SOLICITATION QUESTIONS: 47PB0020R0005

COMBINED SERVICES AT JACKMAN/COBURN GORE BUILDINGS IN MAINE

Question Set 2

Question 5: In addition, the list of filters included in the provided Asset Inventory does not match what is provided in section 11 of the Jackman building information sheet. Please provide the correct size, MERV rating and quantity of filters used in the Jackman LPOE building.

Response: The correct filter information is given in the building information sheets.

Question 6: Section C.2 of the PWS lists the 4 residences located at Coburn Gore as requiring custodial services however none of the 4 residence information is provided under the Custodial and Related Services Exhibit 1 Building Information Sheets. Please provide custodial information for the 4 residence buildings located at Coburn Gore.

Response: Custodial services are not required for the 4 residences. (ME0552BE, ME0553BE, ME0554BE, ME0555BE) however ground maintenance/snow removal will be required and is included in the Performance Work Statement which is why they are included in this section.

Question 7: Quality Control Plan-In TAB 10 Addendum 01 Combined Services PWS. Sections

C.2 through C.18 describe requirements for Custodial Services. At C.14 there is a specific breakdown of the contents required for the Quality Control Plan. In the O&M Section, also called

C.2 Building Operations and Maintenance Section, there is only a general description of what is required in the proposal for the QCP at C.2.3.2.

Is the detail described in C.14 applicable to both a Quality Control Plan for Custodial Services and a Quality Control Plan for O&M services?

Response: Yes. The Quality Control Plan for O&M services will have the same level of detail as the custodial services. This is not to be confused with the Quality Control Plan Outline that is to be submitted with your proposal stipulated in Addendum 05, FAR Provision 52.212-

1(b)(4)(ii)(E).

Question 8: Please provide dates of last inspections for the following:

3 Year Switchgear Test: February 10, 2016

5-year Obstruction Test on Fire Sprinkler System: Summer 2019

6- and 12-Year Fire Extinguisher PM: In Jackman the 6 year PM is due in 2021; the 12 year PM is due in 2027; in Coburn Gore the 6 year PM is due in 2022; the 12 year PM is due in 2028

Response: See underlined above.

Question 9: Reference C.2.1 Scope of Work, line # 3. Wind Turbines and Distribution System;

Could you provide additional clarification regarding monitoring services required? Are contractors to monitor health and readiness, remote operation and control or simply alarm management?

Response: GSA’s expectation is for the incoming contractor to operate and maintain the wind turbines in the most efficient and effective manner possible to ensure that maximum run time is achieved. This includes monitoring and reporting on usage.

Question 10: Reference PWS Section 3 Government Furnished Property:

There appears to be a large payloader at Jackman used for snow service but we find no mention of it in Section 3. Can you confirm whether the payloader is Government Furnished

Property or not?

Question 11: The building information sheet (Exhibit J) for Jackman LPOE section 11 lists out the filters in size and MERV rating but also lists TYPE. Please explain what the TYPE indicates as to the filters.

Response: Type is actually quantity. There is also a typographical error. This will be changed by amendment. The last filter listing in Jackman Main Port Building should read 24x24x12 not
