RE: Report for the asbestos-containing materials (ACM) investigation for the “SSA NCC
Remodel Health Suite” project at the National Computer Center (NCC) located at the Social Security Administration (SSA) Headquarters Campus in Woodlawn, Maryland
Dear Ms. Raab:
Per your request, Aerosol Monitoring & Analysis, Inc. (AMA) is providing the following Hazardous Materials report for the “SSA NCC Remodel Health Suite” project at the National Computer Center (NCC) located at the Social Security Administration (SSA) Headquarters Campus in Woodlawn, Maryland. The purpose of the work was to identify and quantify ACM that may be associated with the “SSA NCC Remodel Health Suite” project.
AMA representatives Mr. Jorge Lopez and Mr. Pat Dincher, who are trained/accredited EPA asbestos inspectors, performed the ACM investigation for the “SSA NCC Remodel Health Suite”” project on April 28, 2017. AMA did not inspect the Health Suite for any other hazardous materials, such as lead or PCB’s.
ASBESTOS CONTAINING MATERIALS INVESTIGATION
The asbestos investigation work was conducted in accordance with the Asbestos Hazard Emergency Response Act (AHERA) 40 CFR Part 763 regulation. Suspect ACM associated with the “SSA NCC Remodel Health Suite”” project were visually evaluated, quantified, and locations documented. For the bulk of this investigation AMA relied on existing documentation, provided by Whitman, Requardt & Associates, LLP (WR&A), concerning ACM at the site.
During AMA’s investigation, a total of three (03) bulk samples of suspect ACM were collected and submitted for laboratory analysis. The samples were placed in sterilized “whirl-pak” bags and assigned unique identifiers, which were recorded on the bags and the bulk survey-sampling sheets.
The bulk samples of suspect ACM were submitted along with a chain of custody to AMA Analytical Services, Inc. in Lanham, Maryland. AMA Analytical Services, Inc. is accredited by the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis, (NVLAP #101143), and by the American Industrial Hygiene Association (AIHA #8863).
2 Aerosol Monitoring & Analysis, Inc
The bulk samples of suspect ACM were analyzed using polarized light microscopy (PLM), following the EPA Method 600/R-93/116. PLM is an optical microscopic technique used to distinguish the different types of asbestos fibers by their shape and unique optical properties.
The technique is based on observing the refraction of light from the various crystalline asbestos structures and identifying the corresponding color changes through the microscope.
Analytical results of greater than one percent (>1%) asbestos, by PLM classify a material as asbestos containing per the EPA and the State of Maryland.
RESULTS FOR ACM INVESTIGATION
Based upon the results of the PLM laboratory analysis, none of the 3 bulk samples collected by AMA for the “SSA NCC Remodel Health Suite” project contained >1% asbestos.
Please refer to the Bulk Sample Table I, attached to this report for materials sampled, sample results and locations of materials collected during this investigation.
Please note that AMA did not use destructive investigation techniques to evaluate inaccessible areas, such as behind walls, above fixed ceilings, and within mechanical equipment.
The following ACM were identified in the existing documentation, provided by Whitman, Requardt & Associates, LLP (WR&A), and were observed by AMA to be associated with the “SSA NCC Remodel Health Suite” project:
12"x12" Cream floor tile with olive mottle (850 SF) Black floor tile mastic (858 SF) 12”x12” Tan with brown streaks floor tile (8 SF) contaminated by surrounding asbestos-containing floor tile and mastic (Room G09G) 2” Wide beige mastic on fiberglass duct insulation & light brown mastic on metal duct
(291 SF)
White pipe joint/fitting mastic on fiberglass (138 LF)
It was observed by AMA at the time of the inspection that certain building components affected by the “SSA NCC Remodel Health Suite” project were inaccessible, which may contain suspect asbestos-containing materials. Therefore, AMA made assumptions on the locations of possible suspect asbestos-containing materials, which may exist in these areas, and they are as follows:
Assumed metal fire doors (9 Doors) Assumed pipe and pipe fitting insulation within pipe chases (55 LF) Assumed mirror mastic (1 Mirror at 4 SF)
If these assumed ACM, or other additional suspect materials, are observed during renovation/ demolition activities for the “SSA NCC Remodel Health Suite” project, they should be sampled by an accredited asbestos inspector and submitted for laboratory analysis, or treated as an ACM.
3 Aerosol Monitoring & Analysis, Inc
REGULATORY COMPLIANCE FOR ACM
The EPA defines a “friable asbestos material” as “any material containing greater than one percent asbestos as determined using the method specified in the appendix A, subpart F, 40 CFR Part 763, Section 1, PLM or TEM, that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.” The friable ACM must be abated prior to renovation or demolition activities, regardless of the methods used.
A regulated asbestos-containing material (RACM) is defined by the EPA’s National Emissions Standards for Hazardous Air Pollutants (NESHAP), Asbestos Regulations (40 CFR 61, Subpart M), as follows:
Regulated asbestos-containing material (RACM) means (a) Friable asbestos material, (b) Category I nonfriable ACM that has become friable, (c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
The materials that are considered friable, category I, and category II are as follows:
Friable: An ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
Category I: Non-friable asbestos containing resilient flooring, floor mastics, asphalt roofing, packing and gaskets.
Category II: All other non-friable ACM
The identified ACM associated with the “SSA NCC Remodel Health Suite” project are categorized as follows:
Friable:
None identified
Category I:
Floor tile and floor tile mastic
Category II:
Pipe seam sealants Duct seam sealants Metal fire doors
Pipe and pipe fitting insulation Mirror mastic
By this definition the identified friable and non-friable ACM must be abated prior to demolition or renovation if these activities will cause these materials to become disturbed, crumbled, pulverized, or reduced to powder.
4 Aerosol Monitoring & Analysis, Inc
The Occupational Safety and Health Administration (OSHA) 29 CFR 1926.1101 regulation defines work involving the disturbance of asbestos-containing thermal system insulation (TSI) and surfacing material as Class I work, and asbestos-containing miscellaneous materials as Class II work.
Disturbance and/or removal of the following ACM must be performed in accordance with the requirements set forth in 29 CFR 1926.1101 for Class I & Class II work as well as any project specifications, State and Local regulations.
Class I:
None identified
Class II:
Floor tile and floor tile mastic Pipe seam sealants Duct seam sealants
Metal fire doors Pipe and pipe fitting insulation Mirror mastic
Additional suspect ACM may be located within areas which were inaccessible to AMA at the time of the investigation, such as inaccessible pipe chases, and within metal doors. If additional suspect materials are observed during renovation/ demolition activities, they should be by sampled by an accredited asbestos inspector and submitted for laboratory analysis, or treated as an ACM.

The following footnotes only apply to those samples which the total asbestos result is flagged with a note number.
TEM RECOMMENDATION - Please note, due to resolution limitations with optical microscopy and/or interference from matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos. It is recommended that the additional analytical technique of TEM be used to check for asbestos fibers below the resolution limits of optical microscopy.
MATRIX REDUCTION RECOMMENDATION - Please note, due to interference from the matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos which is obscured from view. It is recommended that the additional preparation technique of gravimetric reduction be performed on this sample to minimize the obscuring effects of matrix components, followed by reanalysis by PLM and/or TEM.
Analysis Method - EPA/600/R-93/116 dated July 1993 NAD = "No Asbestos Detected" TR = "Trace equals less than 1% of this component"
Uncertainty: For samples containing asbestos in range of 1-10% the CV is 0.43, 11-35% CV=0.55, >35 CV=0.23. All results are to be considered preliminary and subject to change unless signed by the Technical Director or Deputy.
