Solicitation #47PE0220R0016 Tower Roof Repairs Sam Nunn AFC Atlanta, GA

Pre-Proposal Site Visit Questions and Responses

1. Can women owned be licensed General Contractor in any other 50 states? GSA

RESPONSE: Yes, unless the solicitation stated otherwise.

2. The existing “ballasted” roof system will not comply with current requirements for hurricane zone. Since this is a Design/Build are we designing a system that will comply with codes?

Meaning that will design an non-ballasted roof system. GSA RESPONSE: This project is not considered repair of substantial damage to an existing building. Therefore, the project will comply with the IEBC requirement to not make the building less code compliant than currently exists instead of complying with IBC requirements for new construction.

3. The time frame of project is 240 Calendar days, is this including the design process? GSA RESPONSE: Yes, the 240 calendar days includes 90 days for design and 150 calendar days for construction.

4. Due to the height and location of the building it is not accessible by crane.

a. All material and equipment will need to be roof loaded thru the interior of the building. Is there a freight elevator that goes to the top floor? GSA RESPONSE:

Freight elevator goes to the 24th floor not to the roof.

b. What size is the storage area on the ground level? GSA RESPONSE: No storage area on ground level.

c. What floor are the toilet facilities in the maintenance area on? GSA RESPONSE:

Ground level near loading dock.

5. What is the extent of the sealant replacement? Are the sealant joints on the high walls(See attached picture #1) being replaced? Are sealant joints on the low parapet walls being replaced (See attached picture #2). GSA RESPONSE: The SOW currently includes replacement of joint sealants at copings, parapet skirting, and parapet caps. A clarification has been added at Section 1.B.2.f of the SOW requiring the designer-builder to replace joint sealants as needed to prevent water intrusion through the roof membrane.

6. Is it the intent of the specifications to remove all the WR Grace membrane from the concrete deck or only what is not adhered? Our empirical data from past projects has proven that this membrane is extremely difficult to remove. Material manufacturer does allow for the new fluid applied membrane to be directly installed to the WR Grace membrane. GSA RESPONSE: The SOW of work has been revised at Section 1.B.2.a to allow the application of a modified bitumen base sheet as an intermediary material between the concrete deck and the new coating. It has also been revised at Section 4.K.2 of the SOW to require verification of coating thicknesses and periodic adhesion tests of new membrane applied to the concrete deck in accordance with ASTM D4541 or D7234.

7. Will after hours and weekend work be allowed if most workers have a HSPD-12 badge?

GSA RESPONSE: Yes.

8. Are the existing davits to be tested? GSA RESPONSE: Yes. This requirement has been added at SOW Sections 1.B.2.j, 3.H.2.d, and 3.I.1.f.
