SOLICITATION NO. 47PF0020R0012

PROJECT TITLE: EPDM Roof Replacement

GOVERNMENT PRE AWARD INQUIRY FORM

Looking at this bid I see the manufacturers listed but want to know if there is time to submit for MuleHide as a manufacturer. MuleHide meets all specifications and is in fact made from the same materials and supplier as

Carlisle. Is there a form I need and I can send the required specifications?

GSA will accept brand name equal but it must meet all product specifications listed. If the products do not meet specifications, they will be rejected. If you are submitting a proposal on this RFP, it is assumed that you will provide materials that meet the specifications.

4/2/20

We were reading the technical qualifications for this project and were curious if a subcontractor's past performance and relevant experience were acceptable on behalf of the prime contractor?

No, the RFP states that the experience and past performance must come from the offeror.

4/20/20

The period of performance is 120 calendar days; all work shall be fully completed in calendar year 2021. When is the project expected to start? If the work starts several months from now, how are we supposed to account for any unforeseen condition like increase in material costs?

The expected start for this project is spring of 2021. The government will not make any recommendations on how the offeror should price their proposal.

4/20/20

4 Is there a wage scale on this project? Yes, it is at the end of the RFP 47PF0020R0012 document. 4/20/20

075323, 2.4A – Polyiso looks to be class 4 which is a high density board

(Prox. 80 PSI). This is only available in 1” thickness… The plans and specs call for 2” of polyiso, so are we supposed to use 2 layers of the HD Iso to create the 2” depth specified, or use a standard 2” Iso (20 PSI) with the 1”

HD board on top? Please clarify.

One layer of 2" thick standard density polyisocyanurate board is acceptable.

5/11/2020

DTL6/A500 calls for extruded polystyrene insulation and not polyiso. Can you please clarify.

The reference to extruded polystyrene on detail 6/A500 should be revised to polyisocyanurate.

5/11/2020

DTL3/A501 calls for 2 layers of 1” extruded polystyrene insulation at the drains & field of the roof. Please clarify.

The reference to extruded polystyrene on detail 3/A501 should be revised to polyisocyanurate.

5/11/2020

DTL2/A501 calls for ½” coverboard. The specifications call for ¼” dens deck. Please clarify.

1/4" dens deck coverboard is acceptable. 5/11/2020

075323, 3.2B – Acoustical deck batten insulation in deck flutes. It appears the existing roof deck is 2” tongue & groove wood. Please clarify.

Paragraph 075323, 3.2B can be eliminated. 5/11/2020

075323 2.2A calls for reinforced 60mil EPDM, but references standard

60mil EPDM elsewhere. Please confirm.

Use 60 mil reinforced EPDM typical 5/11/2020

DTL4/A501 – Vapor Barrier. What type of vapor barrier is required (if any) and what is the desired attachment method?

The reference to vapor barrier should be revised to insulation adhesive. See 07 53 23-2.5.B 5/11/2020

DTL3/A500 – Shows a metal flashing (of sorts) being installed beneath the copper roof panels. The plans and specs specifically call for the copper panels to not be disturbed in any way. Please clarify.

The flashing slips underneath the copper panels without removing them.

5/11/2020

“Sally Port Roof” area shows indications of slope to a drainage scupper but does not show or specifically call for tapered insulation. Please clarify.

Provide tapered insulation to slope to the scupper 5/11/2020

GOVERNMENT PRE AWARD INQUIRY FORM

Detail drawings 4/S-3.0 calls out for all exposed metal to be hot-dipped galvanized, through the U-bar shown is to be Stainless Steel. There is a concern with potential consequences to the integrity of the SS U-bar as well as its general appearance if it hot-dipped along with the HSS column and steel plate. Welding of the U-bar onto the plate also could not occur after the plate has been galvanized. A potential solution would be to weld a nut to the inside of the plate and use a stainless steel eye bolt in place of what is shown in the drawings. Could the owner/designer please advise on this issue?

Contractor is advised to bid as detailed.

5/11/2020

Can you give more clarification on detail 3 on page A500? No manufacturer will stand behind it as it is currently spec’d.

The ccontractor will be allowed to perform work the will not disrupted tenant operations. 5/11/2020

Please confirm in the project superintendent can also serve and project

Safety Officer?

Yes, that is acceptable.

5/11/2020

Please confirm contractor may have daily access to the roof either through interior access to the attic roof door, or by stair tower access erected by the contractor to provide daily roof access from the exterior?

The contractor shall access the roof from te exterior of the building. All scaffolding and stairs shalle restrict access to the building and roof by unauthorized personnel.

5/11/2020

If a stair tower is set up for worker access to the roof, please confirm if scaffold base must be wrapped in plywood to prevent unauthorized access and render it “anti-climb”?

The contractor shall access the roof from te exterior of the building. All scaffolding and stairs shalle restrict access to the building and roof by unauthorized personnel.

5/11/2020

It is anticipated that all entrances of the building must be operational at all times during normal business hours. Does GSA anticipate it will be necessary to cover entrances with sidewalk scaffold canopies given the nature of work above on the roof? If so, for which entrances should the contractor plan to provide canopies?

