This amendment is being issues to answer some of the RFIs submitted for the Chavez Switchgear project in Albuquerque, NM.
There are remaining technical questions which will be answered in another amendment. The proposal due date is extended from 6/24/2022 at 4:00PM CST to 7/7/2022 at 4:00PM CST.
All other terms and conditions remain unchanged.

1.) Technical Proposal – Past Experience: May respondents submit Project Detail/Description
Profiles with Final CPAR reports in lieu of Past Performance Questionnaires?
Answer: Yes, we will accept Final CPARs in lieu of the Past Performance Questionnaire (PPQ);
however, the CPAR must meet the same project criteria as the PPQ in terms of scope, magnitude, recency, etc.
2.) Technical Proposal – Past Experience: May respondents submit previously received Past
Performance Questionnaires if the government personnel involved in the project have since retired? Also, the statement made in the INSTRUCTIONS paragraph suggests that previously completed PPQs may be used for future GSA/PBS solicitations. Please confirm that previously received PPQs may be used for this solicitation.
Answer: Yes, the offeror may submit previously received PPQs; however, the Government must be able to verify the PPQ was completed by the client listed on the PPQ. Whether the PPQ is submitted by the client or the offeror, the Government must verify the completion of the PPQ by the client.
3.) Technical Proposal – Past Experience and Past Performance: May respondents include projects that are currently more than 90% complete and/or projects that will be substantially complete within 30 days of the proposal due date providing that they meet all other “Recent” and
“Relevant” criteria?
Answer: No, the project must be 100% complete at the time the solicitation closes.
4.) Technical Proposal – Past Performance: Is there a proposal deliverable for this section beyond the PPQ and/or CPAR?
Answer: No, the Government will review the CPAR records through the Government website as part of the past performance review. If the offeror is utilizing a CPAR in lieu of the PPQ for the past experience section, please include the final CPAR with the proposal submission. As with the
PPQ, the Government will verify the CPAR submitted; however, the CPAR will be verified through the Government’s past performance database.
5.) Page 8 of 26 of the solicitation section (1) Past Experience states, “The Past Performance
Questionnaires shall be completed by the reference and submitted to the Contracting Officer by the reference.” However, on the Past Performance Questionnaire itself under INSTRUCTIONS
FOR CLIENTS COMPLETING THIS QUESTIONNAIRE, it states, “PBS requests that the client completes this questionnaire and submits it directly back to the offeror. The offeror will submit the completed questionnaire to PBS with their proposal and may duplicate this questionnaire for future submission on PBS solicitation.” Please clarify which is the case.
Answer: The client shall complete the PPQ and return it to the offeror. The offeror shall include the PPQs received with the proposal. The client is not required to submit the PPQ directly to the
Contracting Officer.
6.) For Section 3, Key Personnel, what does the government mean by “on-site lead”?
Answer: Since this project is mostly electrical in nature, the on-site lead would be the head electrician working on the project (i.e., journeyman, master electrician, electrical engineer, etc.).
The same individual may be utilized for both the superintendent and on-site lead if they would be filling both roles on the project.
7.) Would it be possible to get a copy of the sign in sheet from the job walk on Monday?
Answer: The sign in sheet will be provided when the project manager returns to the office.
