LauraEBrown Typewriter AECOM's backgroud survey is based on GPR. There are no known conditions after that survey was done.
32. Section 011400 1.3; is this paragraph related to the contractor? The contractor does not have information available to determine the working hours. It also contradicts with 1.3C Working
Hours. Please clarify.
Daytime Working hours are from 7am to 5pm. The contractor can work during the daytime hours except for demo or loud disruptive work. That will need to occur after 5pm.
33. Section 012500 1.4 Does this project require ePM?
ePM is not required.
34. Will security clearances be required for all contractors?
Yes but SAC is acceptable. Only onsite superintendent will need a tier 1.
35. Section 0133001.2A.12 Is there CMa on this project? If so, please provide a name.
No
36. Section 014000 1.11B Mock- ups – identify which mock-ups are needed and if they can become part of the scope of work.
Mockups are identified under each individual specification section and their criteria is detailed for each instance under the specific section.
37. 015000-1.4B Who has jurisdiction of the utilities?
The City of Youngstown will have jurisdiction over the utilities in the ROW and sidewalks.
38. Due to the site constraints, is there any office space inside the facility for temporary office?
No.
39. Is project sign required for this project? If so, please provide location.
GSA will require signage directing people to the entrance of the building. The location will change based on which phase is under construction.
40. 01500 3.3 K Is rodent and pest control required for this project?
No.
41. 015000 3.4B Noise restriction under this section contradicts working hours established in
011400.
Loud Work is to be done outside of Daytime Working Hours and in coordination with GSA.
42. 015639 1.3C Is tree pruning required since we are not protecting trees but installing fence along the shrubbery line?
Not required however, the contractor is responsible to protect any foliage that is not being removed as part of this project.
43. Verify the fencing for tree /shrubbery protection; chain link or orange construction fence?
Either option works.
44. Was there survey done of the area including utilities? If so, please issue for reference.
GPR was used in 2018 to determine locations of underground conflicts/utilities. Documents attached.
45. Provide location for the delivery of salvaged materials so transportation pricing can be determined
This is part of the submittals required for the Contractor.
46. 312000-3.4 This section seems to be missing. Please provide an updated specification
100% Specifications submitted do include this section.
47. 312000-3.4 and 3.5 These sections cannot be quantified as there is no geotechnical report and the contractor has no way of verifying conditions prior to bid.
Geotechnical Memorandum was issued to Laura Brown on January 4, 2018.
48. 315000 1.3A references geotechnical report which was not part of the documents. Please issue.
Geotechnical Memorandum was issued to Laura Brown on January 4, 2018. It is attached.
49. G100 references Owner’s Rep. Is there OR on this project? If so, please provide a name.
GSA is the owner.
50. G100 Review of Project Site; this comment cannot apply to the conditions that are unknown and concealed at the time of bid.
Understood
51. Utilities; there is potential conflict with foundations for bollards and the gas and electric.
Understood. Contractor is expected to bring this to the attention of GSA if found to be true.
52. Are there any other utilities on Market and East Front Street such as waterline, electric, phone, etc.?
See Question 13
53. G100 Please provide location for staging and stockpiling with the bidding documents. The contractor needs to establish logistics plan and that information is needed before bidding not after award.
The only staging area is in the grass next to the building behind the loading zone area. The
Alleyway can also be used once that construction phase is complete. Contractor be permitted to utilize the turf areas between Lambros Building and Legal Arts Building. The whole back section of the parking lot for the Jones Courthouse can be utilized for staging.
54. Is contractor responsible for the replacement of the curb at the road?
Existing curb is to remain and be protected during construction.
55. To what extent do we replace front steps?
See 2/C501. Add joint between new and existing concrete.
56. The current phasing plan is not feasible with the foundations and excavation activities. We would propose closing the sidewalk on the Market Street North, directing pedestrian traffic to crosswalks on the South and North side of Market Street.
Contractor to propose phasing that meets the needs of construction plan and the intent of phasing drawings issued.
57. Please provide the location for the electrical panel for the existing bollards and the gate.
This is within proximity of the back of the building.
58. Is it intended that a temporary fence be installed at the project limits line as marked on C200?
Fencing symbol is shown but none is noted on the plans.
Contractor should install temporary fence as required to match proposed phasing plans.
59. Concrete expansion joint detail notes 30' max but plan views show specific locations, which is correct? Plans show Expansion Joints at concrete walk 20' OC. Can this be increased to 30' OC?
Follow plans for locations. If no joints are specified within 30’, add additional joints such that
30’ OC is met.
60. 3/C500 Front View shows a possible rebar in the center of the bollard. If that is correct, please provide rebar size.
Verify rebar layout and sizes with manufacturer to ensure proper rating on system.
61. What pavers are to be salvaged? Is the intent to replace or reuse the existing pavers?
Type B pavers that are currently existing on site are to be stored and reused. Additional Type B pavers will be required and are to be blended into those that are reused.
62. Should pavers be cut around new bollards per detail 1 on C501 or replaced to match existing pattern per plan view notes.
Cut pavers around new bollards
63. Are jersey barriers required along road for temporary fencing or is station mounting fencing acceptable? Does the fencing need wind screening?
The fencing needs to act as a physical not visible barrier and be secured. The type of fencing is part of the submittal process.
64. Saw cut existing sidewalk does not appear to follow the existing control joints. Is this intended or does the saw cutting need to follow control joints to receive new walkway?
The curved sawcut along the South side does not follow the joints. However, it is the GSA preference that the full extent of the sidewalk be replaced up to the existing planting bed.
Match the existing profile of the planting bed with the new concrete pad.
65. Bollard Plans seem to show bollards will be located inside of structural cell system A. How are we to install structural cell around bollards?
Install the structural cell system not closer than 2’0” from the bollard foundation. Fill gap with compacted fill.
66. The time of performance does not appear to be adequate for the entire scope of work for both pavers and bollards. Furthermore, has the planting season been considered when establishing the period of performance?
The AE and GSA feel the timeline is adequate.
67. Is there a separate bid form for plaza replacement and a separate bid form for the bollard replacement?
The plaza-alleyway is expected to be submitted on one form and the bollard on a separate one.
68. Can the bid be extended due to the COVID 19 restrictions?
GSA is currently not extending the bid due date.
69. Section 31100 1.6 A1; this project will require close coordination and phasing. It will require closing sidewalk on the North side of Market Street and directing pedestrian traffic through the crosswalks on North and South sides of Market Street.
Contractor to propose phasing that meets the needs of construction plan and the intent of phasing drawings issued.
70. Due to the complexity of the concrete pads and conduit associated with the gate, we would like to propose reusing the existing pads and conduits. We believe the paving contractor should have no problems working around them.
If the contractor feels they can work around these items, not damage them and reinstall everything in a fashion that it is operational and like new, then they can reuse these items."
They are responsible for replacing anything they damage just like on any other contract.
71. Regarding the security bollards; there is a discrepancy between spec section 347514 Fixed
Bollard and the Bollard Security Rating Notes on drawing C500. Paragraph 3.1.2-A of the specs calls out for the Performance Evaluation to be in accordance with K12/L2, however note 2 on the drawing calls out for K12 - L3. The L2 has a penetration distance of of 37" to
20' and the L3 has a penetration distance of less then 36".
The intent is that the design meets K12-L3
