Baton Rouge, Houma and Lafayette Questions and Answers Solicitation 47PH0221R0002
Q: Are the hours listed for Shaw and Ellender buildings for Monday through Friday only. We note that the U.S. Post Office at Ellender is active 7 days a week as indicated on the Building Information Sheet.
A: The hours for all locations are Monday through Friday; the Contractor will not be required to have on-site staff to work weekends at the AJ Ellender FOB/USPO in Houma, LA, GSA. Bldg. LA0070ZZ, but will be responsible for equipment and emergencies after normal business hours at all locations, as detailed in the Statement of Work.
Q: In Figure L-2, Management Plan Baseline, the Anticipated Work Schedule for the custodians does not provide at the required coverage at the Shaw building.
A: The Figure L-2 Management Plan Baseline does include custodial coverage for the JM Shaw Courthouse in Lafayette, LA.
Q: In Figure L-2, it appears that the Anticipated Work Schedule represents the daily range within which custodial work is expected to be performed since at least some of the ranges shown are larger than the associated labor estimates. This comment also applies to the custodial supervisor's work schedule.
A: Coverage shall be provided for the listed core coverage hours as listed for each facility, and cleaning may be accomplished beyond the core coverage hours listed.
Q: The RFP states, “Past performance will be considered relevant if it meets all of the following criteria:
The contract was for Mechanical Operations and Maintenance and/or custodial and/or grounds maintenance services in a commercial or government owned facility.”
Will the government waive the requirement for a PPQ when the offeror is the owner of the commercial facility (larger than 200,000 sq ft) where the work is being performed? If not, will the government please clarify whether it is acceptable for someone within the offeror’s organization to complete the PPQ?
A: There is nothing to preclude an Offeror from doing so.
Q: Experience: Factor 3 asks the offeror to demonstrate “Perform operations of a Commercial facility (versus housing, barracks, etc.)”.
Will the government offer examples of military installation facilities that can be considered “commercial” in nature, e.g. office buildings, school facilities, post exchange malls, etc.?
A: No.
Q: Attachment BL6+Baton+Rouge+Contract+2018+to+2020+WO+History: The title of the document is, “Baton Rouge Contract WO Summary”. Will the government please provide WO histories in Excel format for ALL FOUR of the sites on the contract, Houma (LA0070ZZ), Lafayette (LA0099ZZ), Baton Rouge (LA006BT) and Baton Rouge (LA0097BT)?
Q: Attachment BL6+Baton+Rouge+Contract+2018+to+2020+WO+History: Within the WO Summary listing, there are a number of items entitled “Tour Log, Date xx xx xx”. Will the government please define these items - does each individual tour indicate a grouping of scheduled/repetitive maintenance and repair tasks that are to be completed, or is it simply taking visitors on a tour of the building? If the “tour” is a grouping of tasks, will the government please indicate what each of these tasks and/or observances are, and to which tour(s) they belong?
A: Please refer to Section C.5.10 of the Statement of Work.
Q: Attachment BL6+Baton+Rouge+Contract+2018+to+2020+WO+History:
Regarding Attachment BL 6, if this listing is intended to be all inclusive, displaying Work Orders for all four sites, what is the code that we can use to decipher which location/site the work is to be performed?
A: The code is each building number, i.e., LA0006BT, LA0097BT, LA0099ZZ, and LA0070ZZ.
Q: Based on the Solicitation, the Offer must be submitted by 04/02/2021 at 5:00 p.m. CST. The Site Visits are scheduled Monday, March 15, 2021 through Wednesday, March 17, 2021. Questions must be submitted not later close of business on March 23, 2021.
Will the government please extend the due date for the proposal submission? It is difficult for offerors to formulate a proposal response that is responsive to the customer’s needs until after all information is gathered from the Site Visits. In addition, with questions due on the 23rd, it is most likely inadequate time for the government to respond with answers so the offerors can incorporate information into compliant and responsive proposals and finalize for submittal in nine days.
A: it is not anticipated that the government will extend the due date for proposals; however, if the due date is extended, an amendment will be issue to do so.
