About this file
This is a Request for Information (RFI) issued by the Nevada State Purchasing Division on behalf of the Nevada Department of Corrections (NDOC) regarding modernization and replacement of the agency's Offender Management System (OMS). NDOC seeks information from qualified vendors on comprehensive, secure, and scalable solutions that support the full lifecycle of offender management while aligning with modern correctional practices and state IT standards. The RFI is intended for early-stage planning purposes only and will not result in a contract award; responses will be used to refine requirements, identify viable solution paths, and prepare for a future competitive procurement. The system must support offender management from intake through release, including classification, sentence structure, movement tracking, medical and mental health information, programming, case management, discipline, grievance tracking, victim services, investigations, and community supervision coordination, along with institutional management and incident reporting. NDOC houses over 10,000 offenders across multiple facilities statewide. The response deadline is January 22, 2026, at 2:00 p.m. Pacific Time, with a question submission deadline of January 2, 2026, at 4:00 p.m. Pacific Time, and answers to be posted by January 6, 2026.
The RFI requests cost estimates to support future funding procurement and RFP development. Vendors should submit technical information and cost information as separate attachments through nevadaepro.com, with all attachments flagged as confidential. NDOC's existing OMS environment is aging, highly customized, and increasingly difficult to support, with limitations impacting data accuracy, reporting capabilities, operational efficiency, and integration with internal and external partners. The Department seeks information on system architecture, hosting options, data migration approaches, role-based access control, API capabilities, mobile functionality, audit trails, automated notifications, electronic forms, and configurable workflows, along with compliance requirements including CJIS, PREA, HIPAA, ADA, and State of Nevada security standards. All responses are considered confidential business information and will not be evaluated for award purposes per NRS 333.335(7).

Project overview
The Nevada Dept. Of Corrections (NDOC) is seeking information from qualified vendors regarding the modernization and replacement of its current Offender Management System (OMS). NDOC requires a comprehensive, secure, and scalable solution that supports the full lifecycle of offender management while aligning with modern correctional practices, state IT standards, and future growth. This Request for Information (RFI) is intended to help the Department better understand available technologies, implementation strategies, and cost structures in preparation for future competitive procurement.
This RFI is intended to support early-stage planning and does not constitute a solicitation for bids. Responses will assist the Department in refining requirements, identifying viable solution paths, understanding market offerings, and preparing for a competitive procurement process. NDOC anticipates selecting a solution that is modern, configurable, user-friendly, secure, and able to support corrections operations for the next decade and beyond.
Requesting agency background
NDOC houses over 10,000 offenders across multiple facilities statewide and relies on its OMS to support daily operation, administrative, and supervisory functions. NDOC’s existing OMS environment is aging, highly customized, and increasingly difficult to support. Limitations within the legacy platform impact data accuracy, reporting capabilities, operational efficiency, and the Department’s ability to integrate with internal and external partners. To address these challenges, NDOC is exploring modern OMS solutions that can improve reliability, enhance data quality, streamline staff workflows, and support the Department’s mission in a more adaptable, sustainable technology environment.
Scope of work
NDOC is seeking information on modern OMS solutions capable of supporting offender management from intake through release, including classification, sentence structure, movement tracking, medical and mental health information, programming, case management, discipline, grievance tracking, victim services, investigations, and community supervision coordination. The system should also support staff workflows, automate routine processes, improve data integrity, and provide robust reporting and analytics tools. The OMS should include institutional management and incident reporting.
Additionally, NDOC is seeking information on system architecture, hosting options, data migration approaches, role-based access control, API capabilities, and compliance with CJIS, PREA, HIPAA (where applicable), ADA, and State of Nevada security standards. The Department is also interested in learning about available mobile functionality, audit trails, automated notifications, electronic forms, and configurable workflows.
Cost
4.1. The cost estimates provided will be used to secure funding in the future and to help in development a future RFP.
