About this file
This request for proposal solicits general construction services for an EPDM roof replacement project at the Paul Findley Federal Building and U.S. Courthouse in Springfield, Illinois. The solicitation involves removing and replacing an existing single-ply EPDM membrane system, electric snow-melt system, installing a complete lightning protection system and fall protection system. The total estimated cost is between $1,000,000 to $5,000,000. The North American Industry Classification System code is 238160 for roofing contractors with a small business size standard of $15 million. The period of performance is 120 calendar days to be completed in 2021. This is a total small business set-aside issued by the General Services Administration to be awarded as a firm-fixed price contract evaluating technical factors more than price. The pre-proposal site visit is scheduled for March 25, 2020 and proposals are due by April 16, 2020 with award planned for October 2020 and work to begin in spring 2021.

Looking at this bid I see the manufacturers listed but want to know if there is time to submit for MuleHide as a manufacturer. MuleHide meets all specifications and is in fact made from the same materials and supplier as Carlisle. Is there a form I need and I can send the required specifications?
GSA will accept brand name equal but it must meet all product specifications listed. If the products do not meet specifications, they will be rejected. If you are submitting a proposal on this RFP, it is assumed that you will provide materials that meet the specifications.

We were reading the technical qualifications for this project and were curious if a subcontractor's past performance and relevant experience were acceptable on behalf of the prime contracto?
No, the RFP states that the experience and past performance must come from the offeror. 4/20/20
The period of performance is 120 calendar days; all work shall be fully completed in calendar year 2021. When is the project expected to start? If the work starts several months from now, how are we supposed to account for any unforseen condition like increase in material costs?
The expected start for this project is spring of 2021. The government will not make any recommendations on how the offeror should price their proposal.
