Solicitation No. 47PC0321R0013
Amendment No. 3
Amendment No. 3 for Architect-Engineering (A/E) Services for a New Courthouse Annex Project at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, Hato
Rey, PR is hereby issued as follows:
1. Responses to the following RFIs:
1.1. Q: If two firms are submitting as a team, do they need to define the teaming structure during Stage 1 submissions?
A: The firm and organizational makeup should be described in the cover letter.
1.2. Q: If two firms submit for Stage 1 as “in association,” can the two firms alter the structure to form a JV for Stage 2 submissions, if short-listed?
A: The firm structure must be maintained throughout the evaluation process.
1.3. Q: If two firms individually registered in SAM are submitting as JV for Stage 1, is the JV required to be legally set up and registered in SAM prior to the Stage 1 deadline?
A: The JV must be formalized and registered in SAM prior to the Stage 2 deadline.
1.4. Q: Can projects under construction be submitted in Past Performance and the
Lead Designer Portfolio?
A: Yes, however they may be considered less relevant than another completed project equivalent in all other aspects.
1.5. Q: Our interpretation is a maximum of three (3) pages regardless of the number of designers. Could you please clarify.
A: For the Lead Designer Profile factor, the maximum of three (3) single-sided pages applies regardless of whether the Lead Designer is an individual or team of designers.
1.6. Q: As per the RFP document; It appears that only Part II of SF330 is requested.
Can you please confirm that our response (other than Part II of SF330) can be in any format as long as we meet the page limit criteria?
A: Yes, but must be in electronic PDF format using 8 1/2" x 11" page size, per the solicitation.
2. The proposal due date remains unchanged.
