1. Amendment 1, Revised Solicitation Page 7/59: "The subcontracting plan, if required, will not be included in the proposal page limit." The Subcontracting Plan is required under FACTOR 5 -
SMALL BUSINESS UTILIZATION (FOR OTHER THAN SMALL BUSINESS FIRMS).
Factor 5 also states: "Large business offerors shall submit a narrative identifying the commitment to using small business..." Please confirm that the narrative is considered part of the subcontracting plan and is excluded from the page count limit. If not, please consider allowing an additional 8-10 pages for offerors to adequately address the required information.
a. A subcontracting plan is only required for large large businesses. Small businesses are not required to submit a subcontracting plan. The narrative should be incorporated into the subcontracting plan.
2. Amendment 1, the Government's response to Question #8b does not address excluding the requested "tangible evidence such as certificates, awards, peer recognition, etc. demonstrating design excellence" and "representative floor plan, a site plan, a building section, or other appropriate drawing, and a minimum of two (2) photographs...." from the overall page count limit. These additional documents could be 5-10 pages per project. Please confirm that these documents are excluded from the overall page count limit.
a. The 2 page limit is for the written portion. Tangible evidence to support the project is not included in the 2 page limit.
3. Factor 5 is only for large business offerors. Factor 6 is only for small business offerors. If the
Offeror is a small business and does not have to submit information for Factor 5, should that tab be included? And if the Offeror is a LB, should the Factor 6 tab be excluded? Or is the Government expecting to see a tab for that factor with a statement declaring that the factor is not applicable to the offeror?
The contractor should submit the applicable documents required for their size designation. Large Businesses should not submit information for Factor 6, and Small Businesses are not required to submit documents for Factor 5. Offerors may include a tab for the factor with a statement declaring that the factor is not applicable; the statement page is not included in the page limit.
4. This is a large proposal with three separate documents: (a) Price Proposal; (b)Technical Proposal;
and (c) Other Documents as Required. Please consider allowing electronic pages used solely to aid in proposal organization - e.g. proposal title pages for each document and dividers to delineate the factors - to be excluded from the page count limit.
a. Electronic pages/tabs can be included in the proposal without affecting the page limit as long as they contain no information pertinent to the proposal.
5. Amendment 1, Revised Solicitation Page 8/59, Item II.C.2 Qualifications, Exclusions and
Conditions. Is it the Government's intent for offerors to include a statement declaring that there are no qualifications, exclusions, or conditions? If so, please allow this sheet to be excluded from the page count limit.
a. Offerors shall not include qualifications, exclusions, and/or conditions with their price proposal. The government does not expect offerors to include a separate sheet declaring that there are no qualifications, exclusions or conditions.
