SECTION 1 - PROJECT DESCRIPTION

A.SUMMARY
The project involves the design, repair, replacement, and improvement of roof membranes over the 24-story tower building of the Sam Nunn Atlanta Federal Center. The existing roof cover involves 41,100 square feet over the main roof and an additional 3,900 square feet over the penthouse roofs. The existing roof assembly consists of concrete pavers (approximately 1-1/4 inches thick) and gravel ballast (approximately 1-1/2 inches thick) over filter fabric, extruded polystyrene insulation (XPS), 50 mil self-adhered membrane (W.R. Grace PRMA GRM-350), and sloped cast-in-place concrete structural decking. The roof construction also involves metal skirting and wall caps at parapets; metal flashing at membrane terminations; internal rain leaders and conductors; overflow through-wall scuppers; and associated sealants.

The designer-builder shall design and construct replacement and improvement of approximately 21,000 square feet the roof membrane and associated rainwater drainage system components and joint sealant systems. Section 1.B below and Section 4 and 5 of this statement of work provide additional requirements for these new systems and components.

The Designer-Builder shall also provide a web-camera surveillance system to monitor on-site work progress through project completion.

In addition, the designer-builder shall provide a twenty-year (20-year), no-dollar-limit (NDL) warranty on all areas of low-slope roof replacements. The low-slope roof warranties shall include wind riders to cover damage caused by wind up to the design wind speed for the building location or up to 140 miles per hour, whichever is less.
B.PROJECT GOALS AND OBJECTIVES
1.Goals:
a.Provide a new roof membrane that is leak-free for a minimum of twenty years.
b.Repair, upgrade or improve rainwater drainage systems at the roof deck as required to provide effective and efficient removal of water from the roofs.
2.Basic Contract Requirements (Base Offer):
a.Replace approximately 21,000 square feet of the waterproofing membranes on the west side of the Atlanta Federal Center tower building’s roofs. The work includes approximately 20,500 square feet shown by the shaded areas on the illustration at Section 1.B.3 below and approximately 500 square feet in up to 15 locations in the unshaded areas. Construct curbs to separate work in the shaded areas from that in the unshaded areas if required. Locations for work in the unshaded areas will be identified during the design phase. New waterproofing membranes for work in the shaded areas (20,500 square feet) are limited to bio-based horizontal waterproofing membranes consisting of modified polyurethane, polymethyl methacrylate (PMMA), or aliphatic polyurethane. The new waterproofing membrane shall have a minimum dry thickness of 40 mils. The addition of a fully-adhered modified bitumen base sheet is permitted if manufacturers have concerns about unsuitable substrate conditions. Repairs in the unshaded areas (500 square feet) should be accomplished with modified bitumen sheets and/or an appropriate fluid-applied membrane, as recommended by the selected manufacturer.
b.Provide up to 2,500 board feet of new XPS insulation to replace existing XPS insulation that is severely damaged or deteriorated. Reinstall all other existing XPS insulation on the roof.
