Q1: Is a bid bond required to be submitted with proposal? The solicitation contains conflicting instructions. SF1442, 13b – An Offer guarantee is required.

Re: Solicitation pg.5: section I.E item a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

Re: Solicitation pg.12 section II.E. item (2) ***Please note that a Bid Guarantee is not required for this solicitation. References to bid guarantees, price or performance bonds throughout this document are not relative to the line item pricing but may be relative on a task order basis.

Answer: As clarified in Amendment 02, a SF 24 (Bid Bond) is not required with your proposal.

Bid Guarantees and Payment/Performance Bonds

a. A bid guarantee is required at the task order level when a performance bond or performance and payment bond is required.

The bid guarantee shall be twenty (20) percent of the bid price or $3,000,000, whichever is less.

b. Prior to commencement of work on an awarded task order, the contractor will be required to provide Performance and

Payment Bonds or alternate payment protection, as follows:

(1) Orders less than or equal to $35,000: No additional protection required

(2) Orders over $35,000 but less than or equal to $250,000: Alternate payment protection in accordance with FAR

52.228-13, Alternative Payment Protections

(3) Orders over $250,000: Performance Bond: 100% of the awarded task order amount. Payment Bond: 100% of the awarded task order amount.

c. When additional bonding is required, the provisions of FAR 28.102-2(b)(1) and FAR 28.102-2(b)(2) shall apply.

Q2: If submitting as a Joint Venture, please confirm that both companies need to submit projects, but that the total number of projects submitted should still be 7-10 (combined) and not 7-10 projects per company (which would be 14-20 projects total). Pg. 12, item

II.F.4 states representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.

Answer: All submissions shall include at least 7, no more than 10 similar projects. If proposing as a joint venture, offerors should first submit past performance records they have performed together as these experiences will receive more consideration than experiences performed separately.

Q3: Can we submit CPARS and CCASS forms in lieu of PPQs?

Answer: PPQs (Attachment B) are required; they cannot be substituted.

Q4: Can we submit previously completed PPQs from other solicitations and other government agencies (i.e. USACE) in lieu of requesting them again?

Answer: PPQs (Attachment B) are required; they cannot be substituted.

Q5: Page 10 of the RFP lists Key Team members and Spec Section 103100 – Project Management & Coordination #1.5, lists other

Administrative and Supervisory Personnel. However, they are not the same requirements. Please identify what positions are considered Key Staff that should be included in the submission.

Answer: When compiling the technical proposal the offeror should refer to the description, submittal requirements and standard for evaluation listed under each non-price factor (see C201, II.D.). For C201, II.D.(3), the key team members are defined as follows:

1. Supervisor/Executive

2. Construction Superintendent(s)

3. Project Manager(s)

4. Program Coordinator for submittal of Safety Plans to GSA

5. Scheduling Coordinator for significant tasks

6. Other key team members as determined by the Offeror

Q6: Could the GSA please provide us with an Excel Spreadsheet version of the LINE ITEM PRICING SCHEDULE?

Answer: Yes, excel spreadsheet will be provided.

#4. SELECTION PROCESS, subpart d. Technical Factors Include, subpart iv., “References are required to submit past performance questionnaires directly to the CO.”

Answer: ***References should be submitted directly to the Government.*** C201, II.D. (4) – Past Performance as General Contractor on Repair and Alterations Projects, shall be revised to read:

C201, II.D. (4) - Past Performance as a General Contractor (GC) on Repair and Alteration Projects

Description:

This factor considers the past performance of the Offeror for the projects submitted under Factor 1. This factor will be evaluated based on the responses received from references. References must have thorough knowledge of the Offeror’s performance on the project for the majority of the contract performance period; the quality of the reference information supplied will be considered.

Submittal Requirements:

This factor considers the past performance of the Offeror for the projects submitted under Factor 1. References must have thorough knowledge of the details of the Offeror’s performance for the majority of the contract performance period, so that the reference may sufficiently respond to the questionnaire.

The Offeror must submit a Past Performance Questionnaire (PPQ) for each project included in its proposal for Factor 1:

Experience on Similar Projects. The contractor shall complete section 1 of the Attachment B and contractor’s reference(s) shall complete section 2. The PPQ shall be completed by the references and submitted directly to the Government point of contacts, via email at joel.doucette@gsa.gov and lisa.gonzalez@gsa.gov prior to proposal closing date. Offerors should ensure timely submittal of questionnaires.

Also include performance recognition documents received (within the last 5 years) such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including

Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members

(partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic

Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the

Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain database of PPQs submitted by

Offerors.
