About this file

This is a Responsible Contractor/Subcontractor Certification Cover Sheet for Montgomery County, Pennsylvania, related to a Road Repair Program 2026-2027 project. The certification document establishes contractor qualification requirements for public works projects involving the removal and replacement of roadway pavement, asphalt base repairs, leveling, drainage improvements, pavement markings, ADA-compliant concrete curb ramps, and signal improvements across County-owned and maintained roads during calendar years 2026 and 2027. The County reserves the right to modify the scope, add or remove roads from the project list, and adjust priorities throughout the contract term based on operational needs.

Contractors and subcontractors must certify compliance with comprehensive responsible contractor requirements, including valid licensing and credentials, appropriate bonding and insurance coverage, absence of debarment or suspension, no project defaults or license revocations within three years, no criminal convictions related to contracting within ten years, and compliance with labor standards including prevailing wage and fringe benefits, OSHA 10-hour safety training, and participation in registered apprenticeship programs. Prime contractors must ensure 70 percent of craft labor consists of journeyperson workers or registered apprentices and must have at least one person with OSHA 30-hour certification on-site. Contractors must provide subcontractor lists within seven days of a Notice of Intent to Award and maintain documentation of good-faith efforts to meet Community Participation Goals of 15 percent to local businesses, 5 percent to disadvantaged businesses, and 3 percent of labor hours to residents within five miles of the 19401 zip code. All materials and supporting documentation must be submitted with bids, and contractors are required to notify the County within seven days of any material changes affecting their certification status.