There is one main entrace located on the east end of the North elevation. The contractor is responsible for safety. He shall determine how to protect pedestrians and persons entering and exiting the building. The price proposal shall include all requirements per the specifications.

Due to the confinment of the site, the contractor shall contact crystal.trent@springfield.il.us (City of Springfield) to make arrangements for locating dumpsters and equipment on city property.

5/11/2020

Terms of the roof warranty designated in section 075323 paragraph 1.7 indicates GSA is seeking a special contractor warranty beyond the standard one year contractor/installer warranty, and that the term of warranty GSA is seeking is 20 years. Surety companies will typically not issue bonds for projects with installer warranties in excess of 3 years unless it is specifically stated that the installer’s warranty is not required to be bonded. Please clarify the terms of the installers/roofers warranty required for this project. It should be noted that the installer’s warranty is separate from the manufacturer’s warranty.

The warranty is a typical 20 year manufacturer's warranty on the roofing system. The special requirements include any inspections required to maintain the manufacturer's warranty as per 1.7,A,2; and the stipulated response times and requirements as per 1.7,A,3 5/11/2020

GOVERNMENT PRE AWARD INQUIRY FORM

All details needed to install and flash EPDM at various intersections with the existing copper roof are not identified in the project drawings. Is it the responsibility of the A/E or contractor to design all flashing details to meet applicable standards including warrantable standards by the manufacturer?

Details not identified in the drawings are to be submitted to the architect for review and approval prior to installation to ensure an acceptable and warrantable installation. 5/11/2020

It states in the drawings that existing copper roof is to remain. Proper installation and flashing of new EPDM will disturb existing copper roof at certain locations. As stated in question 17, EPDM installation details have not been completed identified. Where copper roof must be disturbed to properly installed the new EPDM roof, is use of new bright copper acceptable to repair the copper roof? Or is copper required to be patinated to match existing green patina?

The slip flashing shown in 3/A500 is intended to be installed with minimal disruption to the existing copper panels and no removal of the panels. Patching of the copper panels is not anticipated where the copper meets the EPDM. 5/11/2020

Section 076200 paragraph 1.2 states that the section applies to flashing at lintels and thru wall flashings, flashings and window sills. Please clarify where respective scopes of work are on the building for the referenced locations of stainless steel flashing installation? Please expand on scope of work and details for each?

The flashing pertains to detail 1/A500. References to through wall flashing can be eliminated.

5/11/2020

Pertaining to question 21 above, the balance of section 076200 identifies through wall metal flashing work. Please confirm if this is the correct spec applicable to this project?

Pertaining to question 22 (not 21) - the exiting copper flashing is to remain. Paragraph 07 62 00-2.3 can be eliminated. 5/11/2020

Sheet D100 shows the bottom right dormers not shaded as if they are not included in the EPDM roof replacement. Please confirm if this is correct?

All of the dormers are intended to have roofs replaced.

5/11/2020

Revised drawings per Amend 1 are missing sheet A500. Is that intentional? A500 & A501 is included in Amendment 03.

5/11/2020

67 Please confirm if the roof drains and downspouts need to be heat traced? No, they are not 5/11/2020

Please provide an elevation drawing showing the height of the two new roof ladders or provide an approximate height. 3/S3.1 roof to roof height is approximately 8'-0" 5/11/2020

Please confirm the extent/length of the KEEGARD guardrail. The plans show two runs- Grids 4.5 thru 7 and grids 10 thru 11.5 S1.0

The guard between grid 4.5 - 7 is 43'; the guard at grid 10-

11.5 is 21'.

5/11/2020

Will the government require multiple layers of insulation for this project?

The spec mentions 2" of insulation, but details in the plans/drawings reflect 2 layers of 1". May we use 1 layer of 2"?

Either is acceptable.

The analysis was conducted in accordance with AIHA and ELLAP protocol by using Flame Atomic Absorption Spectroscopy.

Analytical results and laboratory certifications are located in Attachment B.

6.0 Inspection Result

According to the Environmental Protection Agency (EPA), Guidelines for the Evaluation and Control of Lead-based Paint Hazards in Housing (1996 Revision) define lead-based paint as having a lead content greater than 5,000 parts per million (ppm) or above 0.5% by weight. Any paint substance containing greater than or equal to 5,000 ppm or 0.5% by weight of lead must be properly handled under the guidelines set by the Illinois Department of Public Health (IDPH).

The table in Attachment D summarizes the results of the LBP testing.

7.0 Conclusions

On December 6, 2017, a total of 51 samples of suspect asbestos-containing materials were collected from the exterior and roofs of the Paul Findley Federal Building, in Springfield, Illinois. The results of testing showed that none of the building materials sampled are classified as ACMs.

Also during the inspection, ECG collected three (3) chip samples of suspect lead-based paint from the exterior window lintels.

Below are the components found to contain LBP:

• Brown and orange painted window lintels – Building exterior

Photographs of the sampled building components can be found in Attachment E.

If you have any questions or comments, please contact our office.

Sincerely, ENVIRONMENTAL CONSULTING GROUP, INC.
