Ysleta Land Port of Entry Pavement Replacement Repairs Project, Solicitation 47PH0824R0012

Request for Information

1) Can a company use a final CPARs evaluation instead of the past performance questionnaire?

Answer: Yes, for Factor 1 (Company), No, for Factor 2 (Key Individuals)

2) When is the proposal due?

Answer: October 17, 2024, at 12:00 P.M. Central Time

3) When is the last date a contractor can submit a question to be answered in an

Amendment?

Answer: September 27, 2024, at 12:00 P.M. Central Time.

4) If any LEC materials are from Mexico, are we to submit all of the information required under FAR 52.225-11 with our proposal?

Answer: Yes. Both FAR 52.225-10 and 52.225-11 are applicable and contain necessary information you need when considering LEC materials from Mexico for this procurement. You should comply with both of these clauses and submit all necessary information with your proposal. Any information provided for the Buy

American Act will not be counted in the technical 40-page limit.

5) How do we submit the proposal to GSA?

Answer: The proposal is to be sent to Jason Gerloff at Jason.gerloff@gsa.gov.

This is the only vehicle for submitting a proposal.

6) As per TXDOT air entrainment in concrete for class P concrete is no longer required in the El Paso District. Will GSA accept the TXDOT Class P Concrete approved design for El Paso District without requiring air entrainment?

Answer: If air entrainment is omitted, contractor shall lower the w/c ratio to a maximum of 0.4 in order to increase the strength and ultimately the durability of the concrete.

7) Are subcontractors required to be small businesses in order to collaborate with the primary contractor that has been awarded?

Answer: NO. Only the prime contractor who is awarded the contract from the Government has to be a small business. Sub-contractors can be small or large business concerns.

mailto:Jason.gerloff@gsa.gov

8) How will GSA handle the procurement of materials testing for this solicitation.

Will that responsibility fall to the awarded General Contractor, will that be up to the GC to decide which quality assurance subcontractor to use?

Answer: The responsibility falls under the awarded Contractor. All interested parties are to review Section 01 40 00 – Quality Assurance & Control Requirements Guidance.

9) Does the reinforcing steel and asphalt have to meet the LEC GWP requirements?

Answer: Yes. Steel must comply with the GWP requirements. Asphalt must also comply with the GWP requirements whether being used as the finished product or as a base material. Any product that is acquired outside the United States shall comply with Buy America Act, FAR 52.225-11 and 52.225-12.

10) Will there be any limitations for simultaneously performing work on multiple sites? (Considering both baseline and option sites)?

Answer: There are no limitations to performing simultaneous work provided the traffic phasing plan has been submitted and approved for the work that is to take place and that at no point will an entire area be closed completely. The Ysleta LPOE is a 24/7 Port and operations must not be interrupted. Prior to any closures or interruption in operations, coordination will have to take place with

CBP.

11) For project schedule submission at time of proposal, are contractors to schedule activities for both baseline and option work? If so, would a single schedule suffice, or, would a baseline schedule and baseline + option schedule be required?

Answer: Yes, Contractor is to schedule baseline work and option work and submit baseline schedule + options for approval.

12) For the EPDs that are submitted with the successful proposal, will those

EPDs have to be used for the project? As an example, if a supplier is able to produce an EPD with a comparable or better score from a different plant after the project has been awarded, can the supplier substitute the new EPD in for the EPD that was submitted with the proposal?

Answer: Yes, if the contractor believes a better product is available after award they will have to submit a substitution request per the specifications.

The Government will then evaluate the submission and approve or deny.

13) What weight will be given to EPDs for determining the technical score given to each bid?

Answer: See Factor 4 – Sustainability: LEC Materials Factor of the RFP.

14) What will the GSA do if it receives proposals that have qualifying EPDs for two of the three items (steel, concrete, and asphalt) but not all three?

Answer: The firm will not be evaluated any further and will be rated unacceptable under factor four of the RFP and will be ineligible for award.

15) For the concrete to be used for this project, what is the GSA’s maximum allowance of fly-ash that can be used in the concrete?

Answer: GSA does not impose a limit on the amount of fly ash or other supplementary cementitious materials that can be used in a concrete mix, so long as the mix (a) meets this project's strength, durability, and workability requirements, and (b) has an EPD that meets GSA's IRA low embodied carbon concrete requirements.

16) For the concrete to be used in this project, is the GSA requiring or giving preference to any specific type of cement? Will using a certain type of cement lead to higher technical score, even if there is no difference between EPD scores?

Answer: No, GSA does not require any specific type of cement. GSA's Sustainability Evaluation factor is based on the bidder's identified EPD-documented global warming potential.

17) If any LEC materials come from outside of the United States, are we to submit all of the information required under FAR 52.225-11 with our proposal?

