About this file

This statement of work outlines requirements for a design-build construction contract to install LED signage at five U.S. Customs and Border Protection land ports of entry along the northern border. The General Services Administration (GSA) seeks to award a single contract to design and construct the signage nationwide using a single proprietary software platform and signage vendor priced at $38,500 per sign. The contractor must provide all labor, materials and equipment to complete the design package and install the signage while minimizing impacts to ongoing port operations. The design-build period of performance is 260 calendar days from notice to proceed. The contractor must hold applicable professional licenses, adhere to all building codes and comply with CBP security requirements. The GSA will inspect the work and hold regular meetings with the contractor to discuss status and issues.

Statement of Work

LED Signage – Nationwide

May 2019

Statement of Work

Design-Build Construction U.S. Customs & Border Protection

LED Signage – Nationwide Houlton, ME Higate Springs, VT Rainbow Bridge, NY Eastport, ID Oroville, WA

Introduction:

1. The General Services Administration (GSA) is soliciting design-build proposals for new LED Signage at the U.S. Customs and Border Protection (CBP) Land Port of Entry (LPOE) located at five sites along the northern border. GSA plans to award one contract for the work at all five locations.

2. In response to increased traffic at the LPOE’s CBP needs overhead LED signage installed to control traffic effectively. The existing stationary signage does not provide enough information or allow any flexibility for CBP to adjust operations for differing traffic conditions.

3. GSA recently conducted a traffic study at these ports to obtain data for determining the appropriate types of signage. The traffic studies were then used to develop bridging drawings and specifications for the LED signage requirements. GSA is now soliciting for the design-build construction services to develop the bridging documents to a 100% construction set and turnkey installation of the LED

Signage.

4. All five LPOE’s are GSA leased property. GSA has approved the project for construction pending review of the final design and the project has been funded. Final approval will be granted upon completion of the 100% design package.

5. It is the government’s goal to commence design work immediately following the award of the contract and commence construction as soon as the design is complete. All five LPOE’s are a 24/7 operation that must continue to function throughout the construction process. The design builder will ultimately be responsible for developing a design and transition plan that allows the current CBP program to operate during construction with minimal impact.

6. The government recognizes that it’s in best interests to be flexible, working with the contractor and is committed to establishing a plan that allows both CBP and the design builder to efficiently accomplish their respective missions. Tasks such as setting the gantry that may require all lanes of traffic to be closed temporarily may be required during off peak hours.

Design Build Overview:

7. The Statement of Work (SOW) and bridging documents present the government’s objectives, basic programmatic and physical requirements for the new facility. It does not specify everything necessary to achieve these requirements with complete, code compliant system.

8. The contractor shall provide all labor, materials, equipment, tools, supervision, consultants, testing and commissioning required for completing the design and construction.

9. It is the design builder’s responsibility to evaluate the government’s stated requirements and include complete, code compliant systems in their proposals, design and construction. The author’s lack of perfection or detail in the preparation of the Statement of Work does not alleviate the contractor’s responsibility to furnish complete, functional, code compliant systems.

Statement of Work

LED Signage – Nationwide

10. The means and methods used to achieve the requirements are the contractor’s sole choice and responsibility as long as the requirements are met.

11. As part of the solicitation process, the contractor shall request clarification by asking specific questions for any requirement the contractor feels not enough information is provided by the government. All questions received by the government shall be provided to all bidders.

12. Upon award of the contract, GSA and CBP will be available to work with the contractor to furnish details about CBP’s operations and assist with the design process.

13. The design build process requires assumptions to be made regarding the design in the bid phase.

The contractor shall provide a list of assumptions used to establish the price proposal. The assumptions may not change or contradict the stated scope for the project.

14. It is the government’s intention to design and build to the budget established by award of a firm fixed price. If the government’s comments or direction during the design phase or any other phase of the project are outside of the scope or budget, it’s the contractor’s responsibility to notify the Contracting

Officer to avoid delay associated with bringing the scope back within the budget.

Technical Specifications

15. All technical requirements for the project are included in the attached bridging documents.

Supplemental Instructions for Bidders

16. The software platform that supports the LED signage is proprietary and cannot be integrated from vendor to vendor. Since the LED signage is part of a nationwide program, one vendor has been designated for the signage and software so the security, network and maintenance can be integrated and managed on a national level.

Bidders do not need to contact the LED signage vendor in preparation of their proposal. All bidders shall assume that the price of the LED signage vendor’s contract to the contractor shall be

$38,500.00 per sign. This is an average price so it is the same whether it’s a dynamic sign or standard sign. The sign quantity for each site is shown on the bridging documents. The scope for the LED sign contract includes shop drawings, LED signage, shipping, installation, software, initial programming, startup, training and maintenance/warranty requirements.

The scope of the installation is based on the contractor providing power and control wiring to each sign, the gantry or mounting surface and the LED signage vendor mounting and connecting at the junction box for each sign.

Design:

17. Building Codes and Design Guidelines: All design and construction work shall comply with all applicable building codes, standards, zoning codes and ordinances adopted by the State and local jurisdictions that are in effect at the time of contract award.

