(1). Past Performance of Offeror:
This factor considers the past performance of the Offeror, and will be evaluated as part of the responsibility determination.
The Offeror’s past performance record must demonstrate satisfactory performance on at least three (3) comparable projects substantially completed within the last five (5) years. Any proposal which does not demonstrate satisfactory performance on at least three (3) comparable projects substantially completed within the last five (5) years will not considered technically acceptable.

If this is the case, contractors must briefly explain the facts and circumstances in each such instance.
This factor will be evaluated based upon the written responses to the RFP by the Offeror and by the evaluation of responses of references recommended by the Offeror. The Government also reserves the right to use other government data available in its assessment of the offeror. The quality of the reference information supplied will be considered. In accordance with FAR 15.306, the offeror will be given the opportunity to respond to adverse past performance information.
Standard for Evaluation: The prospective offer must demonstrate that it has satisfactory performance on similar projects completed within the past five (5) years. $250,000
For each project presented in relation to this factor (two minimum to five maximum), the Offeror must explain how the characteristics of the project relate to the characteristics of this project.

The name, title, company name, current address, current phone number, and current email for the primary point of contact for each reference must appear on the form.
This factor will be evaluated based upon the written response to the RFP by the Offeror and the past experience demonstrated by the presented projects.

This narrative may also describe the contractor’s previous experience and current capability to provide the services per the SOW.

The Work Plan shall: (1) be in narrative format and shall provide a detailed plan for how the Contractor plans to execute the work specified in the Contract Documents; (2) discuss the sequencing of work and on how the Offeror intends to manage their subcontractors in order to insure a smooth working relationship with the occupants of the building;(3) discuss the Offeror’s procedures to ensure strict quality control relative to both workmanship and materials; and, (4) describe the management systems that the Offeror will use to monitor cost, schedule, environmental, and safety.
In addition to the narrative the contractor must provide resumes of key personnel, organization chart, Work Plan or Critical Path Method diagrams, or Schedules.
