SOLICITATION NO. 47PC0319R0007
AMENDMENT NO. 5
Amendment No. 5 is hereby issued to respond to the following RFI:
47. After conversation with few windows/glazing manufacturers specified in Spec Sections:
A. ALUMINUM-FRAMED ENTRANCES AND STOREFRONTS - 08 41 13
B. ALUMINUM WINDOWS - 08 51 13
We are receiving information from them that the product they supply do not meet GSA specifications. They claim that the blast loads requirements in the glazing specifications exceed the blast loads tested, meaning that additional testing analysis needs to be performed.
Also, fire resistance requirements are unreachable.
Response: All of the specified systems listed in the project specifications were tested for hurricane impact (which requires physical testing) and for applicability in blast conditions (which does not require physical testing but requires analytical analysis by the contractor’s delegated engineer for the project-specified blast pressures).
With regards to the wind speed, we note the following:
It is assumed that the mullions will be controlled by blast loads over static wind pressures (potentially requiring steel bar reinforcement as was indicatively shown on the architectural window sections and details). This will be verified by the contractor’s delegated engineer.
Verification of the window assemblies to meet the required design wind pressures can be demonstrated analytically and does not require physical testing provided that the window assemblies are smaller or equal in size and are equal or stronger than the assembly that was tested for hurricane impact resistance. If the mullions need to be reinforced with steel bars to meet the blast performance criteria, this will also help with meeting the wind pressure criteria.
In some of the RFIs received, there appears to be some confusion among the manufacturers and contractors on the specified wind speed and wind pressures. The wind speed and wind pressure listed are ultimate design values per ASCE 7-16 (safety factors already incorporated), whereas some vendors may be considering these as allowable design values (safety factors not already incorporated).
The date and time for receipt of proposals remains unchanged.
