The answer to the fifth question on p. 5 declines the offeror’s request to obtain the asset list in Excel format. In Attachment BL2 PDF Document for the Lafayette facility, the make and model information is cut off for some items on pp. 1, 3, and 4. As a result, offerors cannot ascertain the full information that is attempted to be presented.
Please provide the asset lists in Excel format so offerors can view the correct asset information to develop accurate pricing.
A: The solicitation provided an inventory list (BL2 attachments). The Government will not provide them in an Excel format.

The answer to the second question on p. 6 states the following regarding the tonnage of the chillers “This information is contained within BL2, attached to this solicitation and referenced in Section J.” In the BL2 asset list, Asset #865883 for Chiller #3 does not contain any tonnage, manufacturer, model, or serial number information.

Q: Amendment No. 1, Attachment Baton+Rouge+Houma+and+Lafayette+OM+FM +Reprocurement+Questions+and+Answers+Sol+47PH0221R0002.pdf (p. 6), Attachment BL2 Equipment Inventory Houma 2020, and Exhibit M10
The answer to the third question on p. 6 states “Houma is the only site that has PV; this information is contained within BL2.” However, in the BL2, Asset #863666 shows asset info for a solar inverter but does not contain further details of total size for the solar array. Offerors require additional information as to the size of the solar array currently present on site to develop accurate pricing for the full SOW provided in Exhibit M10, item 10a.

A: The code is each building number, i.e., LA0006BT, LA0097BT, LA0099ZZ, and
LA0070ZZ.
Follow-Up Question: There is no building number listed on BL6 to associate each WO with a specific building. Please correct?
Response: This cannot be corrected as the code is the building number.
Q: Referencing the Building Equipment Inventory provided i n the Attachment BL2 files, the asset lists do not include enough information on the makes and models to ascertain the tonnage of the chillers. Please provide the tonnage of each Chiller currently in use at each facility.

A: Yes, regardless of the project, the O&M Contractor is responsible for the BAS.
Follow-Up Question: This does not answer the question clearly. Does the contractor have to pay for any GSA project work where BAS graphical updates need to be made? This is totally unreasonable because these are GSA projects, not contractor projects. Also, contractor would have no way of estimating subcontractor costs for this service nor the number of GSA projects that may require this type of update.
