Amendment 0001, May 14, 2024 Continuation of Block 14 of Standard Form 30 Solicitation 47PJ0024R0061 – D-B Services – Mike Mansfield FB/CH Seismic Retrofit & Ltd Modernization

Amendment 0001 is issued to: 1) establish a site visit for Phase 1 and 2) provide answers to questions received in writing in response to the solicitation document. The following revised documents are provided under the cover of this Amendment and are hereby incorporated into the Solicitation.

The Solicitation – Phase 1, revision dated May 14, 2024.

1. Site Visit A single site visit will be held on June 5, 2024 at 9:00 AM Mountain Time at the Mike Mansfield Federal Building and U.S.

Courthouse, located at 400 N Main Street in Butte, Montana. We will meet promptly in the lobby at 9:00 AM.

Each site visit attendee shall present a valid driver's license or other valid, federally issued photo ID at the time of their arrival. Attendees who are not able to present a valid ID will not be allowed on-site.

2. Answers to questions are provided as follows:

Question 1: There are five requirements a Similar Project (SP) must meet under Subfactors 1A/1B

Technical Qualifications of the General Contractor and A/E Firm: completion within the last 12 years, 25,000 sf minimum, listed on the National Register of Historic Places, $20M minimum and Design-Build or IPD project delivery. If an Offeror does not have a single project that meets all five requirements, will they be eligible to receive scoring consideration if they can show technical experience with all five requirements across two or three Similar Projects?

Answer 1: Offerors (both General Contractor and A/E Firm) shall provide documentation to demonstrate the extent of the Offeror's past experience for at least one (1) but no more than three (3) similar projects.

For the A/E Firm and General Contractor, a Similar Project (SP) means a project for renovation, repair, or alteration of an existing commercial or government office or courthouse building. The project must feature all of the following:

- Substantial completion occurred within the last 12 years prior to the submission deadline for Phase 1 proposals;

- The renovation or repair project covered a minimum of 25,000 gross square feet;

- The building must have been listed on the National Register of Historic Places during the period of the renovation or repair;

- The total cost at award of the contract for project was at least $20 million; and

- The project substantially used the design–build or integrated project delivery (IPD) methods.

For the purposes of this evaluation factor, IPD is defined as the execution of a multiparty agreement in which the owner or developer contracted with a single offeror to provide all or substantially all, of the design and construction services for that project.

Question 2: It states under I.B The Solicitation and Contract that “A maximum of 5 firms will be selected to submit Phase 2 proposals.” Under VI.A Evaluation of Phase 1 Proposals it states “The Contracting Officer will select a shortlist maximum of three (3) of the most highly qualified Offerors based on the offers in response to Phase 1 to proceed to Phase 2.” Can you confirm if Phase 2 will be a selection of up to three or five Offerors?

Answer 2: A maximum of three (3) firms will be selected to submit Phase 2 proposals.

Section I.B of the Solicitation has been updated to "A maximum of three (3) firms will be selected to submit Phase 2 proposals."

Question 3: Under VI.B Evaluation of Phase 2 Proposals, it states the Phase 2 Evaluation is anticipated to include an evaluation factor for the Quality of Design Concept. Can you provide more information on the scope of what is to be included in the Design Concept?

Amendment 0001 – D-B Services – Mike Mansfield FB/CH Seismic Retrofit & Ltd Modernization Page 3

Answer 3: The Phase 2 Solicitation will provide greater detail regarding the requirements of the Design Concept Factor. In the interim, offerors are encouraged to review Attachment 16 -- Design Excellence Policy and Procedures, Section 5.3.3 Stage II Evaluation Criteria, Design Performance (50%) (page 18) for a brief description of the criteria.

Question 4: I have been looking through the documents for a site visit for this project in Phase 1 of the

Design Build solicitation. Is a site visit contemplated for this project? If so, will a site visit attendance list be provided?

Answer 4: Yes, a site visit is contemplated for this project during Phase 1. A site visit attendance list will be made publicly available via solicitation amendment within 5 business days after the site visit.

A single site visit will be held on June 5, 2024 at 9:00 AM Mountain Time at the Mike Mansfield Federal Building and U.S.
