About this file
This document is a Cost Schedule for a state-level Department of Health and Human Services (DHHS) contract with a not-to-exceed budget of $511,000 in fiscal year 26 and $1.4 million in subsequent years. The contract appears to be for professional services involving project implementation, with specific deliverables-based pricing and a comprehensive scope of work that requires vendors to provide solutions exceeding project requirements and fulfilling established goals.
The pricing structure involves firm-fixed-fee professional service rates that include all overhead, fringe benefits, supplies, and travel expenses. Vendors must submit a cost proposal with estimated pricing for each proposed deliverable, using hourly rates that remain constant throughout the contract term. The state expects to pay only for usable work products, and vendors are requested to specify costs for the entire contract term, including potential one-year software license extensions. The total pricing for all vendor-proposed deliverables must remain below the not-to-exceed amount, with individual deliverable prices becoming fixed once agreed upon.

NOT-TO-EXCEED. The State desires solutions that maximize the value of the funding available. Vendor cost proposal shall include a total not-to-exceed (NTE) price for complete implementation of proposed solutions that exceed project requirements and fulfill established goals. The NTE shall encompass all costs identified in the proposal, including anticipated changes as the project proceeds, and shall not exceed $511,000 in FY26 and $1.4M in each subsequent year.
FIRM-FIXED-FEE. Vendor shall include all-encompassing hourly rates for all proposed professional service classifications. Proposed rates shall be held firm through the contract term. Rates shall include all overhead, fringe benefits, supplies, travel, etc. necessary to complete the work. This rate shall be used in developing all deliverable based pricing and any change orders throughout the contract.
PROPOSED DELIVERABLES. All proposed project tasks must be tied to a specific deliverable. The State expects to pay for useable work product. Vendor cost proposal shall include estimated pricing for each proposed deliverable, using the proposed firm-fixed-fee professional service rates and estimated hours necessary to complete the tasks. Pricing for all vendor proposed deliverables combined shall be less than the listed not-to-exceed amount. Once agreed, the price for that deliverable shall be considered a fixed price.
Vendor shall articulate all costs for the entire contract term (all fees, rates, etc.). Vendor should also articulate if they are willing to agree to commit to a one-year extension of any software license after contract termination to ensure smooth transition for the State. Any costs associated with this extension must be clearly specified within the Cost Schedule.
