Amendment PA04 Solicitation 47PH0218R0005
This amendment is hereby issued to:
A.) Upload a corrected Figure B-3 Pricing of Services spreadsheet. The original Figure B-3 Pricing of Services spreadsheet erroneously contained locked cells for Section B.1.2. The Figure B-3 Pricing of Services spreadsheet uploaded via Amendment PA04 has corrected the issue and shall be utilized by Offeror’s when submitting their price proposals.
B.) Answer the following questions:
Question: On page 5 and 11 of the Questions & Answers, the answers state that the initial per Productive Hour rate should be $36.39 for a General Maintenance Worker (ref. PWS C.17) and that the “GSA will comply with the CBA rate …”. However the answer provided to the questions do not really answer the question fully, as the askers queried the fact that there is no vehicle for offerors to include the cost of payroll taxes and fringes in the hourly rate. This raises another issue: there is no place on the Figure B-3 for offerors to include an hourly rate or a fully-burdened hourly rate (to include the payroll taxes and fringes offerors are required to pay employees). Please clarify where offers are to provide this hourly rate on Figure B3 .
Answer: It appears you are confusing the Figure B-2 spreadsheet with the Figure B-3 spreadsheet. As stated in the “Questions and Answers” posted within Amendment PA03, As stated in Section B.2., the Figure B-1, Contractor Staffing Declaration must be completed by the contractor and submitted to the Contracting Officer (CO) 21 calendar days prior to the contract start date. This form must also be submitted to the CO when any modifications to the contract by GSA result in changes in staffing. A blank Figure B-1 is included as part of the solicitation for reference only. Therefore, the Figure B-1 shall not be included within your proposal. The Figure B-2 Spreadsheet is provided as a sample only and will be used for annual Service Contract Act (SCA) and/or Collective Bargaining Agreement (CBA) wage adjustments during the exercise of Option year periods after award; therefore, the Figure B-2 shall not be included with the proposal.
Offerors shall utilize the Figure B-3 Pricing of Services spreadsheet to submit their price proposals. Figures B-1 and B-2 spreadsheets are for reference only , and shall be utilized by the contractor after award . The prices submitted within the Figure B-3 spreadsheet should be all-inclusive and reflect the total monthly price for basic operations and maintenance services.
There is no need to insert any hourly rates, etc., whatsoever into the Figure B-3 Pricing of Services spreadsheet.
Question: On page 8 of the Questions & Answers, the answer of “yes” to the question regarding qualifications of water-based fire suppression system technicians appears to be contrary of Louisiana state law, which requires licensing and states:
