G.H. Forbes Associates Architects Amendment #0004 11/03/2020
The following questions were emailed to the project team. Answers are indicated below in red:
1. Who is responsible for LEED certification costs? The LEED cost is the responsibility of GSA. G.H.
Forbes Associates Architects will be the LEED Project Administrator. The general contractor is to engage a LEED Coordinator to coordinate LEED requirements and points to be gained in construction as noted in specification 01 81 13.17, section 1.7.
2. Is a LEED certification required? Yes, LEED Silver is required per Specification 01 81 13. Section VI.F of the RFP 47PF0021R0002, Non-Price Factors, Factor 2: Qualifications and Experience of Key Personnel, is amended to add LEED Coordinator and Waste Management Coordinator to the list of key team members. The awardee must use the personnel identified in its proposal. Any substitutions must be personnel of equal experience and qualifications and must be specifically approved by the Contracting Officer.
3. Based on the General Note on Sheet A-101 #11 “Install Ballistic level protection 1 at all walls between Public Seating 305 and all adjacent tenant rooms” – are there any material installation requirements that are not shown in the wall type details or on the drawings in some location?
All information is included in the wall types and in the enlarged floor plan. Refer to details on pages A-301 thru A-304 and A-401. Per General Note 14 Install ballistic material with batten strips at seams or butt joints.
4. Is there a specification for “Snowsound Acoustic Panels”? The Snowsound Acoustic Panel properties are noted on Drawings A-203 and A-307. There is not a specification section for the Snowsound Panel. Refer to product data attached for additional information. An approved equal to this product could be considered during the shop drawing phase of the project.
5. Is Thermolite the only acceptable option for the exterior window work? Although Thermolite is the manufacturer and installer of the windows, they are not the only contractor that can perform the work to remove and reinstall the storm windows. It is highly recommended to utilize their services when relocating blind controls.
6. Room #308 UPO Lockers show a 60” bench. Is this to be supplied and installed by the contractor?” Is there a specification for this bench? Yes, the benches included in UPO Lockers 308 and Coats and Lockers 348 are to be provided and installed by the general contractor. Refer to keynotes on the drawings and specification 10 51 13.
7. Sheet A-401 detail 1 Enlarged Plan of Adjudication Counters and Acoustical Soffit Above identified a Roller Shade Sheerwave SW2500. Research shows this product is manufactured by a company called PHIFER. PHIFER is not listed in the specification section 12 24 13 as an acceptable manufacturer. Please clarify. The basis of design for the roller shades is Sheerwave SW2500 as indicated on the drawings. The specifications have been updated accordingly.
8. In section 01 10 00 states: Contractor’s Required Work During Unoccupied Hours (5:00 PM to 7:00 AM) shall be at no additional expense to the Owner. The Contractor is responsible to pay all Building O&M Contractor feeds required to perform the work under this contract. The O&M Contractor’s hourly rate is $63.33/hr. for regular time and $90.66/hr. for overtime. Please confirm whether that means any work done during this period (5:00 PM to 7:00 AM) the contractor must pay this fee. Are there any minimums to this fee? Are certain hours considered overtime or is that only if the contractor works more than 8 all outside normal hours? No, the contractor will only be required to pay for this additional fee when O&M services are required during the hours of 5:00 PM to 7:00 AM. There are no minimum fees. Overtime is in effect from
6:00 PM – 6:00 AM.
9. Please clarify who contracts / pays for the commissioning agent (CxA). The CxA noted in Specification 01 91 13 will be provided by GSA. The contractor is responsible for the costs to provide information and perform any commissioning in the contract documents to facilitate efforts of the CxA provided by GSA.
10. Is there a performance requirement regarding the transmission of noise from the 4th floor gym?
Db reduction or acceptable noise level on the 3rd floor? OSHA noise exposure limits? Acoustic performance is considered in the design of the drywall barrier lid, sound masking system and modifications to the 4th floor gym floor and equipment. Product submittals and installation will be reviewed during construction. Acoustic measurements are not currently planned after construction.
11. Is there a specification for the signage? There is no dedicated specification, but all the specification information for all signage is included on Drawings A-108 and A-602.
12. Per coded note 15 on page AD 101 and coded note 2 on A 101, will the windows be existing? If the only requirement is for an interior film to be applied to the window, why is it required that they be removed and salvaged until re-installment? The building’s windows are existing, and they are storm windows. The ballistic film is to be installed on the interior side of the exterior windows. The storm portion of the window must be removed to allow for installation of the film on the interior side of the exterior window.
13. Per coded note 2 on page A 101, Thermolite is mentioned as the contractor to remove and re-install the windows. If this is the case will they be used for all glazing / window matters on the project? Would that bid package be allowed to be solicited to our sub base, or do we have to use Thermolite? Refer to response to items 5 and 12 above.
