About this file

This memorandum outlines coordination plans for two construction projects at the Thomas D. Lambros Federal Building and US Courthouse. The projects, originally intended as separate efforts, will now be combined into a single procurement for the Plaza-Alleyway Repair/Replacement Project and the Security Bollard Design Project. While specifications and drawings remain separate, contractors must be aware of overlapping work between the projects. Temporary measures in the bollard design, such as crushed limestone base and salvaged paver placement, will be removed under the plaza project scope. Demolition plans likewise contain redundant information regarding these temporary items. Bidders are responsible for identifying work items across project documents that will not be required to achieve the final site condition.

Memo

Subject: Lambros Plaza & Bollard Project – Consolidated Construction Coordination

Summary GSA and its project A/E have completed the design and engineering for various improvements to the exterior site at the Thomas D. Lambros

Federal Building and US Courthouse. Due to funding and schedule, these improvements were divided into two independent projects that were anticipated to be constructed in two consecutive years. These projects (in order of anticipated sequence) are titled the Security and Bollard

Design Project and the Plaza-Alleyway Repair/Replacement Project. Now, due to the availability of funding, both projects will be bid and constructed through a single procurement and contracting process. However, the drawings and specifications for the projects will remain as two independent packages. For this reason, the following information is being provided to call attention to the fact that there are some overlapping and duplicative work items that results from executing the work as a single project.

1. The Plaza-Alleyway Repair/Replacement Project should be used by the contractors to understand the final required condition for the project at the completion of all construction.

2. The existing conditions plan for the Plaza-Alleyway Repair/Replacement Project was prepared by using the Security and Bollard

Design Project as its base. The existing conditions for this combined project will be those identified in the Security and Bollard

Design Project.

3. Because the Security and Bollard Design Project was originally intended to be the first project, it includes several short-term or temporary measures that would ultimately be removed and replaced as part of the Plaza-Alleyway Repair/Replacement Project.

Construction items that would no longer be required include but are not limited to the following:

a. Salvage and re-use of any existing pavers within the entire project area

b. Placement of the crushed limestone aggregate base under pavers

c. Placement of salvaged pavers in locations of removed street trees and tree grates

4. The demolition drawing in the Plaza-Alleyway Repair/Replacement Project includes redundant information because previously, the plans called for the removal of several temporary items that were required as part of the Security and Bollard Design Project.

5. It will be the responsibility of the prospective contractors to identify within their bid which items from the Security and Bollard Design construction drawings or the Plaza-Alleyway Repair/Replacement construction drawings will not be required in order to achieve the final condition.
