RFI Questions/Answers:
Questions/Answers:
1. Is GSA requesting the prices be made using RS Means or the Construction Line Item sheet and Coefficients provided by GSA?
Answer: GSA is not asking the bidder to generate their own Unit Prices. Once the bidder signs the contract, they are agreeing to the stated Unit Prices produced or shown on the Construction Line Item list for GSA. The Unit Prices on the Construction Line Item list remains the same for the life of the contract unless changed by GSA through a request or some other action. The bidders Coefficient is the multiplier that will be used during each Period of Performance for each CLIN. The bidders Coefficient should contain their G&A, Overhead and Profit.
2. Is. The bonding requirement of 10 million per year or per contract? What is the bonding requirement per year if it is predetermined?
Answer: No. The contractor shall provide a letter from its bonding company certifying their bonding capacity up to 100% of the estimated total contract value ($10M) Atlanta Regional and Metro (Zone1 & 2) (5M) for Macon and Savannah (Zone 3 &4) in lieu of a Bid Bond.
There is no bonding requirement per year for the basic IDIQ.

Answer: No applicable taxes would be based on area you work in.

During the Pre-proposal Meeting, Government representatives stated the costs in the Construction Line Item List, which are in the "xlsx" file, tab, "Line Items," col F, "Base," will be fixed for the entire contract, i.e., Base Year through Option Year 4. Please confirm if this is correct, or if not correct, describe the circumstances and process to update the costs.