14. "VI.G. Evaluation of Joint Venture Offerors: In addition to, and notwithstanding the foregoing or any other contrary provision herein, the Government will only consider past performance information submitted for work performed by the joint venture (including joint ventures established through the 8(a) Business Development Mentor-Protégé Program). The Government will not consider past performance information for work performed individually by each firm in the joint venture (including joint ventures established through the 8(a) Business Development Mentor-Protégé Program)." If a Joint Venture Offeror has not completed 5 projects together, could the joint venture projects, completed together, be submitted along with additional projects completed by each individual joint venture company, meeting the same minimum relevance requirements, be submitted/considered to meet the maximum of 5 projects/references in Factor 1 Past Performance? It is not possible for Joint Venture Offerors to submit 5 projects completed by the Joint Venture as the SBA only allows 3 awards to each joint venture company? No. Note that five references are the maximum the Government is required to review. There is no minimum number.
15. Does this project have a PLA Agreement? Will this be a Union Job? No. Davis Bacon rates apply as well as any relevant terms included in the solicitation.
The following substitution requests were emailed to the project team. See information below:
1. The Substitution Request for the use of ASI Global Partitions and ASI Accurate Partitions 64” tall with Ultimate Privacy has been approved. Find attached information below.
2. The Substitution Request for use of the Schonox HA waterproofing membrane for tiling has been approved. Find attached information below.
3. The Substitution Request for the use of ThermalStar X-Grade thermal insulation for extruded polystyrene board has been approved. Find attached information below.
4. The product performance for the Substitution Request for the ASI Storage Solutions Benches is equal, but it is unclear if the specified dimensions can be achieved. If the specified dimensions indicated in the contract documents could be achieved, this would be acceptable.
5. Due to the lack of information for the Substitution Request for use of the ASI Storage Metal Lockers, it cannot be determined if the product is an approved equal and therefore the substitution request has not been approved.
6. Subject to compliance with the Specification 08 56 63 requirements, including 2.1 Performance Requirements for Regional Materials, Sweeper’s Metal Fabricator’s Corporation is an approved manufacturer.
The following specifications have been reissued with revisions. Revisions are indicated in the specifications with bold text:
1. Specification 06 10 53 – Preservative-treated wood was removed from the specification.
2. Specification 09 22 16 – Armstrong Axiom Drywall trim was added to the specification. Added requirement for shop drawing of curved ceiling soffit in Public Seating 305.
3. Specification 09 91 23 – Light Reflectance Factor information was updated in the specification.
4. Specification 12 24 13 – Basis of Design manufacturer was updated in the specification.
5. Specification 26 09 43 – Lighting Control Systems specification has been added to the project.
The pre-proposal site visit meeting report from 10/27/2020 has been included in this Amendment. This report states the contractors who attended, questions that were asked, and a few photos.
END
16. We see in the specs that the Commissioning organization is going to be chosen by the GSA, but are not clear as to whether G.H. Forbes is going to be the LEED Project Administrator or not. We have done many LEED projects as the Project Administrator, and have also done others where we are simply an adviser to the GC to make sure they follow everything so they don’t cause the project to lose any points. Obviously, there is a considerable difference in cost. We also did not find the LEED sheet that would show what points are going to be pursued. Did we miss that?
G.H. Forbes Associate will be the LEED Project Administrator for the project. The LEED checklist is included as an attachment to this Amendment as information only per specification 01 81 13.17, section 1.1.A.2.
17. Are there any details for the termination of the drywall barrier lid at the exterior wall? Refer to wall types J and K on the revised drawing A-303 attached for notes on the termination of the drywall barrier lid at the exterior.
18. Can we get the latest fire pump test results for McNamara? See attached document for the fire pump report from September 2020.
19. Upon reviewing the bid docs for this project, I see that the RFP states “Supplemental Information Forms” are to be submitted for relevant projects along with PPQs, but the SIF forms are not provided. Will these be required and provided in an upcoming amendment?
VI.F. Non-Price Factors Past Performance - is amended to delete: "Offerors shall submit the attached Supplemental Information Forms for projects that meet the past performance requirements."
Factor 1: Past Performance of the General Contractor Description: Is amended to delete "and Supplemental Information Forms..."
Offerors remain responsible for obtaining past performance information prior to submission of offers using the Past Performance Questionnaire and Survey as indicated in the RFP.

NTP
Known to be human carcinogen
Quartz (SiO2) 14808-60-7 Titanium dioxide (13463-67-7)
In lifetime inhalation studies of rats, airborne respirable-size titanium dioxide particles have seen shown to cause an increase in lung tumors at concentrations associated with substantial particle lung burdens and consequential pulmonary overload and inflammation. The potential for these adverse health effects appears to be closely related to the particle size and the amount of the
8 / 10 exposed surface area that comes into contact with the lung. However, tests with other laboratory aninals such as mice and hamsters, indicate that rats are significantly more susceptible to the pulmonary overload and inflammation that cause lung cancer. Epidemiology studies do no suggest an increased risk of cancer in humans from occupational exposure to titanium dioxide.
Titanium dioxide has been characterized by IARC as possibly carcinogenic to humans (Group 2B) through inhalation (not ingestion). It has not been characterized as a potential carcinogen by either NTP or OSHA.