Answer: Yes. Both FAR 52.225-10 and 52.225-11 are applicable and contain necessary information you need when considering LEC materials from outside of the United States for this procurement. You should comply with both of these clauses and submit all necessary information with your proposal. Any information provided for the Buy American Act will not be counted in the technical 40-page limit.

18) The solicitation documents require signatures from an authorized individual for documents within the proposal. Could you please clarify whether e-signatures (such as a scanned image of a signature) are acceptable for signing the proposal documents, or if the documents must be signed in ink, scanned, and then added to the proposal?

Answer: e-signatures are allowable.

19) Per the solicitation documents, the technical submittal must adhere to an 8½” x

11”, vertical (portrait) layout and include only the specified materials as requested, not exceeding 40 pages. Would it be permissible to include certain pages in landscape orientation to better illustrate items such as schedules and organizational charts?

Answer: Yes https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2 https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2

20) Can existing concrete barriers, designated for removal and/or relocation at any of the sites to allow for the pavement repairs, be used as temporary concrete barricades to protect the work area?

Answer: Yes

21) For any sites where existing concrete barriers are to be removed and/or relocated, could you please confirm if the barricades are to be removed and disposed of, or if GSA plans to store and re-install the existing relocated barriers after pavement repairs are complete? If reinstallation is required, must the relocated concrete barriers be returned to their original pre-construction layout? Additionally, please define the temporary or permanent designated area for storage.

Answer: Existing concrete barriers are to be removed, stored and reinstalled after construction in their pre-construction locations. Coordinate with CBP prior to reinstallation. Additionally, CBP does not have a designated storage area, but this can be coordinated prior to barrier removal.

22) Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Answer: The Superintendent and QC Manager must be separate individuals.

The SSHO duties can be accomplished by either the Superintendent or the QC Manager if it is not a third person. If the SSHO duties will be accomplished by the Superintendent or QC Manager, please clearly define these roles in your proposal.

23) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer: No

24) Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Answer: No. The contractor will demo only what is required in the specifications and drawings.

25) Please provide bidding quantities for deteriorated base course (paving).

Answer: Please review the scope of work, drawings, and specifications.

26) Please provide the site visit attendee sign in sheet.

Answer: This will be provided in a future Amendment after the pre-proposal meeting has occurred. The meeting is scheduled for Wednesday, September 18, 2024, at 9:00 A.M.

27) CLIN 00011AA – Division 1 requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to the general conditions of the project? Will an EPD be required? If so, what information/data will be required to fulfill these EPDs?

Answer: Any work that would normally be considered by the contractor to fall under this category shall be included, i.e. general and administrative expenses, overhead and profit, materials, tools and equipment reasonably attributable to installation of IRA funded work. An EPD is not required for general conditions.

28) CLIN 00012AA – Div. 31 Earthwork requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to earthwork? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?

Answer: Work such as demolition and disposal, erosion and sedimentation control, etc. expenses reasonably necessary for and attributable to installation of IRA funded work. An EPD is not required for earthwork.

29) CLIN 00013AA – Div. 32 Exterior Improvements requests pricing for “IRA Acquisition and Installation of Low Embodied Carbon Materials”. How should this cost be applied to exterior improvements? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?

Answer: To return space to its condition preceding IRA funded work, i.e.

phasing, pavement markings, etc. An EPD is not

Required for exterior improvements.

30) CLIN 00014AA – Miscellaneous requests pricing for “IRA Acquisition and

Installation of Low Embodied Carbon Materials”. What miscellaneous materials would need to be LEC? Will an EPD be required? If so, what information/data will be required to fulfill this EPD?

Answer: Necessary expenses required in the execution of IRA funded work not noted otherwise. An EPD is not required for miscellaneous requests.

31) Under Factor 1 – Past Experience and Performance of Company, the submittal requirements for CPARS questionnaires was reduced to 2. However, under Factor 2 – Past Performance, Experience and qualifications of Key Personnel, the requirement for the submission of 3 questionnaires remains. Considering that these submittals directly correlate with one another, can contractors assume only 2 key personnel questionnaires (per person) are required?

Answer: Yes, 2 key personnel questionnaires are required per person.

32) Item 10.10 under 'Construction Scope of Work', it states that Site H will have approximately 5,760 Sf of pavement removal and replacement. However, from project drawings, the quantity takeoff does not reflect this as it shows 20,733 sf of joint and crack sealing. Can the scope of work and expected quantities please be confirmed.

Answer: Site H encompasses approximately 1,035 s.f. of pavement removal and replacement of pavement and includes 123 l.f. of monolithic curb removal and replacement.

33) Paragraph 1.A under "The Agreement", it states that the purpose of this project is to address approximately 397,975 Sf of pavement selected for repair or replacement of concrete. Overview of the Project, Adena Alarcon (GSA), Richter Architects, CBP

The Ysleta Land Port of Entry is located in El Paso, TX and is one of four border crossings. The port processes privately owned vehicles, commercial traffic and pedestrians. The international bridge was established in 1938 and rebuilt in 1955.

