About this file
This is a certification form regarding lobbying activities issued by the Nevada State Purchasing Division, Department of Administration, for use in connection with federal contracts, grants, loans, and cooperative agreements. The document serves as a prerequisite certification that must be completed and submitted by vendors and contractors seeking to engage in transactions involving federal appropriated funds. The form requires authorized signers to certify their compliance with federal lobbying restrictions and disclosure requirements, with the certification applying to all subcontractors and sub-recipients at all tiers of the transaction. The document includes fields for recording the solicitation number (44DOC-S3611), vendor name, authorized signer name, and signature with date.
The certification mandates that no federally appropriated funds have been or shall be paid to influence federal officials or members of Congress in connection with the contract award or modification. Should non-federal funds be used for lobbying purposes related to the transaction, the vendor must complete and submit Standard Form-LLL disclosing such lobbying activities. Failure to submit the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 per violation. The certification language must be incorporated into all subaward documents, and all subrecipients must provide equivalent certifications and disclosures. This form was revised in October 2024 and is effective as of December 19, 2025.
