Ysleta Land Port of Entry Pavement Replacement Repairs Project, Request for Information
1) Can a company use a final CPARs evaluation instead of the past performance questionnaire?
Answer: Yes, for Factor 1 (Company), No, for Factor 2 (Key Individuals)
2) When is the proposal due?
Answer: October 17, 2024, at 12:00 P.M. Central Time
3) When is the last date a contractor can submit a question to be answered in an
Amendment?
Answer: September 27, 2024, at 12:00 P.M. Central Time.
4) If any LEC materials are from Mexico, are we to submit all of the information required under FAR 52.225-11 with our proposal?
Answer: Yes. Both FAR 52.225-10 and 52.225-11 are applicable and contain necessary information you need when considering LEC materials from Mexico for this procurement. You should comply with both of these clauses and submit all necessary information with your proposal. Any information provided for the Buy
American Act will not be counted in the technical 40-page limit.
5) How do we submit the proposal to GSA?
Answer: The proposal is to be sent to Jason Gerloff at Jason.gerloff@gsa.gov.
This is the only vehicle for submitting a proposal.
6) As per TXDOT air entrainment in concrete for class P concrete is no longer required in the El Paso District. Will GSA accept the TXDOT Class P Concrete approved design for El Paso District without requiring air entrainment?
Answer: If air entrainment is omitted, contractor shall lower the w/c ratio to a maximum of 0.4 in order to increase the strength and ultimately the durability of the concrete.
7) Are subcontractors required to be small businesses in order to collaborate with the primary contractor that has been awarded?
Answer: NO. Only the prime contractor who is awarded the contract from the Government has to be a small business. Sub-contractors can be small or large business concerns.
mailto:Jason.gerloff@gsa.gov
8) How will GSA handle the procurement of materials testing for this solicitation.
Will that responsibility fall to the awarded General Contractor, will that be up to the GC to decide which quality assurance subcontractor to use?
Answer: The responsibility falls under the awarded Contractor. All interested parties are to review Section 01 40 00 – Quality Assurance & Control Requirements Guidance.
9) Does the reinforcing steel and asphalt have to meet the LEC GWP requirements?
Answer: Yes. Steel must comply with the GWP requirements. Asphalt must also comply with the GWP requirements whether being used as the finished product or as a base material. Any product that is acquired outside the United States shall comply with Buy America Act, FAR 52.225-11 and 52.225-12.
10) Will there be any limitations for simultaneously performing work on multiple sites? (Considering both baseline and option sites)?
Answer: There are no limitations to performing simultaneous work provided the traffic phasing plan has been submitted and approved for the work that is to take place and that at no point will an entire area be closed completely. The
Ysleta LPOE is a 24/7 Port and operations must not be interrupted. Prior to any closures or interruption in operations, coordination will have to take place with
CBP.
11) For project schedule submission at time of proposal, are contractors to schedule activities for both baseline and option work? If so, would a single schedule suffice, or, would a baseline schedule and baseline + option schedule be required?
Answer: Yes, Contractor is to schedule baseline work and option work and submit baseline schedule + options for approval.
12) For the EPDs that are submitted with the successful proposal, will those
EPDs have to be used for the project? As an example, if a supplier is able to produce an EPD with a comparable or better score from a different plant after the project has been awarded, can the supplier substitute the new EPD in for the EPD that was submitted with the proposal?
Answer: Yes, if the contractor believes a better product is available after award they will have to submit a substitution request per the specifications.
The Government will then evaluate the submission and approve or deny.
13) What weight will be given to EPDs for determining the technical score given to each bid?
Answer: See Factor 4 – Sustainability: LEC Materials Factor of the RFP.
14) What will the GSA do if it receives proposals that have qualifying EPDs for two of the three items (steel, concrete, and asphalt) but not all three?
Answer: The firm will not be evaluated any further and will be rated unacceptable under factor four of the RFP and will be ineligible for award.
15) For the concrete to be used for this project, what is the GSA’s maximum allowance of fly-ash that can be used in the concrete?
Answer: GSA does not impose a limit on the amount of fly ash or other supplementary cementitious materials that can be used in a concrete mix, so long as the mix (a) meets this project's strength, durability, and workability requirements, and (b) has an EPD that meets GSA's IRA low embodied carbon concrete requirements.
