About this file

This document contains responses to a Request for Information (RFI) for a federal contract opportunity to provide drilling services for a continuous wireline core boring to approximately 6,930 feet. The key details are:

The scope of work includes providing the labor, equipment, materials, supplies, and fuel to drill the core boring. The purpose is to obtain geologic and geophysical samples and data to characterize the geologic setting and monitor future underground activities. The core must be a minimum of 1.7 inches in diameter, and the borehole must be at least 3.7 inches in diameter at the terminal depth. Steel casing will be required to 4,000 feet (+/- 200 feet). The RFI responses address various logistical and technical aspects, such as safety personnel requirements, disposal of drilling fluids, fuel storage, environmental risks, and scheduling. This is a full and open competition, not a small business set-aside. The anticipated start date is as soon as the drill rig and crew are available after award.

RFI RESPONSES:

12 August 2024:

1. Will an e-signature suffice? Yes, I will accept E-signature.

2. Exhibit A, Form G Resumes of Key Personnel and Exhibit D, Key Personnel do not list the same positions. Correct. The request for resumes come from the project team, and they requested Form G personnel. Exhibit D is a clause we will incorporate after award and can be subject to change we just need names for points of contact. Exhibit D names have no bearing on award, I am required to put position titles on that exhibit. You’re welcome to even add to this if you wish.

3. Page 14 of Exhibit A indicates we need to include Key Personnel from Exhibit D, D-19. There is no D-19 clause in Exhibit D. Is this supposed to be D-17? Correct, Key Personnel should read D, D-17 Key personnel. Through the edits I missed this adjustment, Exhibit A has been updated.

4. What are the actual requirements for safety personnel on site? I want to make sure that we can have a person on site that is trained in safety and not an actual certified safety professional. What is listed in the requirement is 10 years’ experience.

To assist vendors, we have removed the Site Safety Supervisor and Safety Representative resume requirement at the time of proposal. MSTS will still be required to review and approve Site Safety Representatives prior to the start of work. Since these positions may be temps/subcontracted, resumes may not be available at the time proposals are due. Refer to Exhibit E and the below clarifications.

Section 8.1 - The SUBCONTRACTOR shall have a qualified Safety and Health Professional accepted by the CONTRACTOR at the worksite whenever SUBCONTRACTOR personnel are performing work.

· This should be read as “When the driller is in operations, they need to have a contractor accepted Safety and Health Professional at the worksite.”

· The contractor acceptance of the vendor’s Safety Reps will be completed through the submittal of their resumes/CVs/etc. that show they meet one of the items in section 8.1.

The requirements on who can be a Safety rep are also in Section 8.1. Section 8.1 should be read with “or” between each line.

· 8.1.2 A degree in Occupational Safety or,

· 8.1.3 Hold the designation of a Certified Safety Professional (CSP) or,

· 8.1.4 Hold the designation of a Associate Safety Professional (ASP) with 1-3 years documented safety experience or,

· 8.1.5 Occupational Health and Safety Technician (OHST) or Construction Safety and Health Technician (CHST) certification wit 2-3 years of experience in field providing safety duties or,

· 8.1.6 Documented 5-10 years full time safety experience (100% safety work). List of projects and description of duties where person was a full-time safety professional or

· 8.1.7 Specialized training for specialized activities (High risk, diving, high voltage).

It is critical to understand vendors do not need the people at the time of proposal, just the commitment that they know the requirement and will meet the requirement at the time of operations.

To address a question that was addressed with some confusion, a Safety Rep can support other roles during operations.

Section 8.3 – If accepted by the CONTRACTOR, the SUBCONTRACTOR’s assigned Safety Representative may have other duties as long as they will not interfere with or prevent the employee from performing the above-stated responsibilities.

· This should be read as the Safety Rep can have smaller responsibilities but must have a primary function of safety.

The vendor would submit these additional roles to the contractor for review. Again, these submittals for shared responsibilities are not necessary in the proposal but if an assumption is made of an agreed upon responsibility drives costs, it would be best that the assumption is included so all parties understand a potential cost increase if the other duties are not approved by MSTS Safety.

1 August 2024:

1. If the hole deviates, do we have a planned method of correction? Wedge/directional mud motor? This will be for the vendor to propose.

