About this file

This document outlines the Phase 1 Pre-Proposal Discussion Points for a GSA plaza renovation construction project at the Mid-Atlantic Social Security Center in Philadelphia, PA. The document details five evaluation factors that offerors must address in their technical proposals.

The evaluation factors include: Factor 1 - Project Management Plan and Approach (15-page limit) requiring a detailed work plan for an occupied building; Factor 2 - Prior Experience on Relevant Projects (15-page limit) with preference given to GSA projects and those completed by proposed key personnel; Factor 3 - Past Performance evaluations for relevant projects, with specific guidance for joint ventures; Factor 4 - Socioeconomic Status with higher ratings for qualifying in multiple categories; and Factor 5 - Sustainability focusing on Inflation Reduction Act requirements for materials like asphalt, concrete, glass, and steel, with emphasis on Global Warming Potential (GWP) limits. Offerors must complete Column B of the Sustainability Factor Table, and their commitments to using IRA-eligible materials with the lowest possible GWP values will be incorporated into the final contract.

Factor 5 Sustainability

● Each material has a numeric global warming potential (GWP) limit

● GWP limits have been established for the best performing 20% of materials in terms of embodied carbon (Top 20% Limits), the best performing 40% of materials in terms of embodied carbon (Top 40% Limits), and better than industry average (Better Than Average Limit).

● This Evaluation Factor calls for Offeror commitments to furnishing

IRA-Eligible Materials with the lowest possible GWP values. IRA Limit Commitments proposed under this evaluation factor will be incorporated into the successful offeror’s resultant contract.
