About this file

This solicitation requests qualifications from architectural and engineering firms for design services for a new courthouse annex project in Puerto Rico. Firms are invited to submit their qualifications in two stages for the design of a 153,000 gross square foot annex to be linked to existing federal buildings. Stage one requires firms to submit past project examples and qualifications by January 14, 2022. The stage two shortlist will be interviewed, and firms should demonstrate their understanding of the unique project aspects and quality control plans. The selected firm must perform at least 35% of the work in Puerto Rico. While not set aside, the contract encourages subcontracting opportunities for small businesses. The General Services Administration seeks a LEED Gold and SITES Silver rated building designed per the U.S. Courts Design Guide and other federal standards.
