COMBINED SERVICES AT LAND PORTS OF ENTRY IN JACKMAN AND COBURN GORE,

IN MAINE

Question Set 1

Question 1: Reference PWS paragraph C.2.1: this paragraph identifies that the contractor shall provide “management, supervision, labor, materials, equipment, and supplies…and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, including vertical transportation and all related services located within the property line of the Jackman LPOE and Coburn Gore LPOE”. The 14 item list that follows includes Wind Turbines identified in TAB 10, Section J as “NPS 11-21 Artic (Northern Power Systems)”. While researching these systems, we received a message that “As of August 26, 2019 Northern Power Systems has ceased all commercial operations. This information along with other material has resulted in the following questions:

a. When were these systems installed as they came with a 2 year warranty? Installed in 2010, they came with a 5 year maintenance plan.

b. Aside from the reference in C.2.1, there is no mention of the wind turbines anywhere else in the PWS nor in the GSA Public Buildings Maintenance Standards. Due to the highly specialized nature of the equipment, we are relatively certain that the maintenance work is subcontracted. Who is currently performing the work on these systems? Northern Power Systems was bought out by Power Grid Partners who is currently servicing the systems.

c. As these two turbines are capable of powering up to 80 homes, are these systems tied into the electrical grid? If so, what is the Contractor’s responsibility? The system is tied into Hydro Quebec power grid. The contractor is responsible up to the point where it crosses into Quebec.

Response: Underlined above.

Question 2: Reference PWS paragraph C.5.11.1, Repairs: this paragraph states in part “If the Contractor identifies a repair that it believes is of such a specialized nature that a specialized subcontractor is required to complete the repair properly…”. While these systems are really not much different than high power transmission lines which are typically not dealt with by the Contractor, will this equipment be excluded from a “Shared Liability” scenario as they will absolutely require specially trained technicians for all work?

Response: No. Not excluded.

Question 3: Ref. C.2.1, Scope of Work: this paragraph states “The Contractor shall provide management, supervision, labor, materials, equipment, and supplies (shipping & handling) and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, including vertical transportation and all related services located within the property line of the Jackman LPOE (ME0823BJ, ME0824BJ, ME025BJ) and Coburn Gore LPOE (ME0551BE, ME0552BE, ME0553BE, ME0554BE, ME0555BE) building(s), to include the following”… Later in the PWS, paragraph C.6.12 Vertical Transportation System is marked as “RESERVED”. Please clarify if Contractor is responsible for vertical transportation system maintenance. Is Contractor responsible for elevator certification and inspections?

Response: The Contractor is responsible for the automotive lift but the contractor is not responsible for the maintenance of elevators; however, they are for general cleaning and lighting.

Question 4: Ref. Addendum 05 – Instructions to Offerors, page 6 Evaluation Factors for Award.

The instructions in the paragraph headed “Volume 1” state that offerors shall submit the GSA 527 with their Price and Business Proposal. Will the government accept offeror’s financial statements in lieu of a GSA 527?

Response: Yes, we will allow certified financial statements. See Amendment 0002 for details.
