General Fire Alarm There is a stacked electrical room and a stacked telephone room across from each other on all floors. It appears the fire alarm riser is located in the telephone room and the return fire alarm riser is located in the electrical room. The electrical room appears to be separated from the remainder of the building by 1-hour fire rated construction. Will it be acceptable to re-use the riser conduit and pull boxes.

General Fire Alarm The intent is to provide distributed power supplies on each floor. Confirm that a power supply can only serve one floor. Running strobe circuits through multiple floors in a Class B format will not be acceptable, correct?

General Fire Alarm There are several areas (i.e., Front Lobby, Courtroom, etc.) where it may not be feasible to remove and re-install devices, conduit and wire. Front Lobby has marble wall finish and hard ceilings. Will it be acceptable to re-use conduit in these areas even though it may be 1/2-inch?

General Fire Alarm Will it be feasible to perform limited testing of the existing fire alarm system to ensure the interfaced systems (elevator recall, AHU shutdown, fire pump, water flow, supervisory, etc. are actually connected and monitored by the existing fire alarm system?

General Fire Alarm Does the new conduit have to be red?

General Fire Alarm Can GSA provide a detailed list of existing fire alarm devices with description of location via the existing NFPA 72 Annual Inspection Report?

General Fire Alarm Can GSA provide the semi-annual stair pressurization report for both stairs?

General Fire Alarm It appears some of the elevators are only equipped with Primary and Secondary elevator recall. It also appears the prisoner and other elevator may not be equipped with primary and secondary elevator recall. Should we include 3 modules per elevator or elevator bank (primary recall, secondary recall and elevator hat)?

General Fire Alarm Will daytime work be permitted if it does not affect occupants (i.e., mechanical rooms, stairs, electrical closets, telephone closets, unoccupied areas, etc.)

General Fire Alarm What are the exact work hours for this project?

General Fire Alarm Can GSA provide a list of doors that are locked and need to be unlocked by the fire alarm system?

General Fire Alarm Can GSA provide a list of delayed egress doors?

General Fire Alarm Can GSA provide a list of magnetic hold-open devices that need to be released upon activation of the fire alarm system?

General Fire Alarm Confirm a U.L. Listed power conditioner will be required and that this is not the same as a surge suppressor.

General Fire Alarm Existing wall-mounted speaker/strobes are mounted too high. Will GSA accept the existing locations or will it be required to lower the devices per PBS-P100 and referenced NFPA 72 documents? If lowering the device, how should the Contractor price patching and painting the following surfaces: drywall (patch and paint entire wall or just install 2x4 or 4x4 metal plate); wall-paper (replace wall paper or install 2x4 or 4x4 metal plate), wood paneling (2x4 ior 4x4 plate)?

Design team will need to fully investgatie this during the design phase. For pricing purposes, plan for connection to a total of 50 existing doors devices.

Josh & Ruben

Yes. Confirmed.

Josh Lockwood

Existing wall heights will be acceptable. Rex Burch

General Fire Alarm Confirm the existing emergency generator has the capability to be monitored for generator running and general trouble. If it is capable, this project must include this, however, if it is not capable, is the upgrade in order to monitor these two signals part of this project?

General Fire Alarm The underground parking garage (i.e., Basement Level) reportedly has an exhaust system. Is it the intent for this project to include carbon monoxide detection as part of this fire alarm system upgrade/replacement?

General Fire Alarm PBS-P100 requires speakers in the stairs and speakers on the elevator cars. Confirm upgrade of the elevator cabs and wiring to the elevator cabs is part of this project?

General Fire Alarm Will speakers be required in the ALL elevator cabs including prisoner or Judge's elevators?

General Fire Alarm Please provide the contact information for the elevator company in order to secure a quote to install speakers in the elevator cabs and associated wiring.

General Fire Alarm Confirm that a fire speaker is required in every room unless the design team fire protection engineer can prove by calculations that a fire speaker is not needed due to alarm levels

General Fire Alarm Confirm that there is NO exceptions to PBS-P100 statement "7. All fire alarm wiring must be solid copper wiring. Stranded wiring must not be used."

General Fire Alarm Based on visual inspection, the conduit in the Basement level is 1/2-inch. This is most likely the case in several areas throughout the building. Confirm that all conduit must be removed (not abandoned in place) and that only 3/4-inch conduit and flex drops are permitted.

General Fire Alarm Confirm that strobes are required in all areas where the public has access.

General Fire Alarm Confirm that strobes are required in all offices where there are more than 1 desk or where there may be a small meeting table (i.e., Judge's Chamber, etc.)

General Fire Alarm Confirm that strobes are required in Attorney interview rooms.

