Amendment 0002, May 21, 2024 Continuation of Block 14 of Standard Form 30 Solicitation 47PJ0024R0061 – D-B Services – Mike Mansfield FB/CH Seismic Retrofit & Ltd Modernization

Amendment 0002 is issued to: 1) provide answers to questions received in writing in response to the solicitation document. The following revised documents are provided under the cover of this Amendment and are hereby incorporated into the Solicitation.

The Solicitation – Phase 1, revision dated May 21, 2024.

1. Answers to questions are provided as follows:

Question 5: Will there be a pre-submittal meeting held for the Phase 1 responses?

Answer 5: There are no oral presentations or pre-submittal meetings contemplated for Phase 1 or Phase 2 of this solicitation.

Question 6: In The Solicitation Evaluation Factor 3, Submittal Requirement 1.A (page 16 of 17), the time frame given is “ten (12) years prior”. Can you please clarify what timeframe is to be used?

Answer 6: The timeframe is twelve (12) years. The Solicitation, Section VI.G. Non-Price Factors, Evaluation

Factor 3 has been updated from "ten (12)" to read "twelve (12)."

Question 7: In The Solicitation Evaluation Factor 3, Submittal Requirement 1.B (page 16 of 17), an option is given for the LD as a team. Can you please clarify how a team is designated for purposes of this response? For example, if a previous seismic retrofit had both a lead architect and structural engineer, would this be considered a “Team” for this item?

Answer 7:

Attachment 16 -- Design Excellence Policy and Procedures, Section 3.4, Portfolio Requirements states, the lead designer as a team is defined as "a team of two people." The lead designer(s) may have headed these projects with the affiliated design firm or with other entities.

Question 8: For Evaluation Subfactor 4B Past Performance of the General Contractor, is it acceptable to submit a Contractor Performance Assessment Reporting System (CPARS) Report associated with prior federal projects (which we will also list in Factor 1) in lieu of the Attachment 2 Questionnaire?

Answer 8: No. CPARs evaluations do not allow the Government to properly confirm the project is a Similar Project. For each Offeror reference, the Offeror shall complete Section 1 and then distribute the Past Performance Questionnaire (Solicitation Attachment 04 for GCs, Solicitation Attachment 05 for A/Es) to reach Reference for completion. The References shall email the completed Past Performance Questionnaire to Christie VandenDries, Contracting Officer at christie.vandendries@gsa.gov not later than the date specified for solicitation closing. The email subject line should contain the solicitation number and the name of the offeror. Completed questionnaires submitted by the Offeror will not be accepted. While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for initial submissions rests with the Offeror and its evaluator/reference. GSA may also contact and question the past performance references directly. Information specific to the Similar Project is requested within the Past Performance Questionnaire. This information must be confirmed by the Reference.

Question 9: Is the site visit mandatory for participating in this solicitation?

Answer 9: No, it is not mandatory.

Question 10: Will the GSA consider expanding the Similar Project definition for Factors 1A and 1B to include projects using an alternative delivery method such as CMAR/GCCM, not just design-build or

IPD?

Answer 10: Yes. The Similar Project definition has been expanded to include an alternative delivery method, such as CMAR/GCCM. The Solicitation, Section VI.G. Non-Price Factors, Evaluation Factor 1, Subfactor 1A and 1B, Similar Project definition has been updated to include:

The project substantially used the design–build, integrated project delivery (IPD) methods, or Construction Manager as Constructor (CMc). For the purposes of this evaluation factor, IPD is defined as the execution of a multiparty agreement in which the owner or developer contracted with a single offeror to provide all or substantially all, of the design and construction services for that

Amendment 0002 – D-B Services – Mike Mansfield FB/CH Seismic Retrofit & Ltd Modernization Page 3 project. For the purposes of this evaluation factor, CMc is defined as a project delivery method where design and construction are contracted concurrently through two separate contracts and two separate contractors. Unlike the traditional design-bid-build delivery method, under the CMc delivery method, the Government awards a separate contract to a designer (i.e., architect-engineer contractor) and to a construction contractor (i.e., CMc contractor) prior to the completion of the design documents. The Government retains the CMc contractor during design to work with the architect-engineer contractor to provide constructability reviews and cost estimating validation. The CMc contract includes design phase services at a firm-fixed-price and an option for construction at a guaranteed maximum price.

Outside of federal construction projects, CMc may sometimes also be known as Construction Manager at Risk (CMAR) or General Contractor/Construction Manager (GCCM).

Question 11: Will GSA consider expanding the Similar Project definition for Factors 1A and 1B to allow for design-build federal projects for new construction, not on the National Register of Historic Places?

Answer 11: No. The Similar Project definition will not be expanded to include new construction.

2. Changes are made to The Solicitation – VI.G. Non-Price Factors as follows:
