Amendment 0003, June 7, 2024 Continuation of Block 14 of Standard Form 30 Solicitation 47PJ0024R0061 – D-B Services – Mike Mansfield FB/CH Seismic Retrofit & Ltd Modernization
Amendment 0003 is issued to: 1) provide answers to questions received in writing in response to the solicitation document, 2) update solicitation documents, 3) update the Wage Determination, and 4) provide June 5, 2024 site visit attendance list. The following revised documents are provided under the cover of this Amendment and are hereby incorporated into the Solicitation.
The Solicitation – Phase 1, Revision dated June 7, 2024.
The Agreement – Draft -Mansfield Seismic Retrofit DB Statement of Work (SOW) - Mansfield Seismic Retrofit Ltd Mod DB – Revision dated June 2, 2024 05 – General Decision Number MT20240052 05/24/2024 – Building – REVISION 02 08 – P100 Facilities Standards Final, revision dated May 2024
1. Answers to questions are provided as follows:
Question 12: Regarding Evaluation Factor 3 – Lead Designer, is there a requirement that the proposed Lead Designer is licensed in the State of Montana?
Answer 12: For the purposes of Evaluation Factor 3, the proposed Lead Designer (individual or team) is not required to be licensed in the State of Montana.
In accordance with the Statement of Work, Mike Mansfield Federal Building and U.S. Courthouse Seismic Retrofit and Limited Scope, dated April 29, 2024, Section III. Scope of Services, Item D. Post Award Concept Design Phase, Design Submission Deliverables 21(c) (page 58) states, "The final set must be signed and sealed by a registered engineer and/or registered architect for the state in which the building is located."
Additionally, in accordance with Attachment 06 - Owner Project Requirements (OPR) for Design Build (DB) Mike Mansfield Federal Building and Courthouse Seismic Retrofit and Limited Modernization Scope Project, dated March 2024, Page 1 states: "All stamped plans are required to be compliant with the State of Montana rules and policies according to the Montana Professional Engineering and Surveyors including the requirement to be stamped by a MT licensed professional(s)."
Question 13: VI.G Non-Price Factors, Go-No Go Factor: Design Team Stabilization Project
The requirement states that the “Design Team” must submit at least one Seismic Project that a member of the “Design Team” has completed. Can you confirm that the project could have been completed by any one of the lead team members (lead architecture firm, lead structural engineering firm, lead engineering firm, etc.) For example, if the lead architect does not have a project that has reached Substantial Completion at the time Phase 1 submittals are due, but the lead structural engineer on the Design Team has, can the structural engineer’s project meet this requirement on behalf of the “Design Team”?
Alternately or additionally, would GSA consider accepting projects for this go/no-go factor for which design is complete and construction has started but Substantial Completion has not yet been met?
Answer 13: For the Go/No-Go Factor, the seismic project may be completed by any one of the lead team members (i.e. lead architecture firm, lead structural engineering firm, lead engineering firm, etc.)
In the provided question example, the structural engineer's project could meet the requirement on behalf of the Design Team.
The No-Go/Go Factor: Design Team Seismic Stabilization Project states:
A Seismic Project is defined as a project for which:
1. A majority of the scope of work was for the total seismic stabilization of an existing commercial or government office or courthouse building, and
2. Substantial completion occurred prior to the submission deadline for Phase 1 proposals.
There is no time constraint assigned to the definition of a seismic project and as a result, GSA affirms that the project must have reached substantial completion prior to the submission deadline for Phase 1 proposals.

Question 14: VI.G Non-Price Factors, Subfactor 1A: Past Experience of A/E Firm
The requirement states that the Similar Project must have been listed on the National Register of Historic Places during the period of renovation or repair. Some GSA projects state buildings are “eligible for listing on the National Register of Historic Places” which require the design team to still follow all design requirements as if the building were actually listed. Would GSA consider expanding this requirement to include “buildings that have been designated Eligible for listing on the National Register of Historic Places” if the design team can provide proof of such designation by GSA or the appropriate SHPO?
Answer 14:
Yes. The Similar Project definition has been expanded to include "eligible for listing on National Register of Historic Places." The Solicitation, Section VI.G. Non-Price Factors, Evaluation Factor 1, Subfactor 1A and 1B, Similar Project definition has been updated to include:
The building must have been listed on or are eligible to be designated for listing (per 36 CFR 60.4) on the National Register of Historic Places during the period of the renovation or repair.
Question 15: Can you clarify which standard form to use for statement of qualifications for a Design-Build project?
The SF 330 is for “Architect-Engineering” contracts and procurement. Is the SF 330 to be used in a Design-Build team structure or should another form be utilized to structure our proposal contents outlined in II.A. of the Solicitation.
Answer 15: Please use the included SF 1442 and associated SF 30s for each Amendment. In addition, follow the guidelines specified in The Solicitation - Phase 1 - Mansfield Seismic Retrofit DB document, which under Section II defines Proposal Content, Format, Technical and Other Proposal requirements.
Question 16: What is the Contractor's expected responsibility in terms of defining existing site conditions in addition to what has been provided?
Answer 16: In accordance with SOW, Section II. The Project, A. Project Description, Supplemental Project Information and Project Work Items (page 9 of 90), it is anticipated that the GC/AE Team will conduct the pre-design field investigations for hazardous materials and seismic structural testing as a Pre-Design early release package. A suggested scope for the Pre-Design Seismic Structural Investigation has been included as Attachment 01. The contractor is responsible for determining the scope to facilitate its structural design needs. Hazardous materials pre-design testing shall be according to the SOW and P100. The contractor is responsible for the scope to determine the existing hazardous material site conditions necessary to facilitate design and construction.
Question 17: The SOW lists the project site as 37,500 square feet. Is that correct?
Answer 17: The SOW has been revised. Section II. The Project, A. Project Description, (page 9 of 90). The approximate rentable tenant space in the building is 59,225 square feet.
