Unique Entity Identifier (UEI). | |
| 23. Will the Government be providing office space for the contractor in the building? | Yes, the contractor will occupy the office space that is currently occupied by the incumbent | |
| 24. Please provide a copy of the site visit sign-in sheet. | Yes. See attached sign-in Sheet. |
Q&A 5
| O&M and VTE Maintenance Services Fresno, CA Solicitation Number: 47PK0219R0013 | ||
| Reference | Question | GSA Reply |
| When was the last damper testing done and on how many dampers. On commercial buildings it should be done every 4 years but your bid states 2 years? Please confirm? | On 10/18/19 out 95 Fire Dampers were tested. It should be pointed out that this addresses Fire Dampers only as that was what the question asked, so this is exclusionary of Fire/Smoke Dampers. | |
| How many fire alarm panels are there in the entire building? If there are many in the building, do they all speak back to a main panel? This is important to know as you also mentioned you desire monitoring on this contract. How many monitor contracts are currently set up and with what company? If a certain set of devices speaks to 1 panel and they don’t point back to a main panel, then it would require its own monitor agreement etc. just need to clarify this very important factor? | There is 1 Main Panel one the ground floor and a panel on the third floor. There is also one secondary on the 5th floor that the smokes feed into that does talk to the control panels. | |
| Do you utilize land lines for the monitoring or do you have cellular dialers. If so, how many? | We utilize 2 land lines. The system also has 2 cellular dialers included, but they are not used due to unreliability of cellular signal in this building. | |
| Is a “lift required” to do any of the fire device inspections? If so, what size and type lift? Can a lift fit thru the door if required? | no, we have no fire devices that cannot be inspected without a lift, so no lift is required. That is not to say that a lift cannot be used for any of them. If a lift were to be used, I certainly wouldn't take it upon GSA to dictate the size and type of lift which would be the determining factor on whether or not it could fit through a door. | |
| When were the last 6 and 12 year tear downs conducted on the extinguishers? | Our fire extinguishers were replaced with new throughout the building in 2017 |
