About this file

This document contains an amendment to a solicitation for an Indefinite Delivery Indefinite Quantity construction contract.

The amendment provides responses to seventeen questions regarding technical proposal requirements, line item pricing details, and basis of design specifications. It clarifies that pricing should not be split by zone and declines to incorporate FAR Clause 52.208-9 regarding AbilityOne mandatory supply sources.

The related federal contract opportunity notice describes an Indefinite Delivery Indefinite Quantity Repair and Alterations Services contract for the General Services Administration covering Cook and Winnebago Counties in Illinois. Services include construction, renovations, systems work, and other related projects. The base period is one year with four one-year options, and the maximum value is $85 million across all contracts. The procurement is set aside for small businesses in NAICS 236220, with individual task order minimums of $2,000. Proposals are due as stated in the solicitation to be released on September 20, 2018.

Q18. The Cincinnati Association for the Blind and Visually Impaired would like to request the addition of FAR clause 52.208-9 to

Solicitation Number 47PF0018R0209. The addition of this FAR clause adds the Mandatory purchase requirements for AbilityOne products to your specifications.

The AbilityOne Program is supported and recognized by the Federal Government as a long-standing purchase priority per FAR

8.704(b). The AbilityOne Commission MEMORANDUM FOR THE RECORD, (link to full MEMORANDUM is below) clarifies the statutory requirement for Federal agencies, and that the products identified are mandatory when appropriated funds are used in construction and architectural-engineering services projects under FAR Part 36.

Defense Acquisition University also recommends including FAR clause 52.208-9 for these types of contracts.

In summary, we are requesting you add:

* FAR clause 52.208-9 to Solicitation Number 47PF0018R0209 per FAR 8.704(b)

* FAR Part 8.005; clause 52.208-9

Including the FAR Part 8.005; clause 52.208-9 Contractor Use of Mandatory Sources of Supply and Services and referencing the applicable sections in your solicitation will direct the General Contractor to provide SKILCRAFT products from the AbilityOne

Procurement List Notice that meet the specifications for the sections as listed below amendment text:

***Including the clause does not require a separate CLIN for door hardware. Just as a "Justification and Approval" specifies material and equipment in a building’s construction plan (without additional CLINs), the AbilityOne Procurement List (PL #20150054) is considered as a long-term and viable JA for construction and renovation.

Answer: FAR Clause 52.208-9 will not be incorporated. As prescribed in subpart 8.005, FAR Clause 52.208-9 should be inserted in solicitations and contracts that require a contractor to provide supplies or services for Government use that are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled. Prescription comes from FAR Subpart

8 and would not apply to construction.

Q19. VisionCorps an NIB related 503(c) non-profit Blind agency which employs people who are blind in manufacturing products under the AbilityOne program, requests the addition of FAR clause 52.208-9 to Solicitation Number 47PF0018R0209 which adds the
