About this file

This document contains questions and answers related to a Request for Quotation (RFQ) for Commissioning Agent Services to be used for the Electron-Ion Collider (EIC) project at Brookhaven National Laboratory.

The key details are as follows:

The Statement of Work (SOW) indicates the Commissioning Provider (CxP) is responsible for the design phase only, including updating the Commissioning Plan as necessary during that phase. Requirements related to the construction phase, such as providing a Commissioning Report and using real-time commissioning software, are not applicable to this scope of work. The CxP is required to participate in both monthly design meetings with the Architect-Engineering firm and weekly progress meetings with Brookhaven personnel. The Commissioning Plan is due 60 working days after receipt of the 90% Detailed Design submittal. The procurement has been set aside for Minority and Women-Owned Business Enterprises (MWBE), and the anticipated contract award date is between October 1, 2024 and December 1, 2024. The RFQ indicates that the Commissioning Firm must be a Certified Commissioning Firm (CCF) or an equivalent such as a Certified Commissioning Agent (CxA) from the AABC Commissioning Group.

Questions and Answers

RFQ 439631

1. Attachment C Statement of Work, 3.1.1 indicates that CxP is responsible for Design Phase only.

However, the next section indicates that the CxP will update the Cx Plan "as necessary throughout the project, maintaining an efficient schedule for observational inspections, commissioning meetings, training, witnessing testing and re-testing as needed throughout the duration of the project." Does this mean that the CxP is to update the requirements after the design phase or to write the requirements in relation to milestones so that the requirements can shift as the schedule updates?

Updates to the Commissioning Plan will only occur during the design phase under this scope of work. Documenting scheduling activities associated with construction phase scope (i.e., observational inspections, witnessing testing and re-tested) is not applicable to the design phase scope.

2. Attachment C Statement of Work, 3.3.1 indicates that CxP shall provide the Commissioning

Report. This is typically a construction phase activity. Please clarify if this is section applies to the scope of work.

Submittal of three (3) copies of a Commissioning Report as stated in section 3.3.1 is not applicable to this scope of work.

3. Attachment C Statement of Work, 3.3.2 indicates that CxP shall utilize a real-time commissioning software platform and maintain all reports, checklists and issues. This is typically a construction phase activity. Please clarify if this section applies to the scope of work.

Use of real-time commissioning software platform as stated in section 3.3.2 is not applicable to this scope of work.

4. Attachment C Statement of Work, 3.1.2 indicates that the CxP shall provide a Cx Plan after the

60% Detailed Design package. However, Enclosure A- Draft Contract indicates the Cx Plan deliverable due 60 working days after receipt of the 90% Detailed Design submittal. Please clarify due date for the Cx Plan.

The Commissioning Plan is due 60 working days after receipt of the 90% Detailed Design submittal.

5. Attachment C Statement of Work, 3.1.2 indicates that the CxP is to participate in monthly design meetings. However, 3.2.1 Progress Communications indicates weekly meetings. Please clarify if we are to include weekly or monthly meetings. Also, when should we anticipate the contract award in order to include enough meetings?

Section 3.1.2 refers to monthly design meetings with the Architect-Engineering firm that is responsible for developing the EIC Infrastructure Design. Section 3.2.1. refers to weekly progress meetings between the CxP and Brookhaven personnel. Participation is required in both meeting series. The anticipated contract award date is between October 1, 2024 and December 1, 2024.

6. As per the RFP, The requirements specify that the "Commissioning Firm shall be a Certified

Commissioning Firm (CCF) via the Building Commissioning Association, or equivalent.

Will you accept the Certified Commissioning Agent (CxA) Certificate by the AABC Commissioning

Group (ACG) as an equivalent and acceptable alternative, or is it mandatory for the firm to submit Certified Commissioning Firm (CCF) certification?

The offeror would meet the equivalency requirements associated with being a certified commissioning firm provided the offeror has provided commissioning services for a minimum of five (5) years, the offeror meets the past performance requirements in section D and at least one member on their staff has a recognized industry commissioning certification.
