GSA Solicitation Number: 47PJ0020R0066

Denver Federal Center Building 48 Modernization Project

RFI #1

February 27, 2020

Question 1: The size standard for the NAICS code is 236220 $35.5M. How could a small business qualify if you require a portfolio of $50M projects that they have led?

Answer: For clarification, the size standard for NAICS code 236220 is presently $39.5M.

Determining a business size has nothing to do with the project cost. 13 Code of Federal

Regulations 121 is used for determining small business size standards and the new size standard is the average of gross revenue over a 5 year average. For construction that size it is presently $39.5M, so over a 5 year period that is a total of $197.5M. When a firm starts working larger construction projects that span 2 or 3 years, not all the project revenue is realized in 1 business Fiscal Year. As an example, $30M over a 2 year project would be ~$15M per year. Also, if a Small Business Joint Venture on a Total

Small Business set-aside project of $50M, not all revenue is going to be credited to the

Small Business, but they will get credit for being awarded a $50M project because they are the majority owner (51%) of the Small Business Joint Venture. For example, of the

$50M project, the Small Business would have revenue of ~$25.5M spread over the life of the project.

Finally, the definition of similar project for Technical Proposal Phase 1 as stated in the solicitation is as follows:

Construction was substantially completed within eight years by the proposed General

Contractor as the General Contractor or the proposed A/E as the A/E of record prior to the submission deadline for Phase 1 proposals, and the project included all of the following characteristics:

Renovation of an existing building for commercial, public, or institutional use, excluding projects where over 20 percent of the gross square footage of the building is for storage such as, for example, warehouses and airplane hangars;

Project area was not less than 80,000 gross square feet; and

Contract cost was greater than $25 million.

Clarification: The Related Notice incorrectly states the Pre Solicitation number

(47PJ0020R0006) and the correct number is 47PJ0020R0066. Pre Solicitation for this requirement was issued on January 28, 2020.
