1) Is the project funded?

Response: Yes; The project is funded.

2) Who is the GSA’s elevator maintenance vendor and contact info? At the pre-bid it was mentioned the vendor listed in the solicitation is not the current vendor.

3) Please provide a roof insulation and membrane specification.

Response: The scope of work only entails the existing shed and not the main building roof.

5) E-1-2

Note #14 calls for supplying a 150A disconnect switch while the single line diagram (E-2-3 Note #14) calls for supplying a 150A disconnect switch.

Response: The contractor is to supply and install all disconnect switches.

6) E-2-3 Single Line Diagram There are multiple transformer feeds calling for a 4-wire feed. Can the feeds to the transformers be 3-wire?

Response: Yes, the feeds to the transformers can be 3-wire.

Cable schedule calls for #8 conductors for a 100A feed. Should these be #3 conductors?

Response: Yes, use #3 AWG conductors.

Single Line Diagram calls for a 400A feed to ATS-RSB which is rated at 200A.

Response: Revise ATS from 200A to 400A.

7) E-2-4 (Single Line)

Note #2 calls for transformer T-P-PNL to be a 75KVA. Sheet E-1-3 calls for a 45KVA.

Response: New panel P-PNL is a 100A panel. 45KVA transformer is sufficient.

8) The drawings identify 200-square feet of Spray-on Fire Proofing in Room B10 on the north wall near air handling units. The pipe end sealant on insulated piping, pipe wrap on insulated piping throughout; white sealant on insulated duct work throughout and finish top coat in Jury Room 910C are called out. In regards to throughout, are all the materials identified to be abated? A quantity for the fire proofing was provided, but nothing else. Is there other ACM to be abated besides the fire proofing?

Response:

Abatement is not required if areas identified in the hazardous materials report as hazardous are not disturbed or affected during construction. Please review the hazardous materials report for a list of these areas.

9) Drawing A-1-01 Partial Demolition Plan First Floor Level, MD-1-1 Generator Demolition Plan –

Basement; FP-0-1 – Hazardous Material Report; and FPD-1-1 and FPD-2-1 Basement Fire Protection Plan all possibly include areas where the fire proofing, pipe insulation and/or end cap materials may need addressed. But nothing is specifically called out. Can you please clarify the scope of the abatement?

Response:

Abatement is not required if areas identified in the hazardous materials report as hazardous are not disturbed or affected during construction. Please review the hazardous materials report for a list of these areas.

10) Drawings E-1-2 and E-2-9 have missing information. On E-1-2 there are arrows with no notes and E-2-9 has coded notes in which the tail ends of the sentences are cut off. Can you please forward corrected drawings?

Response:

Will adjust columns in coded note list, sheet E-2-9 & replot. Sheet E-1-2, Please verify you are referencing the latest drawing revision: “100% REVISED CONSTRUCTION DOCUMENTS” issued 07/15/2022. All leaders on drawing E-1-2 have accompanying annotations.

11) 3.4 – The alternator shall support 1020 sKVA with a maximum voltage dip of 30% - Could you please bump this value up to 1,720 minimum sKAVA value at 30%?

Response:

The specifications will be revised with a future bid amendment. Please refer to the revised specifications once issued.

Updated Note: There are no changes to the specification section.

12) 3.6 - The alternator shall meet temperature rise standards of UL2200 (120 degrees C). The insulation system material shall be class "H" capable of withstanding 150 degrees C temperature rise. – With a temp rise so high, the generator life will be decreased and run VERY HOT – CAT NG generator will be 105 degrees which will lengthen the life of the generator and run cooler.

13) 5.1 - The UL2200 approved generator package shall incorporate four (4) factory installed circuit breakers. Three of the breaker shall be 80% rated LSI electronic (600, 400 and 200 amp). The fourth breaker will be 800amp thermal magnetic for load banking purposes. The 400amp breaker is for future use. Distributor or field installed breakers are not acceptable. All line side connections are to be factory installed. Output lugs shall be provided for load side connections. – We can’t provide or have space for four breakers inside of the generator. Could we supply the three way breaker provided by Trystar in the attachment? This will suffice the breakers as well as the loadbank and generator docking station as per the intent of the spec.

14) 7.3A – Supplier of the Genset and associated items shall have permanent service facilities in this trade area. These facilities shall comprise a permanent force of factory trained service personnel on 24 hour call, experienced in servicing this type of equipment, providing warranty and routine maintenance service to afford the owner maximum protection. Delegation of this service responsibility for any of the equipment listed herein will not be considered fulfillment of these specifications. Service contracts shall also be available. – Suggestion to have the service company be located less than 25 miles from the Dayton RICE building for immediate response and have a 24x7X365 call availability.