16) For the concrete to be used in this project, is the GSA requiring or giving preference to any specific type of cement? Will using a certain type of cement lead to higher technical score, even if there is no difference between EPD scores?
Answer: No, GSA does not require any specific type of cement. GSA's Sustainability Evaluation factor is based on the bidder's identified EPD-documented global warming potential.
17) If any LEC materials come from outside of the United States, are we to submit all of the information required under FAR 52.225-11 with our proposal?
Answer: Yes. Both FAR 52.225-10 and 52.225-11 are applicable and contain necessary information you need when considering LEC materials from outside of the United States for this procurement. You should comply with both of these clauses and submit all necessary information with your proposal. Any information provided for the Buy American Act will not be counted in the technical 40-page limit.
18) The solicitation documents require signatures from an authorized individual for documents within the proposal. Could you please clarify whether e-signatures (such as a scanned image of a signature) are acceptable for signing the proposal documents, or if the documents must be signed in ink, scanned, and then added to the proposal?
Answer: e-signatures are allowable.
19) Per the solicitation documents, the technical submittal must adhere to an 8½” x
11”, vertical (portrait) layout and include only the specified materials as requested, not exceeding 40 pages. Would it be permissible to include certain pages in landscape orientation to better illustrate items such as schedules and organizational charts?
Answer: Yes https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2 https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2
20) Can existing concrete barriers, designated for removal and/or relocation at any of the sites to allow for the pavement repairs, be used as temporary concrete barricades to protect the work area?
Answer: Yes
21) For any sites where existing concrete barriers are to be removed and/or relocated, could you please confirm if the barricades are to be removed and disposed of, or if GSA plans to store and re-install the existing relocated barriers after pavement repairs are complete? If reinstallation is required, must the relocated concrete barriers be returned to their original pre-construction layout? Additionally, please define the temporary or permanent designated area for storage.
Answer: Existing concrete barriers are to be removed, stored and reinstalled after construction in their pre-construction locations. Coordinate with CBP prior to reinstallation. Additionally, CBP does not have a designated storage area, but this can be coordinated prior to barrier removal.
22) Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Answer: The Superintendent and QC Manager must be separate individuals.
The SSHO duties can be accomplished by either the Superintendent or the QC Manager if it is not a third person. If the SSHO duties will be accomplished by the Superintendent or QC Manager, please clearly define these roles in your proposal.
23) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Answer: No
24) Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Answer: No. The contractor will demo only what is required in the specifications and drawings.
25) Please provide bidding quantities for deteriorated base course (paving).
Answer: Please review the scope of work, drawings, and specifications.
26) Please provide the site visit attendee sign in sheet.
Answer: This will be provided in a future Amendment after the pre-proposal meeting has occurred. The meeting is scheduled for Wednesday, September 18, 2024, at 9:00 A.M.
27) CLIN 00011AA – Division 1 requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to the general conditions of the project? Will an EPD be required? If so, what information/data will be required to fulfill these EPDs?
Answer: Any work that would normally be considered by the contractor to fall under this category shall be included, i.e. general and administrative expenses, overhead and profit, materials, tools and equipment reasonably attributable to installation of IRA funded work. An EPD is not required for general conditions.
28) CLIN 00012AA – Div. 31 Earthwork requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to earthwork? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?
Answer: Work such as demolition and disposal, erosion and sedimentation control, etc. expenses reasonably necessary for and attributable to installation of IRA funded work. An EPD is not required for earthwork.
29) CLIN 00013AA – Div. 32 Exterior Improvements requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to exterior improvements? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?
Answer: To return space to its condition preceding IRA funded work, i.e.
phasing, pavement markings, etc. An EPD is not
Required for exterior improvements.
30) CLIN 00014AA – Miscellaneous requests pricing for “IRA Acquisition and
Installation of Low Embodied Carbon Materials”. What miscellaneous materials would need to be LEC? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?
Answer: Necessary expenses required in the execution of IRA funded work not noted otherwise. An EPD is not required for miscellaneous requests.
31) Under Factor 1 – Past Experience and Performance of Company, the submittal requirements for CPARS questionnaires was reduced to 2. However, under Factor 2 – Past Performance, Experience and qualifications of Key Personnel, the requirement for the submission of 3 questionnaires remains. Considering that these submittals directly correlate with one another, can contractors assume only 2 key personnel questionnaires (per person) are required?
Answer: Yes, 2 key personnel questionnaires are required per person.
