AMENDMENT NO. 2

Amendment No. 2 is hereby issued to respond to the following RFI’s:

6. Please indicate if it is allowed a temporary office in the project.

Response: Contractor shall plan for an off-site office at the contractor's expense.

7. What will be the limits of encroachment into the various rooms for delineating the construction area for the work necessary to perform removal and replacement of the windows?

Response: The drawings have a suggested staging plan for window replacement. The contractor is encouraged to follow it or propose a better alternative without affecting tenant operations.

8. Will the contractor be required to erect a full demising wall inside the occupied office space to segregate the work area from the occupied space?

Response: The drawings have a suggested a staging plan for window replacement that includes temporary partitions. The contractor is encouraged to follow it or propose a better alternative without affecting tenant operations.

9. Can GSA provide a list of the available hours for the various tenant spaces (preferably by room No.)? If not, will the GSA pay a shift differential for any work that has to be done after normal working hours contained in the RFP?

Response: The contractor is to plan the work under the requirement to maintain the building be fully operational. Building operating hours are Monday thru Friday from 8:00AM to 5:00PM, excluding Federal Holidays. GSA will not pay a shift differential. Any work that might interrupt the tenants’ mission will have to be planned to be performed after hours (5:00PM to 8:00AM). The contractor should prepare their price proposal and plan the execution of work accordingly.

10. During construction there will be periods where the windows in an occupied space will need to be out overnight. Will the window opening be required to be secured each night?

Response: Yes; areas will need to be secured overnight and protected from the elements.

11. Are there test results for lead testing of paint on window frames, walls, mechanical equipment, etc. be made available prior to bid?

Response: Please see attached Hazardous Materials Survey, dated April 29, 2015.

12. Are there asbestos testing results available for floor coverings, base molding, adhesives, ceiling tiles, etc. to be made available prior to bid?

Response: Please see attached Hazardous Materials Survey, dated April 29, 2015.

13. Will there be an area made available to the contractor for staging materials prior to installation in the building?

Response: The contractor shall plan for an off-site storage facility at the contractor's expense.

Under no circumstances will the Government will be responsible for material stored on-site or off-site.

14. Will there be a location on the site, or in the building to provide a temporary field office for supervisors of the work?

Response: The contractor shall plan for an off-site office at the contractor's expense.

15. Will the RFP include a bid alternate for performing work after normal building operational hours?

Response: No; the contractor is to plan the work under the requirement to maintain the building be fully operational. Building operating hours are Monday thru Friday from 8:00AM to 5:00PM, excluding Federal Holidays. GSA will not pay a shift differential. 16. Are brackets to support new solar panel and battery required to be designed by structural engineer?

Response: Yes, all components shall be designed such that they meet all applicable project criteria.

17. Who will be responsible to remove and install solar panels for installation of new roofing?

Response: The contractor is responsible for removal and reinstallation of the solar panels.

18. Can the existing solar panel mountings be re-used with the new roof?

Response: The contractor is responsible for removal and reinstallation of the panels.

Coordination with ESPC contractor (Schneider) is required for this task. The contractor can re-use solar panel mountings, unless an item is rated for one time use only.

19. Roofing demolition and installation will require removal of various existing panels for a period of time. Will the building be using utility power from WAPA during periods when solar panels are not in place resulting in reduced, or no power production by the solar system in place. Is there a contractual requirement for how long the panels to be removed can be out of service?

Response: Yes, the building has the capability to use WAPA electricity when the solar panels are not in service. There is no specified time frame requirement limiting how long the panels can remain out of service. However the Government expects the contractor to minimize the time the panels will be out of service.

20. Please advise the disposition of all government equipment and material to be removed and/or replaced. Are they to be turned back to the government or are we to include proper disposal only?

Response: The contractor shall dispose of all equipment and material removed from the building unless otherwise specified in the drawings and specifications.

21. Will there be limitations on the type of work that can be done during working hours? If so what types of noises will not be permitted?

Response: Work that will interrupt building operations shall be planned outside of building operating hours, to include but not limited to noise and odor producing type of work.

22. If work needs to be halted during court sessions, how will the contractor be compensated for lost productivity and schedule due to interruptions.

Response: The contractor will plan the work around the requirement to keep the building fully operational. Additional time or compensation will not be considered at this time. Future requests will be evaluated on a case by case basis.

23. Please confirm proposal due date.

Response: The date and time for receipt of proposals remains unchanged.

24. Please confirm if an elderly home with healthcare services can be considered as an institutional building.

Response: Yes

25. The submission of more than 3 projects on Attachment A1 – Experience Summary Table, will harm our evaluation rating?

Response: The submission of more than 3 projects on the experience summary table will not harm the evaluation; however only the first 3 projects will be evaluated.

26. Design pressures can either be Ultimate or Allowable. (Ult x .6). The structural drawings do not indicate if the wind pressures are one or the other. This will be critical for the outcome and whether it needs steel inside the frames. Please ask the Structural engineer to clarify if the loads are Ultimate or Allowable. I looked at CD-2 and do not see clarification.

Response: Per Note #1 on 2-S003, component and cladding wind pressures are determined per ASCE 7-16. Accordingly, wind pressures determined per the referenced code are ultimate wind pressures.

27. Please consider a time extension for bid submission in order to be able to prepare a responsive proposal.

Response: The date and time for receipt of proposals remains unchanged.
