About this file

This document is a request for qualifications (RFQ) from architectural and engineering firms for design services for a new 153,000 square foot U.S. Courthouse Annex in Hato Rey, Puerto Rico. Interested firms should submit their qualifications by January 14, 2022 for a two-stage selection process. In Stage I, firms will submit past project examples and design philosophy statements. In Stage II, shortlisted firms will be interviewed and expected to demonstrate at least 35% Puerto Rico-based work. Design services include architectural, engineering, sustainability, and construction administration for the annex's initial and final configurations, as well as associated existing building alterations. The estimated construction cost is between $175-205 million. The General Services Administration seeks integrated, sustainable, and secure courthouse designs meeting U.S. Courts and Marshals standards.

Solicitation No. 47PC0321R0013

Amendment No. 4

Amendment No. 4 for Architect-Engineering (A/E) Services for a New Courthouse Annex Project at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, Hato

Rey, PR is hereby issued as follows:

1. Responses to the following RFIs:

1.1. Q: Will any drawings of the existing buildings be provided for reference for Stage

1?

A: Drawings will not be provided at this stage.

1.2. Q: Will any studies performed to determine the currently identified location of the future annex be shared for Stage 1?

A: Studies will not be provided at this stage. Relevant studies will be made available to the selected firm.

1.3. Q: What percentage of the 153,000 sft new Annex will be used as swing space?

A: Refer to page 47 of the document: 2021_12_14 New U.S. Courthouse Annex

AE Pre-Submittal Meeting Presentation.pdf

1.4. Q: Will the new secure entry be modified to provide direct access into the Annex?

A: The design will need to address security including secure corridors, travel paths, etc. The design solution may involve modifications to the secure corridor, entry link, and interfaces with the existing buildings. Note: the facility is to remain operational throughout construction.

1.5. Q: What is the use of the top roofed area of the Nazario Courthouse?

A: The portion of the Nazario Courthouse that has a higher roof includes the main lobby and high ceiling courtrooms. Space between the ceiling and roof is not usable.

1.6. Q: Is the new secure elevator designed to serve the future Annex?

A: The new secure elevator was not designed to serve the Annex. Depending on the design solution, it may or may not remain and be integrated into the Annex.

1.7. Q: Does the project include relocation of 35 lost parking spaces or will they be part of the Annex?

A: The program requirement of 35 parking spaces is intended to be located within the Annex site. Impacts to existing spaces will be determined during design. Additional temporary parking may need to be included in the design in order to maintain operations of the Complex throughout construction.

1.8. Q: Is it envisioned that the loading dock for the Annex will serve the Nazario

Courthouse?

A: The Annex design should maintain operability and functionality of the

Complex, and consider opportunities to improve operations of the Complex.

Solicitation No. 47PC0321R0013

Amendment No. 4

1.9. Q: Are there special protective hardening requirements on the west side of the

Annex?

A: To be determined during design.

1.10. Q: Can you provide a few images of the spaces viewed during our Site Visit?

A: Please see separate attachment titled, “Site Visit Summary – New US

Courthouse Annex”

1.11. Q: Which portions of the Nazario building are to be altered?

A: Specific extents of alteration will be determined during design. In general approximately 4,200 SF of alternations are anticipated in the Southern corner adjacent to the Annex site.

1.12. Q: Do you foresee that the existing mechanical and electrical systems will have to be significantly improved/expanded to serve the New Annex?

A: The Annex is anticipated to include new mechanical and electrical systems.

Rerouting of existing infrastructure such as feeder routes for 15kV ductbanks, generator plant, fire loop, etc. that serves the Complex will be required. Specific details of interconnected systems may be determined during design.

1.13. Q: Will the seismic retrofit of the Degetau building affect the site for the New

Annex?

A: The seismic retrofit is anticipated to be primarily contained within the existing footprint of the Degetau Building.

1.14. Q: Would it be possible to post a summary of the site visit for those who were unable to attend?

A: Please see separate attachment titled, “Site Visit Summary – New US

Courthouse Annex”