15) 7.4A - The standby electric generating system components, complete genset and instrumentation panel shall be warranted by the manufacturer against defective materials and factory workmanship for a period of ten (10) years. Such defective parts shall be repaired or replaced at the manufacturer's option, free of charge for parts, labor and travel. – Suggestion to detail the coverage to have the “as shipped consist” as well as rental units available if the issue or parts can’t be located to repair the generator – Similar to the Platinum and Platinum Plus warranty which is attached.

16) Who is the fire protection contractor that performed the most recent upgrades to the fire alarm system?

17) General Note 1 on Sheet M-1-2 directs the contractor to receive pricing from Center Point Energy Company for removal of existing meter and installation of new meter. Center Point Energy Company has indicated that only the account holder may request this information. Please provide direction or an allowance value that can be incorporated into pricing submitted.

Response:

Provide a $45,000 allowance.

18) Note 20 on Sheet MD-1-1 directs the contractor to remove existing energy monitoring device and store for re-installation as shown in plans. This device is scheduled for re-installation per note 9 on sheet M-1-2. Note 10 on Sheet M-1-2 also calls for a new matching energy monitoring device to be installed on new piping. Please provide make/model information on existing device to be reinstalled.

19) Summary 011000 1.5 K notes “Contractor shall coordinate and contract and pay for all O&M personnel to be on-site for training and shutdowns as required to comply with GSA, local fire department, etc. requirements.” Given the extent of services required is unknown, and hourly rates as well as O&M protocol for providing said services is unavailable, please provide an allowance value for all bidders to carry.

20) Section 011400 Work Restrictions section 1.2.C states work in the basement shall occur during Government occupied hours. Section 1.2.D.2 implies that work shall occur during Government unoccupied hours while U.S. Courts are in session. Please reconfirm 1.2.C general working hours; work in the basement shall occur during Government occupied hours and that other work inside the building but not in the basement shall occur during Government unoccupied hours.

Response:

All work that is noisy shall be done after building occupied hours. All work in the basement may be performed during normal building occupied hours. All work not in the basement shall be done after normal building occupied hours.

21) Please confirm non disruptive work in mechanical areas of the facility, to include the basement, as well as mechanical/electrical closets on various floors, and at the roof/Penthouse level can occur during Government occupied hours.

Response:

All work that is noisy shall be done after building occupied hours. All work in the basement may be performed during normal building occupied hours. All work not in the basement shall be done after normal building occupied hours.

22) Section 013525 Fire Prevention & Protection in Construction, Alteration, and Demolition Projects item 3.1.E 1 notes “Contractor is responsible for costs of shutdowns including assistance by the building O&M service contractor.” Given the extent of services required is unknown, and hourly rates as well as O&M protocol for providing said services is unavailable, please provide an allowance value for all bidders to carry.

23) Section 026500 referencing the removal and disposal of storage tanks was omitted is not evidenced in the construction documents. Drawings nor specifications indicate size of the existing outdoor storage tank or indoor day tank, nor the current expected fuel level. This section should also include disposal requirements as requested by GSA. In the past, GSA has required review and approval of removal plans by GSA's environmental engineer. Please provide the requested project specific specification section to clarify intent.

Response:

Bidders shall request site visit if the bidders wish to examine the tanks as no further information will be provided. Disposal of the tank shall meet all EPA requirements as well as applicable codes.

A photo of the existing outdoor storage tank is shown. The current fuel level approximately is half full.

24) Section 230900 concerning building automation is not evidenced in the construction documents.

Documents indicate a new energy savings device to be installed. Confirm if this is connected directly to the GSA network.

Response: Refer to RFI response #18.

25) Section 263213 4.2 indicates that "Communications shall be supported with building automation via the Modbus or SNMP protocol. The controller shall provide native Ethernet, Wifi, and Bluetooth connectivity. All interfacing shall be done via a web browser interface." Please clarify if the intent is for the generator control panel to be monitored by the BAS or hooked up directly to the GSA network.

The generator control panel is to be monitored by the BAS and the existing fire command center.

26) Section 263623 regarding transfer switches does not indicate new equipment to be tied into the existing BAS for monitoring although the ability to be monitored is requested. Please confirm these units are not connected to the BAS.

Response:

The generator transfer switches shall be monitored by the BAS and the existing fire command center.

27) RFI Clarification:

The intent of the work on the shed is to shorten it so that the new generator and pad can fit in front of it with the required clearances and not impact the parking lot. The work involves removing the existing wall/door and a portion of the shed roof via saw cutting. Then, construct a new wall/door to create a shorter storage building under the existing roof.