2. Tracking the water table is near impossible on a core rig while drilling without a lot of added down time when testing and risk of compromising the hole. Is this necessary? Or will our mud levels suffice if we were to lose circulation? We need to Identify the water table when we first encounter it, but after – tracking mud levels is sufficient.

3. Is a rod handling system required on this site? It is not required

4. What is the desired method of disposal of drilling fluid and cuttings. If mud pits are used – The subcontractor can allow the pits to dry out and the NNSS will remove the cuttings. If cutting tanks are used – NNSS will provide roll-off dumpsters.

5. Will there be the option to work though federal holidays.- Yes

6. Can we haul fuel in everyday on work trucks or will we be required to have a stationary tank on site. The vendor can bring their own diesel on site as long as the tank there are using has a capacity of less than 119 gallons. In the SOW we also require that they need to have 4 days’ worth of fuel stored on site.

7. Please define the environmental risks and exposures.- Exhibit E has all environmental, if further clarifications are needed, specify which section you are referring.

8. What is the desired start date and performance period. – Provide Schedule in proposal- not an award determining factor

9. Just to clarify this is not Davis bacon rate. – This is a government service subcontract, see attachment 8.6 SCA Wage determination – no DBA

10. Just to clarify this project has no ties or union requirements. – There are NO union Requirements

11. Project labor agreement wage does not apply.- PLA does NOT apply

12. Please verify that there will be adequate housing for the crew (7 Rooms) – Information in Solicitation documents, attachment 8.3. Housing Services

13. Will it be ok to work 24 hour operations 7 days a week. - Yes

14. Please clarify who is expected to be on site for the duration of the project. The lead driller and drilling crew can rotate as needed during the course of the project. There must be a site safety supervisor identified for each shift – this is a stand-alone position. The superintendent and project manager do not need to be on site 24/7.

15. Small Business Set-Aside? This is not a Small Business Set-Aside; this is Full & Open.

16. Scheduling/timeline? Vendors will submit their own schedule/timelines

17. Please provide Exhibit B training and requirements:

4 Hours – Exhibit A has been updated. Courses can be found in exhibit E, E-11

18. Restrictions on site: Alcohol is not allowed to be brought onto the site or purchased and brought into the hotel accommodations.

19. what depth is the historical water table anticipated. ~1,400 bgs Who is setting the instrumentation in the hole after the TD is achieved. NNSS construction will be setting the instrument. This is not part of the drilling scope

20. Do we need to cap the Well when we’re completed? No, the well needs to be accessible

21. Would it be OK to include the geophysical logging in our proposal with our affiliate company (internal). – this is not in the SOW and not required for this procurement.

22. Fire suppression systems - What quantity of fuel and oil requires a fire suppression system? No suppression needed. Handheld fire extinguisher is sufficient

23. Is a fire suppression system needed on flammable cabinets? No suppression system needed. Handheld fire extinguisher is sufficient.

24. May we utilize a standard Nevada bentonite and polymer drilling fluid program? (All products will be NSF-approved) All drilling fluids must be NSF 61 Approved.

25. We want to confirm that cell phones will not be allowed on the drill site. And if this is the case, will a Star link system be permitted for communication? Cell Phones are allowed on site. Hot spots or cell modems that emit a WIFI signal are not allowed on site. Cell modem must be connected or tethered to a computer to use for internet connection. Star link will need to be approved by cyber security

26. Do you have a preferred start date? As soon as drill rig and crew are readily available post- award

27. Portable Bathrooms will be provided.

28. Tortoise issues? If a tortoise is found too close to the site, stop-work is required for environmental to come out and remove it. While they do sweeps of the area, if you see a tortoise that has been killed on the road, please also notify environmental so they can properly dispose of it. This will not negatively impact the company in any way, they just want to ensure it’s taken care of properly. Help reduce wildlife on work sites by removing all food/trash.

29. Water to the rig? Storage of 20K tanks are provided, up to two (2) can be provided. However, vendor is not allowed to drive water truck, this is MSTS responsibility. Please ask if you need more clarification on this.

30. Closest fuel? 30 Minute drive 1-way, directions can be provided upon request.