The current bridge was rebuilt in 1990, and the current port structures were completed at the same time. The port operates 24hrs a day, seven days per week. The Ysleta crossing is one of the busiest due in part to the maquiladora operations located on the east side of Juarez and the congestion at the other bridges in El Paso. The project is located within the City of El Paso, Texas at the existing site of the Ysleta Land Port of Entry bounded by Cesar E. Chavez Border Highway (Loop 375) to the north, Rio Del Norte Drive to the east, and the Rio Grande to the west. The existing site is mostly paved and hosts one of the international border crossings between Mexico and the United States for pedestrian, vehicular, and commercial use, as well as multiple buildings for CBP operations and maintenance. The proposed pavement repairs will improve service for the users.

Purpose of this project is to address approximately 800,000 sf of pavement selected for repair or replacement of concrete. Pavement replacement will require removal of existing concrete and base material and will include complete reconstruction of 8" - 10" depths. In addition, project will also include surface reconstruction, joint seals, crack seals and JRCP patching. Scope to include traffic control and adding temporary pavement. The project consists of nine (9) sites within the LPOE.

Pre-Proposal Meeting – Ysleta, LPOE Pavement Replacement Repairs Project, El Paso, TX pg. 3

(3) GSA is required to track spending for each of the three appropriations it received under the Inflation Reduction Act of 2022 (IRA) -- for low-embodied carbon (LEC) materials, emerging and sustainable technologies, and high-performance green building measures -- and has established “budget activities” for each of these appropriations. A contract line-item number (CLIN) for each of these budget activities has been included in the Agreement as necessary. In addition, sub-CLINs will be used to track spending on each of the LEC materials designated for IRA funding -- asphalt, concrete, glass, and steel. Offerors must include separate prices for IRA work under the corresponding IRA CLINs and sub-CLINs.

Amounts for each IRA CLIN should reflect all expenses necessary to accomplish acquisition and installation of IRA work elements. A list of possible expenses follows below; this list is not exhaustive.

● Expenses of acquiring and transporting products and materials required for IRA-funded work to the construction site;

● Labor, general and administrative expenses, and overhead and profit reasonably attributable to installation of IRA-funded work;

● Expenses for materials, tools, riggings and equipment (including safety equipment) required to install IRA-funded work;

● Design, submittal and documentation expenses reasonably attributable to

IRA-funded work;

● Demolition and disposal expenses reasonably necessary for and attributable to IRA-funded work;

● Expenses necessary to return space to its condition preceding IRA-funded work;

● Environmental remediation expenses required in execution of IRA-funded work; and

● Phasing and commissioning expenses reasonably attributable to IRA-funded work.

II.D. Technical Proposal

The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.

The term "similar projects" shall be defined for evaluation purposes projects that meet all three elements of size, complexity, and type as further defined herein. The project requires the phased working of various aspects of the project as day-to-day functions of the Land Port of Entry are accommodated for the full duration of construction with minimal impact on operations. Each project need not contain every element, but the combination of projects should demonstrate the ability to perform these services in a satisfactory manner.

Pre-Proposal Meeting – Ysleta, LPOE Pavement Replacement Repairs Project, El Paso, TX pg. 12

Similar in size projects are:

● Exceed $5,000,000 in total construction costs, two (2) projects completed in the last ten (10) years from the date of the RFP. If one (1) project is not complete, it must be 75% complete from the date of the proposal submission.

Similar in complexity projects are:

● Concrete placement of a minimum of eight (8) inches thick.

● Phasing of work to include road/lane closures.

● Project is occupied during normal business hours (6am to 6pm).

Similar in type projects are:

● A project consisting of major modernization or renovation for road repair of a Land Port of Entry (LPOE), complex, military base, commercial docks, or facility area, University Campuses, and highway road construction repair projects. Additional examples include, but are not limited to, highways, airport runways, tarmacs, commercial dock areas, bridges, and distribution center projects.

● Projects involving POV and commercial primary inspection lanes with booths, secondary POV inspection area with inspection canopies, and road and paving site work that meet the minimum depth (8 inches thick) of concrete.

Projects NOT considered similar:

● Stand-alone parking lots, sidewalks, and driveways.

GSA’s asphalt, concrete (and cement), glass and steel requirements establish numeric global warming potential (GWP) limits for each of the EPA-approved construction materials: concrete (and cement), asphalt, steel, and glass (IRA-Eligible Materials). For each IRA-Eligible Material, GWP limits have been established for the best performing 20% of materials in terms of embodied carbon, as reported in terms global warming potential (Top 20% Limits), the best performing 40% of materials in terms of embodied carbon (Top 40% Limits) and better than industry average (Better Than Average Limit).

In accordance with its proposal, Contractor shall provide all IRA-Eligible Materials required for performance of the Contract in compliance with the following IRA Limits.
