About this file

This file is a sustainability scoring table template for evaluating IRA (Inflation Reduction Act) compliance in construction materials for the Mid-Atlantic Social Security Center plaza renovation project in Philadelphia. The template provides a structured method for offerors to commit to specific Global Warming Potential (GWP) limits for IRA-eligible construction materials including concrete, steel, asphalt, and flat glass.

The scoring system awards points based on three tiers of environmental performance: Top 20% (90 points), Top 40% (40 points), and Better Than Average (20 points). Contractors receive additional 10-point supplements for materials with the lowest GWP values among all offers. The template includes detailed instructions for both Contracting Officers and offerors, with weighted scoring formulas that account for the relative cost importance of different materials. Materials must have at least 80% of their total cost or weight composed of IRA-compliant materials, with specific provisions for concrete strength classes ranging from 2499 PSI to 7200 PSI.

CO Instruction Contracting Officer Instructions

1. Download a copy of this Google Sheet for the specific project in MS Excel format to issue to offerors with the solicitation package.
2. Delete all rows for materials that are not included in the project.
3. Develop LEC Material Evaluation Weights (Column D) for individual materials to reflect the relative approximate cost of the materials required for the project. LEC Material Evaluation Weights must add up to 100%.
4. Ensure that all columns, except for Column B, are locked/protected prior to release.
5. Delete this tab prior to issuing to offerors.
6. During evaluation, remember to account for Raw Score Supplements in Column F.
For more information please refer to the IRA Program Construction Solicitation Desk Guide.

SUSTAINABILITY FACTOR INSTRUCTIONS TO OFFERORS
1. Offerors shall complete Column B of the Sustainability Table with the applicable IRA Limit they commit to meet for each IRA-Eligible Material.

NOTE: If an offeror is utilizing multiple manufacturers/suppliers within one LEC material subcategory, and those materials achieve different GSA GWP limits, they shall, for evaluation purposes, self-score based on the material/product offered that has the highest GWP. (For example: within the 4,000 PSI concrete subcategory, if Offeror A's 4,000 PSI structural concrete meets GSA’s Top 40% GWP limit, and their 4,000 PSI site concrete meets GSA’s Top 20% limit, Offeror A shall use Top 40% in their scoring.)

2. Offerors only need to fill out Column B. Based upon the offeror's committments, the offeror will receive a number of Raw Scores in Column C, one for each IRA-Eligible Material required by the Contract. Column C will be automatically populated based on the offeror's input in Column B, as follows:

- Offerors will receive a Raw Score of 90 for each IRA-Eligible Material commitment that is better (lower) than GSA’s Top 20% Limits.

- Offerors will receive a Raw Score of 40 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Top 40% Limits.

- Offerors will receive a Raw Score of 20 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Better Than Average Limit.

3. The solicitation provides an LEC Materials Evaluation Weight in Column D. This weight will be multipled by the Raw Score (Column C), to automatically calculate the Prelminary Weighted Score in Column E. The Preliminary Weighted Score for each material will be rounded to the nearest hundredth decimal (i.e., two decimal places to the right of the whole number).
4. Offerors will receive a Raw Score Supplement of 10 points in Column G for each IRA-Eligible Material where the material’s submitted EPD reflects the lowest GWP value received in the competition for that material. Raw Score Supplements will be determined and accounted for by GSA during evaluations and will result in a Final Weighted Score, Column H.
5. The Total Final Weighted Score will automatically add the Final Weighted Scores for each material (which include provision for Raw Score Supplements, if any), rounded to the nearest hundredth decimal.
