About this file

This document is a Technology Investment Notice (TIN) memorandum from the Nevada Governor's Office of the Chief Information Officer (OCIO) for the Department of Health and Human Services (DHHS), Division of Child and Family Services (DCFS). The memo outlines a project to procure a Victims of Crime Claim Management software system, with a target for full staff portal readiness by January 31, 2026. The project involves replacing an expiring third-party contract and developing a new platform with three primary user portals: staff, victim, and provider. The software will streamline the entire lifecycle of victim compensation claims, facilitating application processes, managing sensitive information, and supporting claims processing and reporting.

The total estimated project value is $4,896,574.00 across three biennial periods (FY26/FY27, FY28/FY29, and FY30/FY31), with funding comprised of 62% General Fund, 23% Other, 10% Federal Fees, and 5% State Fees. The system will be hosted at the OCIO Data Center Cloud using VM Server Hosting service and is expected to include advanced features such as customizable dashboards, automated alerts, real-time data access, and robust reporting capabilities. Security is a critical consideration, with requirements to handle personally identifiable information (PII) and comply with federal and state data protection standards. The technology approach is flexible, with a preference for solutions incorporating open-source or State-owned components, and the project aims to ensure seamless integration with existing State systems while maintaining ADA compliance.

SUBJECT: TIN Completion Memo – DCFS – TIN 1160 – DCFS – Medical and Billing

Claims Software - RFP – BA 4895

DATE: May 30, 2025

We have completed our review for the Department of Health and Human Services (DHHS), Division of

Child and Family Services (DCFS) – DCFS – Medical and Billing Claims Software - RFP – 1160.

The submitted TIN, for an estimated value of $1,973,258.00 in the FY26/FY27 biennium, $1,461,658.00 in the FY28/FY29 biennium, and $1,461,658.00 in the FY30/FY31 biennium (62% General Fund, 23% http://www.it.nv.gov/

Other, 10% Federal Fees, 5% State Fees), is to provide the State with a Victims of Crime Claim

Management software system.

The software system will be designed to streamline the entire lifecycle of victim compensation claims.

This new platform will facilitate the application process, enable efficient management and secure storage of sensitive information, and support the processing and reporting of claims, including the issuing of payments to victims and service providers.

The investment is driven by the need to replace an expiring third-party contract and to ensure continuity of service with minimal disruption. The project timeline is structured to allow for overlap between the current and new systems, with a target for full readiness by January 31, 2026. At a minimum, the State requires a fully functional staff portal by this date, with additional features potentially rolled out in subsequent phases. The technology approach is flexible, with the State expressing a preference for solutions that incorporate open source or State-owned components.

The core requirements focus on three main user portals: staff, victim, and provider. The staff portal must support the creation and management of client files, provider data, document organization, claims review, status updates, communications, payment management, and dynamic reporting. This portal forms the minimum viable product, ensuring that DCFS staff have the tools necessary for effective case management from day one. The victim portal will empower claimants to apply for compensation, submit supporting documents, receive updates, and monitor claim status, while the provider portal will enable healthcare and service providers to assist victims directly, manage documentation, and track reimbursements.

The system is expected to deliver a range of advanced features, such as customizable dashboards, automated alerts, real-time data access, electronic document management, and robust reporting and analytics capabilities. Integration with existing State systems, including single sign-on and, eventually, financial systems, is a priority, ensuring seamless user experiences and data consistency across platforms.

Security is a central consideration, as the system will handle personally identifiable information (PII) and must comply with federal and state data protection standards. Server equipment will reside at the OCIO

Data Center Cloud, VM Server Hosting service. The anticipated infrastructure upgrades include enhancements to WAN and LAN equipment to support the new environment and will eventually interface with the State financial system. The agency should coordinate closely with the OCIO Compute and

Network Services teams, as necessary, to ensure there are no complications or delays in the project implementation.

Overall, this technology investment is expected to be a more responsive, transparent, and efficient system that supports the program’s mission to deliver timely and effective assistance to victims of violent crime.

If there are to be any changes to enterprise services or utilizations, including: network, firewall, server, Active Directory (AD) integration, telecom, etc., please notify OCIO as soon as possible to avoid integration delays.

It is expected that this solution will follow state security standards and policies and be compliant with the

Americans with Disabilities Act (ADA) to ensure accessibility to all authorized users.
