About this file

This document is a set of Questions and Answers (Q&A) related to a Request for Proposals (RFP) for Construction Manager as Constructor (CMc) Services for a new Land Port of Entry (LPOE) facility at Highgate Springs, Vermont. The RFP indicates that the project will be subject to Cost Accounting Standards (CAS) and will involve Controlled Unclassified Information (CUI). The new LPOE facility is intended to accommodate increased traffic volume due to the completion of the Canada Autoroute A35 project. The RFP states that the design phase services will be awarded on a firm-fixed-price basis, while the construction phase services will be awarded at a Guaranteed Maximum Price (GMP). Proposals will be evaluated based on technical and price factors, with the non-price factors carrying greater weight. The estimated total construction cost for the project falls within the range of $110,000,000 to $130,000,000. The procurement will be solicited as full and open competition, with an anticipated award date for the design phase services in August 2024 and the optional construction phase services in Spring 2026.