32) Item 10.10 under 'Construction Scope of Work', it states that Site H will have approximately 5,760 Sf of pavement removal and replacement. However, from project drawings, the quantity takeoff does not reflect this as it shows 20,733 sf of joint and crack sealing. Can the scope of work and expected quantities please be confirmed.
Answer: Site H encompasses approximately 1,035 s.f. of pavement removal and replacement of pavement and includes 123 l.f. of monolithic curb removal and replacement.
33) Paragraph 1.A under "The Agreement", it states that the purpose of this project is to address approximately 397,975 Sf of pavement selected for repair or replacement of concrete. However, under the “Construction Scope of Work” part 5, it is stated that the purpose of the Ysleta Paving project is to address approximately 800,141 sf of pavement selected for repair or replacement of concrete. Can GSA please confirm the expected quantity of pavement for repair or replacement of concrete.
Answer: The expected quantity is approximately 330,000 s.f.
34) Based on the questions and answers for questions 27-30, all interested parties are reminded that EPD’s are required for Concrete, Steel, and Asphalt.
35) Considering the response given for Question 32, can GSA please provide a revised drawing accurately depicting the scope of work for Site H mentioned in Amendment 3?
Answer: The approximate 330,000 s.f. is valid. The drawing did not change, the square footage number previously provided for Site H was inaccurate.
Site H: Square footage and type of repair was updated. Option 6: Site H encompasses approximately 1035 s.f. of pavement removal and replacement of pavement and includes 123 l.f. of monolithic curb removal and replacement.
36) If CBP or the Port Authority activity directly impacts the construction schedule, causing delays, will contractors be entitled to claims for time extensions or general conditions?
Answer: Please refer to FAR Clause 52.242-14 and FAR 52.243-1. Also, if there is a government delay or a weather day, the contractor is requested that they notify the Contracting Officer and the Contracting Officer’s Representative within 24 hours of the delay. Both types of delays must also be documented in your daily logs.
37) In the Civil Narrative, there are 2 recommendations for base courses (4” asphalt/4” flexible base). Are we to use both as base course for a total of 8”? Or are we to use 1 or the other for a total of 4”?
Answer: You are to use both for a total of 8 inches of asphalt in addition to the specified depth of concrete for the specified section of pavement to be addressed. See pavement details on plan sheet C400 – Civil Details.
38) I’m trying to do joint & crack sealing takeoffs, but these drawings don’t make it very easy. Nothing is really shown on the drawings, except for locations of these items, but there isn’t enough information to do the actual takeoffs. Would the government be able to provide these quantities? Or at least give us some drawings that clearly show the joints/cracks in question?
Answer: Based on available aerial imagery (Google Earth) we calculated quantities for joint sealing. As for sealing of cracks, we estimated 5% of the total paved area to be sealed. Contractor shall verify these quantities.

39) Which bid item(s) are we to put all the earthwork (grading, base, scarifying, riprap, & base replacement) as well as all of the traffic control & erosion control items in?
Would they all be lumped into the CY price for each base & options?
Answer: Place items in the appropriate Division that your firm would normally price a project.
40) Amendment #3 & the “Construction Scope of Work” list different quantities for both the base bid & all the options. Which quantities are we to base our bid on for this project?
Answer: Amendment 3 answers override the original solicitation.
41) Will GSA allow the use of TXDOT Type D 1993 Recycled Concrete Crushed
Base Course (See Attached) for Flex Base as shown on Plan Sheet C400.
Answer: Yes. Refer to SECTION 32 12 16 ASPHALT CONCRETE PAVING Paragraph 2.3 BASE MATERIAL, Paragraph B. TXDOT Item 247.
42) Staging Area Proposal: Would it be acceptable to propose an alternative staging area that is closer to the commercial inspection area? We believe this adjustment could enhance efficiency and streamline our operations.
Answer: An alternate location adjacent to the south dock will be made available as a lay-down area. See attached arial map titled (additional lay-down area location).
43) Water Availability: Is there a water source available on-site for use during construction, particularly for concrete work, or would we be responsible for providing our own water supply?
Answer: There will be an available water source that will be metered. The metering will be only to track the monthly increase, but the contractor will not be charged for water usage. Water shall only be used for cleaning purposes as power washing concrete, etc. Water shall not be used as an additive to the EPD concrete. (See site map titled Water Source for locations on the site)
44) Minority Participation: Could you clarify if minority participation is a requirement that needs to be met prior to contract award, or if it is an expectation during the execution phase of the project?
