About this file

This is a Questions & Answers document for RFQ No. 453320CE regarding Fuel Oil Burner Grade #4 for Brookhaven Science Associates' Central Steam Facility (CSF). The document addresses two main inquiries from potential vendors.

The first question concerns a missing BNL estimated fuel use and information table, which the agency confirms has been revised and included in Attachment A. The second question addresses pricing calculation discrepancies, specifically regarding OPIS "Oil Price Daily" postings. The agency clarifies that while #4 oil pricing is not currently listed in the OPIS report due to its niche market and low trade volume, vendors should follow instructions in Section B and refer to the "petro-tank car reseller price for No. 4 oil" as the only available price reference for this fuel. The document includes a daily petroleum prices chart dated November 19, 2024, demonstrating the absence of #4 oil pricing in current market reports.

Questions & Answers for RFQ No. 453320CE – Fuel Oil Burner Grade # 4 – CSF

1. Attachment A (Page 2)- Part 2. Table 2.1 A states- “Attached to the last page of this General Specification document is a BNL estimated fuel use and information table,” but there is no attachment. Please, we would like to know the estimated fuel use and gallonage delivered per order.

Attachment A – Specifications has been revised to include BNL’s estimated fuel use and information table (last page).

2. We would like to request clarification on the bid pricing. Attachment A – Page 7, document for the proposed new pricing indexes are contradicting.

-Bullet point B: References Page 1 for NY Market Pricing for #4 Oil (There has not been a posted price for #4 oil in quite some time).

-Table 7.1: No. #4 Oil High Pour City (Page 3) → This is wrong, this is a #6 Oil posting.

The first sentence in bullet point B and table 7.1 refer to two different postings – How are we to calculate price for No. 4 Oil?

1. Page 1 (No Prices for #4 Oil)

2. Page 3 (High Pour City is a #6 Oil posting and not a #4 oil posting.

Page 1: See below, no posted price for #4 Oil

This is correct, we are buying a fuel that has not been on the OPIS report in quite some due to its niche market and low trade volume. The vendor’s should still follow instructions in B and refer to the reference to, “petro-tank car reseller price for No. 4 oil” as it is the only price reference available for this fuel.
