The final rule, which will be codified as 13 C.F.R. 125.2(g), says:
When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.
When forming a Team in response to a small business set-aside, all team members must meet the socioeconomic status for the set-aside and the limitations on subcontracting (FAR 52.219-14) apply. Contactor Team Arrangements formed by companies that meet all socio-economic goals of this requirement will have their past performance considered. The past performance of subcontractors will be considered, but the quote must clearly demonstrate how the subcontractor will have meaningful involvement in contract performance in order for the past performance to be considered relevant.

Vendor 4 37 Section L.3.C, Price proposal item 2, on page 290 of the solicitation, appears to state that Representations and Certifications are not required if the offeror is an 8(a) concern. Please clarify.

Vendor 4 38
Section M.1 on page 299 of the solicitation states “This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures.” Section M.2 on the same page states “The Government will first rank proposals by total evaluated price (see M.4 for formula) in order to identify the lowest-priced proposal. Only the lowest priced proposal will be evaluated for technical acceptability.” Section M.4 on page 304 states “The Government may determine that a proposal is unacceptable if … the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques.” However, Section L.5.C on pages 290-291 of the solicitation further requires from all offerors a detailed price breakdown, including such details as expenses for uniforms and equipment repairs, as well as an itemized “schedule of supplies, materials, and replacement parts …. by description, unit costs, quantity, and extended total cost.” Given the extensive level of effort required for this detailed breakdown, would it not be more reasonable for the Government to specifically request such detail only from the lowest price bidder if it is determined that a price of one or more contract line items is significantly overstated or understated?
Per section M.2 and M.4 all proposals will be calculated using formula for total evaluated price. They will be ranked from highest to lowest based on total evaluated price. The lowest price will have the technical factors reviewed for technical acceptability.
The reference to line items being “significantly overstated or understated”, for example if a contractor list $0.00 for the monthly amount for a building in order for the total evaluated price to end up lower. This would pose an unacceptable risk to the government, therefore the proposal may be determined unacceptable.
The pricing breakdown does not have to list specific items and part numbers. This price break down is merely a calculation of your price; direct costs, indirect costs, subcontracts, Supplies, and Equipment. Sufficient detail just needs to be provided to support the proposed pricing.
Vendor 4 39 The table on page 289 of the solicitation states that the Technical Proposal must be in Times New Roman 12-point font. May the tables and graphics be smaller than 12-point so long as legibility is maintained?

Vendor 4 40

If the Project Manager is to have at least five years of experience within the past ten years, shouldn't the employment history go back for at least 10 years? Please clarify.

The PWS has been changed to reflect this requirement.

The phone lines, including the fire alarm dialers, are the responsibility of the contractor. In the past, we have had instances where the outgoing contractor simply shut all phone lines off as soon the contract ended, including the fire alarm dialers. This situation results in having to maintain a 24-hour fire watch until the lines are transferred over to the new contractor. Will the government ensure a smooth transition of the phone connections?
Yes, we will work with the outgoing during the transition period to ensure as smooth a transition as possible.

Vendor 5 82 CBA Positions vs. Minimum Staffing
Many of the positions do not match between what the CBA has for positions vs. what the minimum staffing requires with the positions titles. For example the CBA has listed Schedular and GSA is requiring a 01270 Production Control Clerk. Another example is the 25070 Stationary Engineer position by definition but labeled as Engineer in the CBA and GSA is asking for the 23411 HVAC Mechanic (Research). Will GSA provide a crosswalk between the staffing requirement and the CBA or should the contractor use SCA Wage Determination rates if the CBA positions do not match?
HVAC Research Mechanic - Engineer shall be used.
Maintenance Electrician - The current contract does not have an Electrician; this position is not listed in CBA. The SCA wage rate shall be used.
Production Control Clerk - The current contract does not have a Production Control Clerk;
this position is not listed in CBA. The SCA wage rate shall be used.
General Maintenance Worker – The current contract does not have a General Maintenance Worker, but GM Mechanic shall be used.