Answer: It is an expectation during the execution phase of the project.
45) Wage Classifications: Can you provide clarification on what qualifies as
"civil wages" versus "building wages" for this project? Understanding the correct wage classification is important for us to ensure compliance.
Answer: Contractors are to use the highway classification first. If a wage category is not present in the highway wage decision refer to the building decision.
46) Security Requirements: Are there specific security requirements or mandates for having security personnel on the premises during the project, or is this left to the discretion of the contractor?
Answer: It is left to the discretion of the contractor.
47) Cumulative Past Performance: Regarding the $5M past performance requirement, can cumulative past performance from multiple projects be used to meet this threshold? For example, if we completed one project valued at $2M and another at $3M, would these two projects together satisfy the requirement?
Answer: No, each project has to be $5M or greater.
48) Past Performance for Scope of Work: The solicitation states that the total construction cost must be $5M. If we participated in a larger project with a total construction cost of $7M, but our specific scope of work (e.g., concrete) was valued at $2M, would this still qualify as relevant past performance for the solicitation?
49) The key personnel experience states that key personnel have to have at least 2 similar projects of similar experience but 3 PPQ’s are required. Is this correct or are only 2 PPQ required?
Answer: See question 31.
50) If a joint venture company is bidding and it is a mentor-protégé arrangement are both companies still required to produce PPQs/history for 2 projects of similar size and scope or can the mentor company provide the required experience?
Answer: Both companies are required to submit the required experience.
51) C400 Det 4 – Does the curb rebar extent into the PCCP (Portland Cement Concrete Pavement?
Answer: Yes.
52) What percentage of lanes or area can be closed at one time?
Answer: No more than 30% of the lanes may be closed at any given time.
One Fast Lane must remain open at all times.
53) According to the RFP, pages must be 8-1/2 x 11. Can we create a schedule on 11x17 for readability? If so, would it be counted as one or two pages in the 40-page limitation?
Answer: Yes, the schedule can be submitted on a 11X17 for readability. It will be counted as one page.
54) Can the Government provide Word versions of the Past Performance Questionnaires for both the projects and key personnel?
Answer: No
55) At the site visit, it was mentioned that project experience from key subcontractors is permissible. Please confirm this is accurate and true.
56) Currently it appears that the Reps & Certs are to be submitted as part of the Technical Volume. Can this be included in the Price Proposal instead or can you verify that this will also not be included in the 40-page limit?
Answer: Reps and Certs are to be included with the Technical package but will not be counted in the 40 page limit.
57) Can personnel of Major Subs be use in Key Positions of Superintendent and/or Quality Control Manager?
58) If submitting as a JV, does past performance have to be a project executed under the JV or can each JV member submit individual company experience?
Answer: Either of the partners experience will be excepted. This must be identified in the proposal.
59) Can water-barriers be used in the place of concrete barricades (see attached drawing T524) for temporary lane routing?
Answer: Yes.
60) Pricing schedule lines for Low Embodied Carbon Steel are to be listed at a unit rate using tonnage. Should the tonnage amount listed to be reflective of steel or a comparable material that would follow requirements for Low Embodied Carbon material?
Answer: The standard is to use Fabricated steel EPD’s that meet the Low Embodied Carbon requirements. GSA is not aware of any comparable material to steel (Rebar) that would meet the EPD requirements.
61) Can questionnaires previously submitted for solicitation No. 47PH0824R0004 be recycled for this solicitation?
Answer: No.
62) On sheet C400, site F & G are not assigned to any pavement detail. Can GSA clarify which pavement details would apply to sites F & G.
Answer: For Sites F and G, please refer to notes provided on Sheet C305 (Site F), Sheet C306 (Site G), and Sheet C504 (TxDOT Detail REPCP-14): “Full depth repair match existing; Ref. TxDOT Detail REPCP – 14. (Minimum 9” Thickness)”.
Contractor to match existing pavement thickness or a minimum of 9” if existing pavement is less than 9”. Additionally, see TxDOT Detail REPCP – 14 for reinforcing based on pavement thickness.”
The final day to ask questions was Friday, September 27, 2024. Proposals are due October 17, 2024, at 12:00 P.M. Fort Worth, TX Local Time.
