Amendment No. 1 for the solicitation for Architect-Engineering (A/E) Services for a New Courthouse Annex Project at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse, Hato Rey, PR is hereby issued as follows:

1. GSA will be conducting Site Visits at the Hato Rey Federal Complex located at 150 Carlos Chardon Avenue, Hato Rey, PR on January 10 and 11, 2022.

Due to COVID-19 building protocols and restrictions, there is a limitation on the number of visitors at the building at once. Each vendor will have a maximum of five (5) team members. Names of each attendee must be provided to the GSA on December 28, 2021 by 3:00 PM EST. The Site Visit walkthrough will be structured at 1.5-hour intervals, and will include all building specific check-ins. Participants must have a valid, Government issued picture identification, driver’s license preferred, to gain access for the pre-proposal Site Visit. All team members must follow Centers for Disease Control and Prevention (CDC) mask protocols, and additional requirements may be required by the building. Instructions with respect to any additional requirements will be provided prior to the walkthrough. Names of individuals not pre-registered and approved will not be allowed access to the building. The Site Visit is broken up into 1.5-hour intervals on each date as follows:

Slot 1 - 08:00 am – 9:30 am Atlantic Standard Time (AST) Slot 2 - 10:00 am – 11:30 am Atlantic Standard Time (AST) Slot 3 - 12:30 pm - 2:00 pm Atlantic Standard Time (AST) Slot 4 - 2:30 pm - 4:00 pm Atlantic Standard Time (AST)

Pre-registration is required for all attendees. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be communicated to vendors after pre-registration has been processed. Submit all Site Visit pre-registration requests via email to the Contracting Officer at winnie.eng@gsa.gov. In the Site Visit pre-registration request, please provide names of attendees, firm name, and list at least two (2) available time slot options so that GSA can work to accommodate all interested vendors. Once GSA obtains all requests, the Contracting Officer will provide confirmation of specific time slot assignments to each vendor. It is each vendor’s responsibility to ensure that the attendees come prepared to visit the specific areas of interest, and that they are best suited to understand the project scope and objectives. Vendors should supply their own masks and gloves. Laptops are not permitted.

2. Responses to the following RFIs:

2.1. Q: In sections 1 and 4 GSA asks: The A/E firm(s) will submit a portfolio of not more than five (5) similarly scoped projects with construction completed in the last ten (10) years/ submit a portfolio of up to three (3) projects completed in the last ten (10) years. Please, could this be design completed or substantial construction completed?

Solicitation No. 47PC0321R0013 Amendment No. 1

A: In both cases when determining whether the project was completed within the last ten (10) years, we will look at the construction completion.

2.2. Q: I see that this project is going to require LEED Gold. With commissioning being a prerequisite for LEED, I was curious how you all will be procuring a commissioning agent. Will this be procured through a different solicitation or will it fall under this one?

A: Commissioning agent is not part of this procurement. Construction Manager as Advisor (CMa) and Commissioning (CxA) services are planned to be a separate procurement.

2.3. Q: Is a local Architect of Record (AOR) envisioned to be part of this initial submission or would that be considered in a subsequent bid phase?

A: Only the Lead Designer will need to be identified for the Stage I submission.

3. The deadline for Requests for Information (RFIs) is extended to 3:00 PM EST on January 13, 2022.

4. The proposal due date is extended to 3:00 PM EST on January 24, 2022.