General Fire Alarm Will the strobe in an Attorney interview room be sufficient for the notification of the prisoner side or will a strobe be required in the prisoner side?

General Fire Alarm What is the height to the highest occupiable floor? PBS- P100 has different requirements for buildings that have an occupable level at or below 120 feet versus over 120 feet.

General Fire Alarm Please provide the evacuation requirements (i.e., fire floor-floor above-floor below with notification to all other floors outside of the zone, fire floor-two floors above-floor below with notification to all other floors outside of the zone or total evacuation)

General Fire Alarm Will the elevator lobby and machine room smoke detectors be programmed as a supervisory or alarm signal?

General Fire Alarm PBS-P100 requires a minimum of 2 SLC circuits per floor. Please confirm this is still required even though there are minimal number of SLC devices per floor (less than 10). Does this apply to the Penthouse Level?

No upgrade to elevator cabs, this will be waived. Rex Burch

No upgrade to elevator cabs, this will be waived. Rex Burch

N/A. See above. GSA BM

Correct. it is not the intent to have a speaker in every room but acceptable audible levels are expected in all areas/rooms.

Rex Burch

Correct, no exception. Rex Burch

All conduit is to be removed and replaced with 3/4 inch red color conduit or EMT. Some areas (case by case basis) may not be feasible due to finishes etc. , and should be discussed with the GSA FPE. Flex conduit is limited to 6 ft.

Rex Burch

Yes, Correct Rex Burch

Yes, Correct Rex Burch

Yes, Correct Rex Burch

Attorney interview room will be sufficient for the notification of the prisoner side

Rex Burch

12 floors + Penthouse above grade. Building height 190 ft.

One level below grade.

Rex Burch

Fire floor-floor above-floor below with notification to all other floors outside of the zone.

Rex Burch

Alarm Signal Rex Burch

Yes, Correct, and includes Penthouse level. Rex Burch

General Fire Alarm PBS-P100 requires a remote annunciator at the primary Fire Department entrance to the Building. Is there an existing annunciator at this location? Can you specify where this entrance is? If this entrance is the Front Lobby, how do you propose we deal with the Marble finish for pricing purposes?

General Fire Alarm During the meeting, it was stated that an annunciator is required at the O&M contractor's office. Please confirm this is the case as this would be the 3rd required annunciator (Fire department entrance, U.S. Marshals room and the O&M contractor office). This is in addition to the annunciator provided on the main fire alarm control panel.

General Fire Alarm Do the 3 locations that are required to have annunciator (Fire Department entrance, U.S. Marshals room and the O&M contractor office also require a remote microphone and full control of the voice activation system.

General Fire Alarm Please confirm interface with smoke control is not within the scope of this project other than stair pressurization and AHU shutdown upon activation of a local duct detector.

General Fire Alarm A phasing plan is needed for an upgrade project of this size. Replacement of the head end and the risers (Network circuit, SLC circuit, Audio circuit, Synch circuit, etc) should be up and running prior to beginning work on floors. Power supplies and amplifiers should be installed on the floors. The work on the floors could begin after this on a floor by floor basis starting top down or however it is best for GSA. If this rough plan is acceptable, this will help us price the job properly.

General Fire Alarm It does not appear the existing fire pump is monitored. If the controller has the option to monitor, we can include it, however, if it does not, please confirm upgrade of the existing controller in order to provide this is not part of the scope of work.

General Fire Alarm Can GSA provide a list of Air-handling units by location and cfm?

General Fire Alarm Exposed conduit noted in the Cell area. Will exposed fire alarm conduit be permitted in this area for the new fire alarm system?

General Fire Alarm Air-handling units in the penthouse were noted with duct detectors on the supply side only. If it is determined that the air-handling unit is greater than 15,000 cfm, is it the contractor's responsibility to install a new duct detector and associated shutdown on the return air side?

General Fire Alarm Please confirm that an approved, registered fire protection engineer must perform the actual design of the fire alarm and voice evacuation system in accordance with the 2018 edition of PBS-P100, Chapter

7. The fire protection engineer is required to be a full participant during construction (shop drawing review or preparatio, construction inspections, preliminary and final acceptance testing).

No existing remote annunciator at FD primary entrance; will require this at main entrance and GSA FPE will consider all options for installatioins on the marble walls.

Rex Burch

Yes, correct. Rex Burch

Yes. Rex Burch

Correct, stair pressurization and AHU shutdown upon activation of a local duct detector.

Rex Burch

Any phasing plan that is optimal for the project will be considered.

Rex Burch

Fire pump must be monitored per NFPA 20 , even if controller upgrade is required.

Rex Burch

Refer to HVAC drawings included with this ammendment. Josh Lockwood

Concealed conduit is preferred, but such areas will be considered on a case by case basis.