18. The Designers of Record shall be licensed in the state the project is located in and conduct site visits to verify existing conditions as needed. The Contractor shall review the existing documents pertaining to the site and existing buildings and shall visit the site and its immediate vicinity to evaluate observable existing conditions. It is the responsibility of the Contractor to evaluate existing conditions

LED Signage – Nationwide in the immediate proximity of the project to determine if such conditions may affect, or be affected by, the proposed construction. Unforeseen conditions shall be addressed accordingly upon discovery.

19. The design content shall show general layout and construction details necessary for clear and concise representation of the contract work.

20. Specifications shall be prepared by the Contractor The specifications shall be sufficiently detailed to describe materials but not so detailed as to eliminate full and free competition. If it is necessary to require a specific shape, size, color, or other unique characteristic, and/or a specific manufacturer’s name and model number, the words “or approved equal” shall be used. All items designated for submittal and testing shall be sufficiently described to provide the Government with a basis for review and approval or disapproval.

21. Contractor shall not proceed with construction until after Government acceptance of the 100% design documents and receipt of authorization to proceed with the construction from the Contracting Officer.

Finalization of Construction Documents:

22. The Design Builder shall be required to advance the design plans and specifications to the 65%

Midpoint Design Submittal level and submit to GSA for review and comment. Refer to Division 1

Submittal Procedures.

23. 95% Pre-Final Design Submittal shall be 100% complete, coordinated, and checked drawings and specifications.

24. The Design Builder shall finalize the documents and submit 100% complete signed and sealed drawings, specifications, and design calculations.

25. The Design Builder will be retaining an A/E to complete 100% design.

26. These submittals will go to GSA for review.

27. Each submission shall include electronic and the following with postage unless the government elects to accept fewer hard copies:

Drawing Prints (Half Size) 3

Bound Specifications 1

28. Within (30) days after issuance of substantial completion, the contractor shall deliver as-built documents. Contractor shall furnish all Operations and Maintenance (O&M) documentation associated with the systems in this contract.

Baseline Schedule

29. Within (14) days of contract award the contractor shall submit a project schedule for review and acceptance of by the government. Upon acceptance, the schedule will be designated the baseline schedule for the duration of the project. An accurately maintained and realistic baseline schedule is a critical tool for a successful project. The baseline schedule will be the bases for the governments planning for tasks such as providing government furnished equipment when it’s needed and milestones like beneficial occupancy. The schedule shall be maintained using Premivera software and updated on a monthly basis or when a substantive change has occurred.

30. The contractor shall also maintain and distribute a simple three week look-ahead schedule that identifies the tasks that are planned for the time period. The look-ahead schedule shall be distributed on a weekly basis.

Period of Performance

31. The Period of Performance is (260) calendar days from Notice to Proceed and shall include both design and construction.

Sustainability

32. The project is not required to be certified or comply with LEED since it’s an addition to an existing facility. The design builder shall utilize sustainable design and construction techniques specified in

CBP’s Guiding Principles where appropriate.

Government Furnished Equipment

33. There is no Government Furnished Equipment for this project in addition to the existing facility and the equipment within.

Security

34. The Contractor and its subcontractor personnel shall be required to clear a limited Department of

Homeland Security (DHS) background investigation before access is granted to the facility. The

Contractor shall comply with the CBP administrative, physical and technical security controls to ensure that the Government’s security requirements are met.

Questions

35. The Contractor may submit questions on the solicitation to the GSA via email. GSA will typically respond to questions within 72 hours of receipt. The contractor will be notified if any questions will take longer due to quantity or complexity.

Contractor Site Visit

LED Signage – Nationwide

36. There will not be a contractor pre-bid site visit. All necessary information to prepare a proposal is assumed to be in the bridging documents.

Inspection

37. The GSA shall inspect all contract work. GSA does not anticipate having a full-time Construction

Manager on site. All inspections shall be coordinated with the GSA Project Manager to avoid covering any work prior to it being inspected. The government recognizes the schedule is dynamic and maintaining schedule milestones often requires adaptation to make up for weather delays or availability of tradesmen and specialists for example.

38. If the Contractor requires immediate inspection or the PM is not available GSA shall be notified as soon as possible to make arrangements for others to inspect. In some circumstances, photographic documentations or other means will be acceptable. The contractor shall be responsible for all 3rd party special inspection and material testing as necessary.

Meetings

39. Design kickoff Meeting: After contract award a design kickoff meeting will be held at the site with all stakeholders to initiate the design phase.

40. Pre-construction Meeting: Prior to mobilization to the site and commencement of construction, a pre-construction conference shall be held at the site with all stakeholders.

41. Weekly Teleconference: To encourage open communication, provide status updates and address any potential issues a weekly teleconference call shall be held with the contractor and government personnel. The call shall be led by the contractor and is anticipated to last less than an hour.

Reporting Requirements

42. Schedule of Values: Following contract award, the Contractor shall submit a schedule of values with sufficient breakdown of all unit costs, including labor, materials, and equipment, related to individual tasks listed in this Statement of Work.

43. Daily Reports: Contractor shall prepare Daily Reports with at least (5) daily progress pictures and a short weekly summary of work that identifies significant tasks or issues for record.