Q: RFP Section L.12, Pg. 272 Factor 2: Past Performance states: “For offers from Joint Venture, Partnerships, and other teaming arrangements, projects shall be submitted from all firms listed in offerors submittal for L .14 Joint Ventures, Partnerships and other teaming arrangements. A minimum of 1 of the maximum of 5 Past Performance projects must be submitted from each member of the joint venture…. In accordance with FAR 15.305(a)(2)(iii), the evaluation will take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant as long as it is properly identified.” Therefore, If a joint venture is comprised of three firms, can the Past Performance of one firm be based solely on the extensive experience of its principal/key personnel? Please clarify.
A: For joint ventures, past performance will be evaluated in accordance with the submission requirements of Section L.
Q: RFP Section L.12, Pg. 274, Factor 3, Experience states that “to be considered similar, the projects provided should cumulatively (of the 3 projects) demonstrate...”
followed by a long list of mechanical operations and maintenance requirements as well as custodial and grounds maintenance. Does this mean that each of the three projects identified must demonstrate performance of custodial and grounds maintenance as well as O&M. Please clarify.
A: The projects provided should cumulatively (of the 3 projects) demonstrate the criteria provided in Section L.12.
Q: Please clarify the significance of Attachment 2 Standard Form 98. The hourly wage listed for janitor (Item 14) is the CBA rate effective as of 11/30/2021 ($20.28), which is several months after the nominal start of the new contract. Please confirm the rate (and other listed rates) to be used at the start of the contract.
A: The rates that will apply at the start of the contract are the rates that are effective 11/30/2020, as listed in the Collective Bargaining Agreement (Attachment 1).
Q: Referencing Solicitation Section L.12.a, Management Approach, Management Approach item #4 requires offerors to provide resumes for proposed key personnel. If we propose retaining the incumbent key personnel, are we still required to provide resumes for supervisory personnel? This would provide an unfair advantage to the incumbent.
A: Resumes are required as defined in Section L. Additionally, please see Section C.1.2.1 regarding incumbent personnel.
Q: Referencing Solicitation Sections C.1.7.2, Core Coverage Hours and C.9.2.1 Cleaning Hours, this section states “The Cleaning Core Coverage Hours shall be 6:00 a.m. CST through 6:00 p.m. CST.” However, it also mentions “Note: The Contractor may provide custodial services beyond the core coverage hours with approval from the COR at no additional cost to the Government.” Section C.9.2.1 refers back to Section C.1.7.2. What are the daytime and night-time custodial requirements? Please clarify.
A: This will be clarified via amendment.
Q: Referencing Attachment 1, CBA and Figure L-2, Management Plan Baseline, Chief Engineer position, Attachment 1, Schedule A lists a Chief Engineer position for all of the buildings. Figure L-2, Management Plan Baseline is the Government’s recommended staffing and does not include this position. Is the Government recommending that a Chief Engineer is not needed on this contract? Please confirm.
A: The Figure L-2 indicates the government’s baseline manpower projection.
The projection is not intended to mandate the staffing plan and/or labor mix utilized to fulfill this requirement. The offeror may elect to propose any alternative that will fulfill the requirement of this solicitation. If the offeror elects to deviate from the government’s manpower projection, the offeror must submit a Worksheet Narrative explaining how their proposed manpower approach will meet the requirements of the solicitation.
The staffing/labor mix proposed in the Management Plan Worksheet are the minimum labor/staff requirements of the contract and must be adhered to for the contract period of performance. The offeror may request an annual review of the staffing plan, labor mix or any changes to the proposed staffing levels, qualifications of proposed staff or key personnel, or the areas of expertise or disciplines of the proposed staff shall be submitted for review and approval from the CO or their designee 60 days prior to issuance of the first Option Period. Any requests for changes to the Management Plan Worksheet may be submitted and considered at that time. Any approved adjustment to the labor mix will not result in an increase in price. However, any request to reduce manpower may result in a lower price to be negotiated at time of request. Any deviation from the accepted/approved Management Plan Worksheet may result in deductions.
The government retains the right to accept and/or reject any proposed personnel that the government has, or may obtain past performance information regarding the performance of any individual proposed under the contract.
Q: Referencing Attachment 1, CBA and Figure L-2, Management Plan Baseline, Lead Engineer position, Attachment 1, Schedule A lists a Lead Engineer position.
