About this file
This is Amendment 0002 to solicitation 47PD0225R0011 for the MATSSC Plaza Renovation Construction Project, issued by GSA's Public Buildings Service Region 3. The amendment provides RFI responses and updates the Experience Form requirements, specifying eight characteristics in descending order of importance: (1) Construction Projects valued at $15M or higher, (2) Major Plaza Renovations/Modernizations, (3) Structural Steel Replacement in existing buildings, (4) Hardscaping and Landscaping Projects, (5) Large Stormwater management facility installations, (6) Projects completed within last 10 years, (7) Phased Construction in Occupied Buildings, and (8) Federal Clientele.
The amendment maintains the technical proposal due date of January 28, 2025 at 5:00 PM EST, with cost proposals to be submitted at a later date. It addresses nine RFI questions covering topics like proposal formatting, submission requirements, and project valuation concerns. Key clarifications include: electronic submissions do not require double-sided printing, there is no requirement for double spacing, and while $15M project experience is preferred, it is not mandatory for submission. The amendment also includes an updated Sustainability Factor Table, removing references to Flat Glass requirements.

RFI # Question Answer
Would the GSA consider an extension of the proposal due date to allow teams to more effectively address the requirements of the solicitation?
No. Only the technical proposal is due on 1/28/25. The cost proposal will be due at a later date (TBD)
Based on the requirement "The Government encourages the offeror to print the proposal double-sided so as to be environmentally responsible," given that this proposal is an email submission, does the government mean that the proposal should be double-spaced
If submitting electronically, offerors may ignore the requirement for double sided pages. There is not a requirement for double spaced
003 Can the Proprietary Information Agreement be distributed in a future addenda?
This requirement is removed from section II.A. of the solicitation (201).
The proposal requirements are as follows:
i. Technical Proposal
ii. Representations and Certifications
iii. Attachment 1 – Experience Form
iv. Attachment 2 – Past Performance Questionnaire
v. IRA Sustainability Factor Table
004 Is there an overall Technical proposal page limit that we must also abide by or only section based page limits? Refer to limits as shown on page 11-12 of the solicitation.
Could you please confirm if we should compile the Step 1 technical proposal following the order specified in the addendum under section 6.b, or the proposal structure outlined in the solicitation document under II.A. Proposal Contents (pg. 7 of 36)?
Compile the technical proposal following the order outlined in the addendum under section 6.b:
i. Technical Proposal
ii. Representations and Certifications
iii. Attachment 1 – Experience Form
iv. Attachment 2 – Past Performance Questionnaire
v. IRA Sustainability Factor Table
Regarding Factor 2: Prior Experience on Relevant Projects, are we able to submit the project experience in any format or are we to complete the Attachment 1: Project Experience Form provided in the Solicitation documents?
Attachment 1 must be complete. You may submit additional information, but it is not required.
If we are required to utilize the Attachment 1: Project Experience Form for our response to Factor 2, will this be re-issued as an addenda? The characteristic information listed is not consistent with what is outlined in the solicitation documents.
A new Attachment 1 - Experience Form with the correct relevant project characteristics is attached and made part of this Amendment (Amendment 0002).
The correct characteristics are below and are listed in descending order of importance:
• Construction Projects valued at approximately $15 Million or Higher;
• Major Plaza Renovations or Modernizations;
• Structural Steel Replacement in existing buildings
• Hardscaping and Landscaping Projects
• Large Stormwater management facility installations
• Reached Substantial Completion within the last 10 years.
• Phased Construction in an Occupied Building
• Federal Clientele
Please confirm that there is no “Flat Glass” on the project and that the row for Flat Glass can be removed from the Sustainability Table.
There is no Flat Glass. A revised Sustainability Table will be provided.
Please reconsider the $15M project size used for the “Relevant Projects” evaluation criterium. This project is phased over 861 days. Work happening at one time will be no more than $7.5M per Fiscal Year.
Alternatively/additionally, please consider apportioning the dollar-value threshold to the aggregate scopes also listed in this section (e.g. hardscaping, stormwater management, plaza renovations).
Many of these scope items are dissimilar and unlikely to have been completed together on one or more past projects of that magnitude.
An alternative demonstration of technical ability would therefore be to evaluate an Offeror’s aptitude for the separate major scope items, that could then be considered an aggregate aptitude for completing the entire project scope.
It is not a requirement that a firm submits a project that was $15M in size, it is only one of the characteristics to determine relevency for the projects submitted.
